El Ministerio de Ambiente y Desarrollo Sostenible, con el apoyo del Programa de Naciones Unidas para el Desarrollo (PNUD) y el financiamiento del Adaptation Fund del Protocolo de Kioto, implementó el proyecto de “Reducción del riesgo y de la vulnerabilidad al cambio climático en la región de La Mojana”, una apuesta que logró generar acciones que les permitieron a las comunidades de los municipios de San Benito Abad, San Marcos y Ayapel, enfrentar las inundaciones y sequías producidas por los efectos del cambio climático, a través de la implementación de medidas de adaptación en sus modos de vida.
Gracias a esta iniciativa, la Mojana, y los Municipios de San Benito Abad, Ayapel y San Marcos, cuentan ahora con una valiosa cantidad de información hidroclimatológica y un Sistema de Alertas Tempranas implementado coordinadamente con el IDEAM y CORPOMOJANA, que aporta información sin precedentes en otras regiones del país, para la planeación y tomar decisiones de política pública a nivel nacional, regional y local. En este sentido, se establecieron 11 estaciones de monitoreo climático, y se consolidaron 27 comités comunitarios para el monitoreo del Sistema de Alertas Tempranas, así como la creación del Centro de Pronósticos y Alertas que funciona en Corpomojana.
El proyecto logró también resultados significativos para las comunidades de la región de la Mojana, que implementaron medidas agroecológicas adaptables al cambio climático, que fomentan las prácticas tradicionales de producción más resilientes a los efectos del clima. Así mismo, apoyó el desarrollo de actividades productivas que permiten la diversificación de fuentes de alimentos que contribuyen a la seguridad alimentaria y generación de ingresos, con una participación directa de 2.000 familias. Se establecieron más de 270 hectáreas de sistemas agrosilvopastoriles, 1.900 huertas familiares adaptadas a posibles inundaciones y más de 80 hectáreas de cultivos orgánicos de maíz, fríjol, guandú, plátano y yuca.
Así mismo, junto con las comunidades, se propuso un diseño de vivienda y centro comunitario que incorporan criterios de adaptación y variabilidad climática. Como resultado se construyeron 11 centros comunitarios adaptados al cambio climático para la comunidad; se implementaron en más de 500 hogares sistemas de captación de agua lluvia para los tiempos de sequía y medidas de gestión del riesgo; se edificaron viviendas vernáculas con adaptaciones a las inundaciones y se estructuraron 14 centros educativos con medidas para proporcionar agua en tiempos de sequía para más de 200 niños.
Con el apoyo técnico del Instituto Alexander Von Humboldt- IAVH, el Proyecto construyó para la región, la planificación eco regional, que define los lugares y acciones necesarias para la restauración de ecosistemas, a partir de la Planificación para la restauración de ecosistemas de humedal. Se implementaron acciones de restauración impactando a 945 hectáreas, en los Municipios de Ayapel, San Benito Abad y San Marcos y 35 km de canales en 5 caños priorizados en el territorio, recuperando la capacidad de regulación y amortiguación de estos ecosistemas, reduciendo la vulnerabilidad de las comunidades, la flora y fauna nativa mojanera, frente a los impactos de inundaciones y sequías. Estas acciones beneficiaron a más de 4.500 personas y permitieron la instalación de 29 viveros temporales establecidos con una producción de más de 200 mil plantas, de las cuales cerca de 137 mil, fueron sembradas.
“Aquí aprendimos de todo, recibimos muchas capacitaciones y al final nosotras sacamos adelante este proyecto. Con el conocimiento hicimos los viveros, las restauraciones y las huertas, ahora acompañamos a otras comunidades para hacer lo mismo”, cuenta Juana Madariaga de la comunidad de Pasifueres.
