Empower Women to Counter Terrorism
Erbil, 03 August 2015 – “Women can be powerful poles for positive change and participate in innovative efforts to inform, shape and implement policies and programs to mitigate the effects of conflict and violent radicalization”, said Gyorgy Busztin, Deputy Special Representative of the United Nations Secretary-General for Iraq (DSRSG), at the opening of the two-day National Conference on ‘Empowering Women to Address the Impact of Terrorism’.
The Conference, which brings together key government and United Nations officials, religious leaders, civil society representatives, and representatives of the international community, is jointly organized by the UN, the State Ministry of Women’s Affairs and the Kurdistan Region’s High Council of Women’s Affairs.
The conference will focus on the impact of violent extremism and terrorism on Iraqi women and girls, particularly those from minorities’ communities; empowering women to counter radicalization and combat terrorism; participation of women in social cohesion and reconciliation; creating opportunities to enhance women’s representation and participation in power and decision-making; the role of the media and the internet in countering extremism; effective partnering in implementing frameworks on women, peace and security; and the role of women in building peace.
Moreover, the Conference builds on the regional conference “Women’s Resistance to Extremism and Terrorism and their Struggle for Rights, Peace and Security”, held in May 2015 in Erbil and on the endorsement of the Special Emergency Plan on the Implementation of Security Council Resolution 1325 by the Council of Ministers in May as well. The Special Emergency Plan takes into consideration the impact of the current fight against ISIL on women, peace and security.
“Iraq is particularly well placed to host this conference, being the first country in the Middle East and North Africa region to have a National Action Plan to implement SCR 1325”, said DSRSG Busztin, while underscoring that “within families, women’s traditional roles allow them to shape familial and social norms and promote increased tolerance and non-violent political and civic engagement”.
“Countering terrorism policies need to take into account how terrorism impacts women and to ensure that they do not lead to negative and unintended consequences on women”, he stressed.
It is expected that the conference will adopt a set of recommendations outlining key actions to advance the women, peace and security agenda; ensure women participation in countering terrorism efforts; and prevent and respond to sexual violence in conflict.
The conference is a response to United Nations Security Council Resolution 2178 of September 2014, which called for the first time for the empowerment of women to counter violent extremism.

