Basel or Bale (pronounced "bahl") was quite lively despite the oppressive heat. And those short garments were working fine for the ladies.
There are a number of these themed artworks around Amherst featuring quotes from well-known locals. This one is from biologist Lynn Margulis, who spend the second-half of her career at UMass-Amherst. Here's another one from 2013 with a quote from Emily Dickinson.
I had a few other things in mind to put in this, but I was under time pressure as I was preparing supper at the same time. Unfortunately after supper was too late, as we'd eaten and drunk the subject matter..................
I was aiming for a Dutch Old Master's feel to the photo.

This is one of my favorite images. I visualize it as a picture of life. The life of some people is like that of waves, full of energy, motion, and change--repeatedly striking the shore with renewed vigor to change it, carve it, and reclaim it for the ocean. The stones on the shore represent the life of thoughtless, feelingless, and motionless people, getting their shapes from the waves and the wind. Some people are like the palm trees on the shore--they are static but full of life and fun, talking to the sun, bathing in the rain, and swaying with the wind. Like the ocean, life is deep and mysterious; there may be waves at the surface, but mostly there is peace beneath. The horizon represents the impossible dreams of life; and the sky, its serenity and vastness. The cloud is the haughty martyr; intoxicated in its illusory freedom, it travels far and wide, searching for a place to give away its life. Happiness, sadness, pain, pleasure, love, hatred--there are so many colors in the rainbow of life, but actually they all split from only one color.
