This building is actually a refurbished Capitol Hotel, built in the 1920s on the site of the former tavern, which dated to the 1730s and was an important site for meetings in revolutionary times. The tavern briefly hosted one house of Delaware's General assembly in the mid 18th Century. Most importantly, it was here, on December 7, 1787, that Delaware ratified the US Constitution, becoming the first state to do so.

This is Boundary Monument 15 along Mason and Dixon's line that marks the western boundary of Delaware. It is a crownstone, one of a group of larger boundary stones placed every 5 miles and carved with the coats of arms of the Calvert and Penn families. The line was originally marked to delineate the boundary between Calvert's colony (Maryland) and Penn's (Pennsylvania).

This seemed out of place to me, sitting as it does between a farm field and a marsh in an area this is mostly sand and topsoil. So I asked my Geologist friend Sandy Schenck. here's what I learned:

"It’s an ice rafted boulder from the last glacial period, 10-15 thousand years ago. Rocks like these were stuck in the bottoms of icebergs calving from the glaciers to the north and were floating around in the ancestral Delaware bay and off shore of ancestral Delaware. These simply melted out and were dropped out onto the sea/bay bottom which is now exposed again."
