This used to be the hep happenin' mall in the area. This big three-level parking structure used to be entirely necessary, and it was often hard to find parking. Then it lost a couple of anchor stores, and that lead to a loss of lots of the other stores inside, and it just sort of cascaded. It's reached that point in a mall's death spiral where it's mainly occupied by artists, people selling handmade crafts, and little dance studios, and parking is super easy to find. It's very similar to the mall out in Niagara Falls.
It's kinda depressing.

Suspended over the precast concrete structure, a louvered shade screen veils the building from the street and creates privacy for the adjacent patient rooms. Made of over four thousand extruded aluminum fins, each blade is rotated at a distinct angle designed to reflect light inside the structure and create a gentle textured facade above the street.

The Chicago Transit Authority (CTA) Cumberland rapid transit station, bus terminal and Park and Ride. This modernist glass, steel and concrete station was designed by the architecture firm Perkins and Will. It opened in 1983 as part of the Blue Line rail extension to O'Hare Airport, which the Blue Line would reach in 1984.
This is the glass elevator house for the parking structure.
The Cumberland rapid transit ("L" / subway) station is located in the median of Interstate 90 (the Kennedy Expressway), and the station’s island platform is reached by enclosed pedestrian skybridges from either side of the freeway. Cumberland is two stops east of the Blue Line terminus at O’Hare Airport.

The Gold Line has an end-of-the-line park and ride lot at the Atlantic Station for a 20-minute ride to downtown Los Angeles. There's no bus layover facility here.
Not sure who does and does not have entrance rights. There are wave racks in the open outdoors near the med center.