Por otra parte se realizó el fortalecimiento Comunitario e Institucional, con el que se capacitaron 155 Promotores Rurales para la Adaptación territorial, incorporar consideraciones de Cambio Climático en 12 instrumentos de planificación, 38 organizaciones de base, 3 de ellas lideradas por mujeres y se instaló la Plataforma de Mujer Rural. Esta estrategia se trabajó de la mano con las alcaldías municipales, las universidades regionales y las autoridades ambientales con jurisdicción en el territorio.
“Para el Ministerio de Ambiente y Desarrollo Sostenible el trabajo realizado en la Mojana es un ejemplo para todo el país. Este proceso no sólo ha permitido a la región adaptarse a los efectos del cambio climático, sino tejer procesos de asociatividad que han permitido comprender con mayor facilidad los cambios presentados en la región y establecer las medidas necesarias para adaptarse y enfrentar temporadas de sequía o inundaciones”, Comentó el Ministro de Ambiente Carlos Correa.
Gracias a la experiencia y las lecciones aprendidas con el proyecto “Reducción del riesgo y de la vulnerabilidad al cambio climático en la región de La Mojana” se abre la puerta a una nueva iniciativa que escalará todas estas acciones para aumentar la resiliencia al clima y la sostenibilidad ambiental y social de las comunidades vulnerables en la región de La Mojana. Lo anterior, a través del proyecto Mojana Clima y Vida, liderado por el Fondo de Adaptación, con recursos del Fondo Verde para el Clima (GCF) que cobijará a los 11 municipios de la depresión Momposina, con el fin de aumentar la resiliencia y la sostenibilidad socioambiental para abordar los efectos del cambio climático, el uso sostenible de los recursos naturales y la gestión eficiente frente a los riesgos de desastres.
“Los logros alcanzados, no serían posibles sin el compromiso de las comunidades y el apoyo de la institucionalidad pública nacional, regional y local, en cabeza del Ministerio de Ambiente y Desarrollo Sostenible y de la local, gobernaciones, alcaldías y corporaciones ambientales, quienes han contribuido a que las medidas implementadas por el proyecto tengan resultados tangibles. Seguiremos trabajando en el fortalecimiento y generación de capacidades locales, que se materialicen en una planeación del desarrollo sostenible y compatible con el clima, y en la construcción de territorios resilientes y adaptados, concluyó Jimena Puyana, Gerente de Ambiente y Desarrollo Sostenible. / Nov. 14, 2020. We celebrate light in our pictures. Understanding how light interacts with the camera is paramount to the work we do. The temperature, intensity and source of light can wield different photography effect on the same subject or scene; add ISO, aperture and speed, the camera, the lens type, focal length and filters…the combination is varied and multi-layered and if you know how to use them all, you will come to appreciate that all lights are useful, even those surrounded by a lot of darkness.
We are guided by three passions, simple but overwhelmingly strong, our longing to capture in print, that which is beautiful, the constant search for the one picture, and constant barrage of new equipment and style of photography. Empower Women to Counter Terrorism
Erbil, 03 August 2015 – “Women can be powerful poles for positive change and participate in innovative efforts to inform, shape and implement policies and programs to mitigate the effects of conflict and violent radicalization”, said Gyorgy Busztin, Deputy Special Representative of the United Nations Secretary-General for Iraq (DSRSG), at the opening of the two-day National Conference on ‘Empowering Women to Address the Impact of Terrorism’.
The Conference, which brings together key government and United Nations officials, religious leaders, civil society representatives, and representatives of the international community, is jointly organized by the UN, the State Ministry of Women’s Affairs and the Kurdistan Region’s High Council of Women’s Affairs.
The conference will focus on the impact of violent extremism and terrorism on Iraqi women and girls, particularly those from minorities’ communities; empowering women to counter radicalization and combat terrorism; participation of women in social cohesion and reconciliation; creating opportunities to enhance women’s representation and participation in power and decision-making; the role of the media and the internet in countering extremism; effective partnering in implementing frameworks on women, peace and security; and the role of women in building peace.
