Surrounded by residents of Sacred Heart Village in Wilmington, Gov. Jack Markell signed into law House Bill 417 that allows financial institutions to put a hold on transactions that they suspect are exploiting a senior. The bill, sponsored by Rep. Stephanie Bolden, also requires institutions to report the suspected financial exploitation to DHSS’ Adult Protective Services for investigation. Rep. Bolden said she has known too many older constituents who had their bank accounts emptied or their homes drained of their equity by someone exploiting them. DHSS Secretary Rita Landgraf said this provides her agency “with another tool to protect Delaware seniors.” Gov. Markell said, “I wish it weren’t necessary, but it is.” Joining Rep. Bolden at the signing was Rep. Charles Potter. The bill was sponsored in the Senate by Sen. Margaret Rose Henry. To report abuse, neglect or exploitation of seniors or any other vulnerable person in Delaware, call 800-223-9074.
