El ministro de Ambiente y Desarrollo Sostenible, Carlos Eduardo Correa, participó hoy en Puerto Carreño, Vichada, en el lanzamiento oficial del Proyecto GEF Paisajes Integrados y Sostenibles de la Orinoquía, una iniciativa que contará con un presupuesto de 5.9 millones de dólares y mejorará la representatividad de los humedales y sabanas en los instrumentos de ordenamiento territorial y sectorial, así como la conectividad ecológica y el paisaje en áreas escogidas de este territorio.
El proyecto tendrá vigencia hasta el 30 de junio de 2023, y sus socios principales son el Ministerio de Ambiente y Desarrollo Sostenible, Parques Nacionales Naturales, Corporinoquia, el Banco Mundial como entidad implementadora y WWF Colombia como entidad ejecutora.
Para el Gobierno Nacional, esta es una región crucial en su intención de impulsar el desarrollo y el crecimiento económico del país; la Orinoquía es considerada la última frontera agrícola y uno de los escenarios en los que se llevan a cabo los planes del posconflicto.
Clave para las metas
“Como ministro y con nuestro equipo, lo que queremos en este año que queda de Gobierno es dejarle al país proyectos estructurados de alto impacto que puedan seguir andando por muchos años; por eso hoy aplaudo el inicio de este, que sin lugar a dudas nos permitirá seguir trabajando por la meta de restauración y conservación de nuestra biodiversidad. La Orinoquía posee ecosistemas sumamente diversos, y esa riqueza natural es de gran relevancia para el desarrollo no solo de la población local, sino también para todos los sectores productivos y el territorio nacional en general”, dijo el ministro Carlos Eduardo Correa.
Correa también resaltó el papel que juega esta región en la obtención de las metas ambientales propuestas por el Gobierno. “Desde el Vichada tenemos cómo ayudar a que los objetivos trazados se cumplan, entre esos la reducción de las emisiones de Gases de Efecto Invernadero en un 51 % al año 2030, por lo que estamos hablando de restauración, nuestro plan es de 300.000 hectáreas al 2022, de conservación, de educación ambiental, de bioeconomía y negocios verdes, pero también estamos hablando del cuidado del agua, de la protección de los páramos, de una mejor gestión en nuestros parques nacionales, de transición energética. Entre todos estos carriles sumamos una gran autopista para llegar, también al 2030, con cero deforestación, y alcanzar, al 2050, la carbono-neutralidad”, agregó el ministro.
Durante la visita, la comitiva conoció la finca agroturística Flores Rojas, una idea de negocio verde en la que se siembra marañón, fruto nativo de la Orinoquía; hizo un recorrido por el río Bita, que en 2018 ingresó a la lista de territorios o recursos Ramsar de Colombia, o sea, de importancia internacional, que además alberga 1474 especies de plantas, más de 200 de peces, 201 de aves y 63 de mamíferos.
Una verdadera reserva
“Desde hace 20 años, WWF Colombia trabaja con múltiples socios y aliados en esta maravillosa y biodiversa región de la Orinoquía. Es de gran interés para nosotros contribuir a la conservación y al uso sostenible de sus ecosistemas acuáticos, sus sabanas, sus selvas, que nos proveen beneficios de la naturaleza, como la provisión y regulación hídrica, sus reservas de carbono, alimentos, paisajes para nuestro disfrute y la adaptación y mitigación al cambio climático, entre otros”, afirmó en su intervención Sandra Valenzuela, directora de WWF Colombia.
El proyecto incluye inversiones para la biodiversidad y la generación de información sobre la diversidad biológica y los servicios de los ecosistemas de sabana para ampliar y fortalecer el ordenamiento territorial y las áreas protegidas, lo mismo que en paisajes productivos resilientes y conectados en la región. GEF Orinoquía le apunta al cumplimiento de las metas del Plan Nacional de Desarrollo relacionadas con “actividades productivas comprometidas con la sostenibilidad y la mitigación del cambio climático”.
Desarrollar sin afectar
Peter Siegenthaler, gerente para Colombia del Banco Mundial y quien intervino de forma virtual durante el lanzamiento, dijo: “Desde el Banco Mundial estamos seguros de que es posible desarrollar y conservar esta región sin restar su capital natural y social. Este proyecto ofrece una buena oportunidad para continuar el gran trabajo que por muchos años han hecho las autoridades y diversos actores de la sociedad para contribuir a la producción agrícola de pequeña escala sostenible y al bienestar social de sus pobladores”.

Persistent Gender Inequality in Iraq Calls for Coordinated Efforts in Developing 2nd National Action Plan on Implementing Resolution 1325
Baghdad, Iraq, 3 October 2018 – Gender inequality continues to prevail in Iraq with worrisome signals that it is deepening, requiring intensified efforts and coordination in developing a new action plan on implementing UN Security Council resolution 1325, UN Representative to Iraq Ján Kubiš said today at the high-level consultation meeting on the development of the 2nd National Action Plan. Although he was encouraged to see progress in the protection pillar and dedicated efforts to strengthen the participation pillar in the National Action Plan, the legacy of the conflict with the terrorist Da’esh continues to hamper steps forward and there are other worrying signs of women being targeted.
Mr. Kubiš condemned the recent attacks against women, including the assassination of two women and the sudden death of two others in the past month, all of them active in political and social spheres. Other civil society activists including women are targeted by social media and political threat campaign, among others for their contacts with foreign embassies. This is unacceptable.
“Only once politically and socially active women are protected and safe, Iraq can claim to be making real progress towards women’s equality and empowerment,” he said.
The development of a new NAP with all the diversity and complexity of issues will require continuous coordination and collaboration across sectors, in particular involving civil society, and drawing from the lessons learned from the previous plan, the Special Representative said.
“By making your deliberations open to the society, by publicly broadcasting them you could mobilise even broader support for your objectives,” Mr. Kubiš said.
The Special Representative of the UN Secretary-General for Iraq noted with disappointment that political forces that negotiate the formation of the government do so, again without the participation of women. “We all need to ask: “when the political leaders intend to deliver on their pledges to empower women and advance their rights as a part of the democratic entitlement of all Iraqis thus strengthening equal representation and inclusiveness? The time is now. Otherwise, all the exclamations about commitment to equality of women and values of democracy continue to sound hollow.”
Mr. Kubiš outlined UN efforts in support of women empowerment, noting that UNAMI supports women parliamentarians in their quest to establish a cross-political women’s parliamentary caucus. UNAMI will continue to impress on Political Parties who are key to advancing the participation of women in all processes to include women in their leadership structures, urging men advocates to assume a more prominent role, and parliamentarians to consider gender responsive budget in the next budget law to enhance the implementation of the NAP. The UN will also continue to advocate for the establishment of a dedicated institution in the next government structure with budget and authority to coordinate the implementation of the NAP and national frameworks and policies on WPS.
The UN in Iraq will also mobilise support of the broader international community, including through the International Gender Group from among embassies here in Baghdad, Mr. Kubiš concluded.