Moreover, the Conference builds on the regional conference “Women’s Resistance to Extremism and Terrorism and their Struggle for Rights, Peace and Security”, held in May 2015 in Erbil and on the endorsement of the Special Emergency Plan on the Implementation of Security Council Resolution 1325 by the Council of Ministers in May as well. The Special Emergency Plan takes into consideration the impact of the current fight against ISIL on women, peace and security.
“Iraq is particularly well placed to host this conference, being the first country in the Middle East and North Africa region to have a National Action Plan to implement SCR 1325”, said DSRSG Busztin, while underscoring that “within families, women’s traditional roles allow them to shape familial and social norms and promote increased tolerance and non-violent political and civic engagement”.
“Countering terrorism policies need to take into account how terrorism impacts women and to ensure that they do not lead to negative and unintended consequences on women”, he stressed.
It is expected that the conference will adopt a set of recommendations outlining key actions to advance the women, peace and security agenda; ensure women participation in countering terrorism efforts; and prevent and respond to sexual violence in conflict.
The conference is a response to United Nations Security Council Resolution 2178 of September 2014, which called for the first time for the empowerment of women to counter violent extremism.

Prosperidad Social implementará convenios con organizaciones sociales y juntas de acción comunal (JAC) para los proyectos de infraestructura social y hábitat, que financia y ejecuta en los municipios más pobres del país. La directora de la entidad, Cielo Rusinque Urrego, lo anunció este viernes en el Congreso Nacional de Municipios, organizado por la Federación Nacional de Municipios en Cartagena de Indias.
“Tenemos capacidad legal para hacer estos convenios solidarios, en compañía con el ente territorial. Acompañaremos técnicamente lo que requieran, de acuerdo con la complejidad de las obras y la capacidad que haya en el territorio. Vincular a estas organizaciones beneficiará la economía popular y garantizará la participación de la comunidad”, explicó. Recordó que el Gobierno Nacional pretende fortalecer a las organizaciones sociales y comunitarias y fomentar su participación en los procesos de desarrollo territorial.
Las JAC integrarán el comité que seleccionará los proyectos de infraestructura. Serán priorizados de acuerdo con una clasificación que cruza criterios, entre esos, los índices de desnutrición, riesgo de victimización y pobreza multidimensional. El comité estará conformado por representantes de las JAC, el Ministerio de la Igualdad, la Consejería de Regiones, el ICBF, la Unidad para las Víctimas y Prosperidad Social.
La entidad tiene 500.000 millones de pesos destinados a la ejecución de obras de infraestructura social y hábitat durante este año. “100.000 millones de pesos están destinados a la subsanación de los proyectos pendientes de vigencias anteriores. El resto están destinados a obras en territorios que podamos apoyar, de acuerdo con las necesidades y con la aplicación del enfoque diferencial territorial”, informó Rusinque.
En el escenario del congreso de alcaldes, el subdirector de Programas y Proyectos de la entidad, Carlos Chinchilla, y el director de infraestructura, Eduardo Mesa, atendieron a alcaldes de municipios en los que hay proyectos suspendidos de vigencias anteriores, para acordar la realización de las mesas técnicas en las que revisarán la posibilidad de agilizarlos.
Desde noviembre pasado, la entidad organiza estas mesas técnicas para revisar la viabilidad de los proyectos de infraestructura social con mayor impacto en las condiciones de las poblaciones más vulnerables: con mayor incidencia de hambre y pobreza, y riesgos o consecuencias por el invierno. Desde entonces, ha logrado destrabar cerca de setenta obras en más de sesenta municipios del país. Algunas de estas obras fueron entregadas este mes durante una jornada nacional.
“Recibimos una ejecución del presupuesto del 5 %. En pocos meses, al finalizar el año, la llevamos a la ejecución de más del 75 %, mediante el acompañamiento en mesas técnicas para viabilizar y ejecutar los proyectos”, recordó Rusinque este viernes.

On behalf of the Director-General of the CARIFORUM Directorate, Mr. Percival Marie, I would like to thank CARIFORUM Civil Society for inviting the CARIFORUM Directorate to this important event. Unfortunately, Mr. Marie is unable to attend this Meeting, but he extends his best wishes for a fruitful engagement.