Con el fin de fortalecer la confianza y el control social, entidades privadas sin fines de lucro o que reciben fondos estatales se dieron cita para compartir experiencias y acciones implementadas en materia de Transparencia y los desafíos que deberán enfrentar al transformarse en sujetos obligados por ley a cumplir con estándares de Transparencia.
El sector sin fines de lucro, que contempla a organizaciones de carácter privado como fundaciones, asociaciones o corporaciones, mantiene una imagen positiva de la ciudadanía con un 70% de valoración, de acuerdo al Primer Índice de Valoraciones de las OSC del proyecto Sociedad en Acción.
Sin embargo, se están enfrentando al reto de visibilizar cada vez más el uso adecuado de los recursos y el aporte en la gestión para incidir en sus campos de acción. Con este fin, algunas de ellas han implementado una serie de acciones tendientes a elevar sus estándares de transparencia apuntando a resguardar la confianza pública, junto con fortalecer su relación con los donantes y la ciudadanía.
Todo esto en el marco del seminario “Si lo veo, te creo”, organizado por el Consejo para la Transparencia, el Hogar de Cristo, Fundación Lealtad Chile y el Centro de Políticas Públicas UC, con Sociedad Anónima y el proyecto Sociedad en Acción.
En la actividad inaugural participaron el ministro de Justicia y Derechos Humanos, Hernán Larraín; Marcelo Drago, presidente del Consejo para la Transparencia; y reconocidas figuras del ámbito académico como Ignacio Irarrázaval, director del Centro de Políticas Públicas UC.
Desde las entidades organizadoras del evento se destacó el principio de la Transparencia como clave tanto en el sector privado como en el público, en particular con los cambios que propone el proyecto de ley presentado por el Ejecutivo que incluirá obligaciones para las entidades que reciben recursos estatales.
Marcelo Drago, presidente del Consejo de la Transparencia relevó los avances y la colaboración entre instituciones para elevar los estándares: “Hay experiencias en instituciones privadas que están trabajando con mucho énfasis en transparentar sus acciones, en particular si reciben recursos del Estado. Unas han avanzado más que otras y esa experiencia es la que debe permear. Como CPLT colaboraremos activamente en este esfuerzo, sobre todo, pensando en que será una obligación con la nueva ley".
El Hogar de Cristo está liderando en materia de transparencia a nivel nacional. Con transparencia activa, apuntan cuidar los intereses de una sociedad cada vez más exigente en términos de control social. Hoy se puede revisar en línea sus estados financieros. Juan Cristóbal Romero, director ejecutivo de Hogar de Cristo, sostuvo: “Nosotros, como Hogar de Cristo, nos debemos a la comunidad; más del 50 por ciento de nuestros recursos provienen de ella y la única manera de responder a esa confianza, es ofrecer con el mayor detalle posible el uso que le damos al dinero para el servicio de los más pobres y excluidos”.
Ignacio Irarrázaval, director del Centro de Políticas Públicas UC y del proyecto Sociedad en Acción apuntó a la incidencia de estas acciones para mantener la positiva valoración que ostentan las organizaciones de la sociedad civil (OSC). “Hoy es un desafío darse cuenta de la relevancia que tiene la transparencia para promover la confianza y fe pública en este tipo de organizaciones. En Chile existen más de 230 mil OSC, que movilizan intereses de la ciudadanía y cuentan con una alta valoración. Y deben aspirar mantener eso, con capacidad en su trabajo, pero también con transparencia”.
En el marco del seminario también se debatió sobre los avances en materia de transparencia, revisando experiencias internacionales destacadas como la de la Fundación Lealtad Chile, originaria de España.
La gerenta de PwC Chile y directora de esta Fundación en Chile, Sharoni Rosenberg, hizo un llamado “a que todas las organizaciones sin fines de lucro se sumen el análisis de transparencia que realiza la Fundación gratuitamente y con independencia. Esta herramienta tiene validación internacional, permite la rendición de cuentas, fomenta la confianza y las donaciones”.

The CLCC recently completed and approved our first science planning document titled, CLCC Science Strategy: Mission Alignment, as an initial step toward identifying shared conservation priorities. While the document met its stated objectives, Steering Committee (SC) members and outside reviewers have suggested the next step is to develop a framework for implementation. To carry out this step, SC members approved the use of a process called Structured Decision-Making (SDM). SDM is a formal, prescriptive, values-based method for analyzing a decision by breaking the decision into components. The specific process used in the workshop is called “PrOACT,” which refers to the decision components: Problem, Objectives, Alternatives, Consequences, and Tradeoffs. For the purposes of the CLCC, SDM provides a tool for achieving transparent, purposeful, and collaborative co-production of conservation—specifically, multi-partner landscape conservation design (LCD) for the Caribbean region.
To begin working through PrOACT the SC spent four days in El Yunque National Forest with decision support coaches Angela Romero and Mitch Aid (US FWS), Peter Freeman (USVI Independent Consulant) and Wanda Crespo (Estudio Technicos, Inc).
The objectives of this face to face meeting were to (1) introduce participating SC members to the SDM process so that they are comfortable with the process, its application, and its usefulness; (2) Frame “The Problem” SC members are jointly addressing (i.e., Step 1 of PrOACT); and (3) Develop a set of actionable “Objectives” based on CLCC shared values and priorities (i.e., Step 2 of PrOACT).
Steering Committee members agreed upon the following Decision Statement:
“The Caribbean LCC Steering Committee will develop and implement coordinated, efficient, and effective landscape-scale conservation design and strategy to conserve, restore and sustain ecological and cultural resources and services and human well-being in the Caribbean inside and outside of CLCC jurisdictional boundaries. The CLCC recognizes the following constraints and uncertainties: political and social environments, finances, multiple decision making authorities, diverse values, competing priorities, and climatic and ecological dynamics.”
The CLCC Steering Committee recognized themselves as the focal decision-makers and the organizations they represent as the implementers. The decision timeframe includes a 5-10 year planning horizon, 10-20 year implementation period (to institutionalize LCD), and the impacts of decisions will range from the present to 60 years to quasi-infinite. The group also agreed that the region of interest is the “terrestrial and marine components within the EEZ of the U.S. Caribbean, and Navassa Island, with consideration of relevant drivers, policies and impacts originating in the wider Caribbean region. The wider Caribbean is defined by UNEP.”
The Steering Committee also agreed upon four Fundamental Objectives, which will frame all future collaborative efforts of the CLCC (no particular order):
Maximize use of available operational resources
Maximize public satisfaction and well-being
Maximize the structure and function of aquatic and terrestrial resources
Maximize the integrity of cultural and historic resources
The Steering Committee agreed to create Tiger Teams, or subteams with a specific short-term task, to flesh out specific objectives and indicators for each of the Fundamental objectives.

