Prosperidad Social implementará convenios con organizaciones sociales y juntas de acción comunal (JAC) para los proyectos de infraestructura social y hábitat, que financia y ejecuta en los municipios más pobres del país. La directora de la entidad, Cielo Rusinque Urrego, lo anunció este viernes en el Congreso Nacional de Municipios, organizado por la Federación Nacional de Municipios en Cartagena de Indias.

  

“Tenemos capacidad legal para hacer estos convenios solidarios, en compañía con el ente territorial. Acompañaremos técnicamente lo que requieran, de acuerdo con la complejidad de las obras y la capacidad que haya en el territorio. Vincular a estas organizaciones beneficiará la economía popular y garantizará la participación de la comunidad”, explicó. Recordó que el Gobierno Nacional pretende fortalecer a las organizaciones sociales y comunitarias y fomentar su participación en los procesos de desarrollo territorial.

 

Las JAC integrarán el comité que seleccionará los proyectos de infraestructura. Serán priorizados de acuerdo con una clasificación que cruza criterios, entre esos, los índices de desnutrición, riesgo de victimización y pobreza multidimensional. El comité estará conformado por representantes de las JAC, el Ministerio de la Igualdad, la Consejería de Regiones, el ICBF, la Unidad para las Víctimas y Prosperidad Social.

 

La entidad tiene 500.000 millones de pesos destinados a la ejecución de obras de infraestructura social y hábitat durante este año. “100.000 millones de pesos están destinados a la subsanación de los proyectos pendientes de vigencias anteriores. El resto están destinados a obras en territorios que podamos apoyar, de acuerdo con las necesidades y con la aplicación del enfoque diferencial territorial”, informó Rusinque.

 

En el escenario del congreso de alcaldes, el subdirector de Programas y Proyectos de la entidad, Carlos Chinchilla, y el director de infraestructura, Eduardo Mesa, atendieron a alcaldes de municipios en los que hay proyectos suspendidos de vigencias anteriores, para acordar la realización de las mesas técnicas en las que revisarán la posibilidad de agilizarlos.

 

Desde noviembre pasado, la entidad organiza estas mesas técnicas para revisar la viabilidad de los proyectos de infraestructura social con mayor impacto en las condiciones de las poblaciones más vulnerables: con mayor incidencia de hambre y pobreza, y riesgos o consecuencias por el invierno. Desde entonces, ha logrado destrabar cerca de setenta obras en más de sesenta municipios del país. Algunas de estas obras fueron entregadas este mes durante una jornada nacional.

 

“Recibimos una ejecución del presupuesto del 5 %. En pocos meses, al finalizar el año, la llevamos a la ejecución de más del 75 %, mediante el acompañamiento en mesas técnicas para viabilizar y ejecutar los proyectos”, recordó Rusinque este viernes.

President Volodymyr Zelenskyy met with Josep Borrell, the EU High Representative for Foreign Affairs and Security Policy, who has visited Ukraine for the fifth time since the start of Russia's full-scale invasion.

"I’m grateful that throughout this war, you have consistently stood 100% on our side – on the side of Ukraine and the Ukrainian people. GLOBAL CRISIS, LOCAL SOLUTIONS: HOW TO REVOLUTIONIZE AND IMPLEMENT COMMUNITY-BASED MENTAL HEALTH CARE

Globally, the ripple effects from the COVID-19 pandemic, increasing forced migration, and a rise in human rights violations have accelerated the mental health crisis. This crisis is only expected to worsen, and providing care to those affected will become even harder. The WHO projects a deficit of 10 million health care professionals worldwide by 2030. Luckily, many communities across the globe are stepping up to the plate to increase access to care; however, this is just one of the hurdles we face. Empower Women to Counter Terrorism

 

Erbil, 03 August 2015 – “Women can be powerful poles for positive change and participate in innovative efforts to inform, shape and implement policies and programs to mitigate the effects of conflict and violent radicalization”, said Gyorgy Busztin, Deputy Special Representative of the United Nations Secretary-General for Iraq (DSRSG), at the opening of the two-day National Conference on ‘Empowering Women to Address the Impact of Terrorism’.

