Alabama Gov. Robert Bentley announces the Alabama Prison Transformation Initiative Act at the state Capitol, Tuesday, Feb. 23, 2016, in Montgomery, Ala. The legislation, sponsored by State Rep. Steve Clouse and State Sen. Trip Pittman, provides for the construction of four modern prison facilities, three male facilities and one women's facility.