I would also like to take this opportunity to wish you a Happy and Productive 2016.
The CARIFORUM Directorate is indeed very pleased to be participating in this Meeting, at the invitation of the CARIFORUM Chair of the CARIFORUM-EU Consultative Committee. We have enjoyed a cordial relationship with the Chair and his team, and we are happy to serve as resource persons for a number of the items on the agenda of this Meeting.
In my brief remarks this morning, I want to touch on three themes.
1. The role of civil society in EPA implementation;
2. The Five Year Review of the EPA and the 10th & 11th EDF CRIP programmes; and
3. Our commitment to inclusivity regarding incorporating civil society 'voices' in EPA implementation.
With respect to the role of Civil Society in EPA Implementation, as you are all aware, the Consultative Committee is intended to formally afford civil society a platform to add their voice to the implementation of the EPA.
Article 232 of the EPA establishes the Consultative Committee which is tasked with "assisting the Joint CARIFORUM-EU Council to promote dialogue and cooperation between representatives of organizations of civil society. This dialogue and cooperation

is meant to encompass all economic, social and environmental aspects of the relations between the EU and CARIFORUM States, within the context of the implementation of this Agreement."
Of note, this Committee is charged with making recommendations to the Joint CARIFORUM-EU Council and the CARIFORUM-EU Trade and Development Committee.
This Preparatory Meeting is taking place some 15 months following the historic inaugural meeting of the Consultative Committee, which marked the culmination of a long road to give effect to the said Committee.
Ladies and Gentlemen, all indications are that civil society took full advantage of the inaugural meeting of the Consultative Committee.
One needs look no further than the statement issued following the conclusion of that Meeting to appreciate the significance of civil society's contribution. The statement is a testament to this constituency's very good command of the issues and the fresh insights that you bring to the process.
In this regard (and now I address my second point), we are especially grateful for your contribution to the first Five Year Review of the EPA, the basis for which is set out in the Declaration on the Signing of the Agreement.
When the Joint CARIFORUM-EU Council held its Third Meeting on 16 July 2015 it provided the opportunity for the Ministers of CARIFORUM States and high level representation from the European Union to assess what progress has been made with respect to the implementation of the Agreement. We look forward to providing Civil Society with a report of the Review exercise during the course of the next two days.
That said, it is worth noting that one major finding of this Review is that there are operational and capacity issues which continue to constrain CARIFORUM States in honouring obligations and deriving benefits under the Agreement.
The core of the matter is that CARIFORUM States have not yet been able to convert the market access available under the Agreement to market presence and there is need to pay close attention to their institutional capacity, promoting trade and investment as

well as CARIFORUM’s supply side capacity constraints in order to realize the full benefits of the EPA.
Some 10th EDF programmes have been geared toward addressing the aforementioned constraints, and more assistance in this regard is expected to continue to be channelled to the Region under the 11th EDF CRIP which, as you are perhaps aware, was signed in June 2015. I take this opportunity to express our gratitude to the EU, which has been a reliable partner in providing support to CARIFORUM States to take advantage of this Agreement.
As a matter of course, then, we will also be providing you with an update as to the state of play regarding these two funding programmes. In this context, particular focus will be on the 11th EDF CRIP, which amounts to EUR 346 mil. We will take stock of the fact that negotiations in this regard have been marked by wider considerations, namely, the ongoing debate on the future of ACP-EU relations in the post-Cotonou era.
Ladies and Gentlemen, I want to end my remarks by reaffirming our commitment to the involvement of civil society in EPA implementation.
Our partnership with you is a vital link for us to better understand how the citizens of CARIFORUM States are benefitting from the EPA, but also the challenges that obtain in the roll-out of the Agreement.
We are, therefore, committed to ensuring that civil society is integrally involved in shaping outcomes in respect of EPA implementation, which will ultimately have a bearing on this constituency.