The Conference, which brings together key government and United Nations officials, religious leaders, civil society representatives, and representatives of the international community, is jointly organized by the UN, the State Ministry of Women’s Affairs and the Kurdistan Region’s High Council of Women’s Affairs.

The conference will focus on the impact of violent extremism and terrorism on Iraqi women and girls, particularly those from minorities’ communities; empowering women to counter radicalization and combat terrorism; participation of women in social cohesion and reconciliation; creating opportunities to enhance women’s representation and participation in power and decision-making; the role of the media and the internet in countering extremism; effective partnering in implementing frameworks on women, peace and security; and the role of women in building peace.

Moreover, the Conference builds on the regional conference “Women’s Resistance to Extremism and Terrorism and their Struggle for Rights, Peace and Security”, held in May 2015 in Erbil and on the endorsement of the Special Emergency Plan on the Implementation of Security Council Resolution 1325 by the Council of Ministers in May as well. The Special Emergency Plan takes into consideration the impact of the current fight against ISIL on women, peace and security.

 

“Iraq is particularly well placed to host this conference, being the first country in the Middle East and North Africa region to have a National Action Plan to implement SCR 1325”, said DSRSG Busztin, while underscoring that “within families, women’s traditional roles allow them to shape familial and social norms and promote increased tolerance and non-violent political and civic engagement”.

 

“Countering terrorism policies need to take into account how terrorism impacts women and to ensure that they do not lead to negative and unintended consequences on women”, he stressed.

 

It is expected that the conference will adopt a set of recommendations outlining key actions to advance the women, peace and security agenda; ensure women participation in countering terrorism efforts; and prevent and respond to sexual violence in conflict.

 

The conference is a response to United Nations Security Council Resolution 2178 of September 2014, which called for the first time for the empowerment of women to counter violent extremism.

Prosperidad Social implementará convenios con organizaciones sociales y juntas de acción comunal (JAC) para los proyectos de infraestructura social y hábitat, que financia y ejecuta en los municipios más pobres del país. La directora de la entidad, Cielo Rusinque Urrego, lo anunció este viernes en el Congreso Nacional de Municipios, organizado por la Federación Nacional de Municipios en Cartagena de Indias.

  

“Tenemos capacidad legal para hacer estos convenios solidarios, en compañía con el ente territorial. Acompañaremos técnicamente lo que requieran, de acuerdo con la complejidad de las obras y la capacidad que haya en el territorio. Vincular a estas organizaciones beneficiará la economía popular y garantizará la participación de la comunidad”, explicó. Recordó que el Gobierno Nacional pretende fortalecer a las organizaciones sociales y comunitarias y fomentar su participación en los procesos de desarrollo territorial.

 

Las JAC integrarán el comité que seleccionará los proyectos de infraestructura. Serán priorizados de acuerdo con una clasificación que cruza criterios, entre esos, los índices de desnutrición, riesgo de victimización y pobreza multidimensional. El comité estará conformado por representantes de las JAC, el Ministerio de la Igualdad, la Consejería de Regiones, el ICBF, la Unidad para las Víctimas y Prosperidad Social.

 

La entidad tiene 500.000 millones de pesos destinados a la ejecución de obras de infraestructura social y hábitat durante este año. “100.000 millones de pesos están destinados a la subsanación de los proyectos pendientes de vigencias anteriores. El resto están destinados a obras en territorios que podamos apoyar, de acuerdo con las necesidades y con la aplicación del enfoque diferencial territorial”, informó Rusinque.

 

En el escenario del congreso de alcaldes, el subdirector de Programas y Proyectos de la entidad, Carlos Chinchilla, y el director de infraestructura, Eduardo Mesa, atendieron a alcaldes de municipios en los que hay proyectos suspendidos de vigencias anteriores, para acordar la realización de las mesas técnicas en las que revisarán la posibilidad de agilizarlos.

 

Desde noviembre pasado, la entidad organiza estas mesas técnicas para revisar la viabilidad de los proyectos de infraestructura social con mayor impacto en las condiciones de las poblaciones más vulnerables: con mayor incidencia de hambre y pobreza, y riesgos o consecuencias por el invierno. Desde entonces, ha logrado destrabar cerca de setenta obras en más de sesenta municipios del país. Algunas de estas obras fueron entregadas este mes durante una jornada nacional.