The Rwanda Utilities Regulatory Authority (RURA) in collaboration with UNEP and ITU hosted a workshop on Extended Producer Responsibility guidelines and regulations for e-waste management in Rwanda.
The two-day workshop brought together representatives from government and development partners to discuss implementation of Rwanda’s e-waste regulations, Extended Producer Responsibility guidelines and the role of digital solutions that could be utilised to address e-waste challenges that pose severe dangers to the environment and people's health.

The Centre for Teaching and Learning's Office of Decolonizing Curriculum and Pedagogy launched a Five Year Strategic Implementation Plan on decolonizing and Indigenizing curriculum and pedagogy on September 8, 2023 with Kahérakwas Donna Goodleaf and members of the Indigenous Decolonization Hub.
The 'Northern Crisis Recovery Project’ is a government of Mozambique project being implemented by UNOPS in coordination with local partners, using $200 million in financing from the World Bank’s International Development Association.
The project focuses on building social cohesion and resilience to conflict, providing livelihood and economic opportunities for internally displaced persons and host communities, and rehabilitating, constructing and equipping climate-resilient public infrastructure.
In partnership with the Alberto Cassimo Institute of Professional Training and Labor Studies, the National Institute of Employment and a local implementing partner, professional training courses in agriculture, tailoring, carpentry and culinary arts, among other skills, were provided to nearly 700 people in Balama, Montepuez and Namuno Districts.
Graduates from the training courses also receive self-employment kits to help them on their way to building up their own businesses, improving their livelihood opportunities.

GLOBAL CRISIS, LOCAL SOLUTIONS: HOW TO REVOLUTIONIZE AND IMPLEMENT COMMUNITY-BASED MENTAL HEALTH CARE
Globally, the ripple effects from the COVID-19 pandemic, increasing forced migration, and a rise in human rights violations have accelerated the mental health crisis. This crisis is only expected to worsen, and providing care to those affected will become even harder. The WHO projects a deficit of 10 million health care professionals worldwide by 2030. Luckily, many communities across the globe are stepping up to the plate to increase access to care; however, this is just one of the hurdles we face. Community stigma, economic mobility, and gender are all contributing factors that must be addressed through locally sustainable treatment options. From partnerships between community stakeholders and medical professionals, to unlikely community and school interventions, it will take all of us to find solutions that ultimately lead to a healthier global community.

The imposing 13th century castle dominates the town from its proud position at the summit. It was constructed by Pope Nicolo III Orsini in 1277 around an existing tower, and was initially used as his summer residence. It has passed through many hands as power shifted through history and was more recently used as a prison until 1989.
