They are true bugs belonging to the family Gerridae. They skate on the surface of the water using water tension to hold them up.

A largish flea beetle on a water barrel

Not many insects around the garden this year, possibly due to the dry weather. But this remarkable specimen appeared yesterday. Never seen one before!
