নতুন নিয়ম অনুযায়ী, পর্যাপ্ত পয়েন্ট অর্জন করতে পারলে যে কেউ মাত্র এক বছরেই দেশটিতে স্থায়ী হওয়ার সুযোগ পাবেন।
চলতি বছরের মার্চ থেকে নতুন নিয়ম কার্যকর হবে বলে শনিবার জাপানের অভিবাসন ব্যুরো জানিয়েছে।
আগে স্থায়ী বসবাসের আবেদনের ক্ষেত্রে দেশটিতে ন্যূনতম ১০ বছর থাকতে হতো। ২০১২ সালে জাপান সরকার ওই নিয়ম বদলে ‘পয়েন্ট সিস্টেম’ চালু করে। সেবার থেকে আবেদনের ক্ষেত্রে ন্যূনতম থাকার সময় কমিয়ে পাঁচ বছর করা হয়।
গত মঙ্গলবার দেশটির বিচার বিভাগ তিন বছর আগের ওই নিয়ম সংস্কারের ঘোষণা দেয়। এতে ডক্টরেট পাওয়া বিদেশিদের জন্য ৩০ এবং স্নাতকোত্তর ডিগ্রীধারীদের জন্য ২০ পয়েন্ট নির্ধারণ করা হয়।
শিক্ষক, গবেষক কিংবা অ্যাকাডেমিক ক্ষেত্রে পেশাজীবীরা জাপানে ৩-৭ বছর কাজ করলে ৫ থেকে ১৫ পয়েন্ট পাবেন।
এছাড়া অন্তত ৪টি বিশেষ ক্ষেত্রে দক্ষতা অর্জনকারী বিদেশিরা পাবেন ২০ বোনাস পয়েন্ট। সঙ্গে জাপানি ভাষায় দক্ষতা থাকলে মিলবে আরও ১৫।
সব যোগ করে ৭০ পয়েন্ট হলে তিন বছর জাপানে বসবাস করছেন এমন বিদেশিরা স্থায়ী হওয়ার আবেদন করতে পারবেন, আর ৮০ পয়েন্টধারীদের ক্ষেত্রে এ সুযোগ মিলবে এক বছরেই।
তবে এ নীতি বাংলাদেশিদের জন্যও সুযোগ বয়ে আনবে বলেও অনেকেই জানিয়েছেন।
জাপানে ১০ হাজারের মত প্রবাসী বাংলাদেশি আছেন যাদের মধ্যে অনেকেই দীর্ঘদিন বসবাস করে স্থায়ী হওয়ার সুযোগ পেয়েছেন।

Mỗi bài mình sửa ít nhất cũng phải gần chục lần cả nội dung lẫn từ ngữ thừa thãi, rồi mình và trưởng ban nội dung aka vợ mình cứ thay nhau sửa chữa cho tới khi vừa ý. Có những bài oái oăm hơn cả, như bài về trách nhiệm của staff, mình đã phải sửa lên sửa xuống đến tuyệt vọng. Rồi chúng mình đã bất đồng về cách diễn đạt, thậm chí cãi nhau cực to. Cách xử lý cuối cùng là nhờ tới một ban khảo sát gồm 4 bạn khác (gồm 2 nữ - 2 nam để cân bằng giới, và 2 cẩn thận về ngôn ngữ - 2 chi tiết về kỹ thuật để cân bằng nội dung) đánh giá bài viết, mình đã tham khảo từ ý kiến của 4 bạn này và cuối cùng sửa lại một lần nữa và ra được bản hoàn chỉnh. Có rất ít cuốn sách mình đọc đến lần thứ 2-3, còn riêng với 739, mình và vợ mình, mỗi đứa đã đọc hàng trăm lần.
Về design, như các bạn đọc sách đã biết, 739 lấy hình tượng chuyến tàu và những đường ray làm phương tiện thể hiện toàn bộ nội dung sách. Tại sao lại là "The Train of Youth" hay "Con Tàu Thanh Xuân"? Trong thời gian mình sống tại Nhật, phương tiện di chuyển để đi tới lễ hội chủ yếu bằng tàu điện của hãng JR (công ty đường sắt Nhật Bản - Japan Railway). Nhất là khi đi tới những lễ hội rất xa, ví dụ như Kochi, mình thường sử dụng loại vé đặc biệt theo mùa của JR là vé Seishun 18 Ticket để tiết kiệm. Dịch theo đúng tên thì "Seishun" là "Thanh Xuân" hoặc "Youth" đấy.
Ngoài ra, nếu ai đã từng xem hai bộ phim "Cloud Atlas" và nhất là "Mr.Nobody" sẽ thấy 739 có chịu ảnh hưởng khá nhiều từ hai bộ phim này, và mình có lồng ghép nhiều chi tiết liên quan vào đây. Hai bộ phim này nói rất nhiều về "Nghiệp" và "Quả" cũng như triết lý về các kiếp sống. Nhân vật Nemo Nobody trong bộ phim "Mr.Nobody" phải quyết định vận mệnh cuộc đời mình tại ga tàu, đây là nơi khiến cuộc đời anh rẽ ra hàng ngàn hướng khác nhau. Một trong những quote khá nổi tiếng của phim là "As long as you don't choose, everything remains possible"
Cách tạo hình đường ray của 739 cũng dựa trên design của JR khá nhiều. Mặt trước, phần bụng của số 3 là một phần của hình tròn to được lấy cảm hứng từ tuyến tàu Yamanote nổi tiếng tại Tokyo (tuyến này đi theo đường vòng). Ngoài ra vòng tròn cũng đại diện cho thuyết nhân quả - bánh xe luân hồi đã nói ở trên. Vòng tròn số 3 lại tiếp nối với số 9 tạo thành biểu tượng "Vô hạn". Tuy vậy các bạn vẫn có thể nhận ra từ những đường tròn đó vẫn có thể chạy ra đường khác, hay chính là những quyết định khiến chúng ta đi tới những cuộc đời khác nhau.
Các địa danh được nhắc tới trong trang bìa là những điểm ảnh hưởng lớn nhất trong hành trình Yosakoi của tớ, bao gồm: Hà Nội - Narita (nơi đầu tiên đặt chân tại Nhật) - Harajuku (lễ hội lớn đầu tiên) - Machida (Zokkon Machida 98 - đội Yosakoi mình làm staff đầu tiên) - Kameyama (nơi mình bắt đầu cuộc sống mới) - Okayama (Niwakaya - đội Yosakoi mình gắn bó nhất) - Kochi (điểm cuối cùng cho ước mơ của Odoriko). Toàn bộ địa điểm cũng được dựa trên vị trí địa lý Bắc - Trung - Nam. Mình sẽ không giải thích mặt sau để mọi người cùng suy tưởng nhé ;)
