GRAEME BUTLER 1985 MELBOURNE CENTRAL ACTIVITIES DISTRICT CONSERVATION STUDY

Statement of Significance

History

On the site of a 19th Century orderly room, this Royal Australian Army Medical Corps Training Depot was new nomenclature for the building it replaced in 1938. At its creation, it accompanied another similar, but more modish, installation at 99 - 53 Victoria Street (qv), in the city and a wealth of others in the metropolis - all gearing for the onset of World War Two. Internally they were, as of the 19th Century, a large drill hall(s), mess rooms and offices.

Description

Broad volumes and planes of red and cream brickwork characterise the building and concur with the terracotta on the exposed roof. Cemented elements, both divide the colours and contribute a formal Neo Grecian colonnade, to William Street. Less formal, and more contemporary is the entrance porch at A'Beckett Street. Here, traditional facade elements are hinted at whilst Modern massing is also attended to. The formal William Street colonnade collides with a stripped 'vertical feature, which marks the commencement of the more relaxed A'Beckett Street character. Metal details of wall or gateway grilles are both refined and stylish. Despite the dated use of the Neo Grecian stylism, the total concept of mixed Moderne and revivalist elements is peculiar to this commonwealth architectural department, possessing some parallels with Percy Everett's state government designs. Inside there were two drill halls, either side of the lobby. Such things as a Hygiene Office, harness rooms, the sergeants' mess and conventional offices were located at either end of the building.

External Integrity

High external integrity.

Streetscape

A corner building and prominent but isolated except for commonality of wall materials to the A'Beckett Street neighbours.

Significance

A superior and original example from a distinctive government design group which successfully combined the European Modern influences with the formal revivalist solemnity desired for public architecture.

One of definitions of conservation: - 'Preservation and repair of archaeological, historical, and cultural sites and artefacts'.

Yesterday I visited a medieval church in Llangybi, Monmouthshire, Wales. It is called St Cybi's Church. This is a painting on the north wall of the nave and it shows St Michael and the Virgin Mary with the scales of justice and mercy between them. This was partly obscured by a later mural of an open book showing the Ten Commandments. It is thought it has been added in the 17th century. The painting has been cleaned and conserved during the 1980s.

The Archaeological Survey of India, which is responsible for the repairs, conservation and maintenance of the Taj Mahal has taken adequate measures to preserve and protect the monument without disturbing its originality.

Baring essential repairs and conservation to render longevity to the old structures no changes have been made in the authenticity / integrity of the property since inscription. Even the replacing of the decayed stone pieces and other conservation has been done in such manner as to match with the original with traditional material.

However, tourism pressure and visitor facilitation has necessitated some alteration in the originality (integrity) of the property. All these interventions and alterations are add-ons and not of permanent nature.

Built by the U.S. Forest Service (USFS) and Civilian Conservation Corps (CCC) for the Santiam National Forest (later Willamette National Forest) and used throughout the twentieth century, the Fish Lake Guard Station is significant to the State of Oregon under National Register Criteria A and C under the areas of conservation, politics/government, and architecture with a period of significance of 1906 to 1968. The Fish Lake Guard Station is eligible as a historic district for listing under Criterion A due to its many associations with events significant to history including the development of USFS fire management, administrative sites, and remount stations on forest land in the state of Oregon; the CCC, a Depression-era federal work relief program that assisted with the development of national forests, administrative sites, and labor on forests and represents a regional expression of this federal program in Oregon; and finally with the 1964 Wilderness Act, which called for the protection of natural and untrammeled landscapes to be managed with non-invasive activities so as to preserve its natural conditions and represents a regional expression of this landmark legislation in Oregon. Additionally, the Fish Lake Guard Station is eligible as a historic district under Criterion C as the station's rustic-style buildings are a representative example of USFS administrative architecture built by Forest employees and the CCC using USFS and CCC plans and rustic design, made with local, natural materials to blend with the surrounding landscape. While there are several USFS administrative sites constructed within similar time periods throughout the state of Oregon, the Fish Lake Guard Station is singularly unique within Oregon as one of the best examples of continued and evolving use embodying the span and multifarious nature of USFS history, land management, and architecture.

At a ceremony in Cherokee, North Carolina, partners signed a Candidate Conservation Agreement for the sicklefin redhorse. This voluntary agreement addresses imperiled species conservation through proactive measures before a plant or animal needs the full protection of the Endangered Species Act. In this case, the agreement formalizes and expands upon conservation efforts established by the N.C. Wildlife Resources Commission (WRC), Duke Energy Carolinas, the Tennessee Valley Authority (TVA), Eastern Band of Cherokee Indians, Georgia Department of Natural Resources, and the U.S. Fish and Wildlife Service (Service) - all parties to the agreement, which also receives support from cooperators Brookfield Renewable Energy Partners, and Conservation Fisheries, Inc.

Company 968, Slate Creek Camp F-115

Slate Creek, Idaho County, Idaho

Production Date: 1935

Source Type: Photograph

Publisher, Printer, Photographer: Unknown

Postmark: Not Applicable

Collection: Steven R. Shook

Remark: Company 968, Slate Creek Camp F-115 of the United States Civilian Conservation Corps was located near the mouth of Slate Creek at the Salmon River in Idaho County, Idaho.

According to information published on page thirteen in a publication titled The CCCs on the Nez Perce National Forest: "This camp had a least 7 structures in the 1930s during its operation. It was constructed during the winter months in 1933. In October 1935, the National Geographic Society expedition that was floating the Salmon River passed through this area and noted that the camp was deserted. Supposedly, this camp officially closed in 1936 or 1937."

The basis for the number of buildings as described above is a photograph showing seven structures. However, a photograph is this set shows that at least fifteen structures were erected at the camp.

Scaling the Mountain: Protecting Forests for Families in Nepal

In the foothills of Nepal, extreme deforestation has pushed many rural communities onto marginal lands. In Scaling the Mountain, the second film in the Wilson Center’s “Healthy People, Healthy Environment” series, villagers in Chepang and Toplang districts grappling with environmental degradation and population pressures find that combining conservation with reproductive health services has helped them to support their families and their communities more sustainably.

Heart of Iron: Mining in the Congo Basin Rain Forest

In the Congo Basin, the global thirst for steel has driven iron miners into a remote forest landscape called Tridom. Heart of Iron explores the complexity of mining this rugged region that is home to Baka, Bakola, and Bantu tribes as well as a haven for gorillas, chimpanzees, and elephants. From ministers to miners, conservationists to community members, the film asks: How do we ensure that mining benefits the poor and conserves Tridom’s rich cultural and natural heritage?

EXTERIOR VIEW OF GENERAL ELECTRIC'S PROJECT UHV FACILITY IN LENOX, MASSACHUSETTS.

GENERAL ELECTRIC IS CONDUCTING RESEARCH INTO THE TRANS- MISSION OF HIGH VOLTAGE DIRECT CURRENT ELECTRICITY. INCREASED DC VOLTAGE LEVELS REQUIRE THE USE OF LARGER CONDUCTOR BUNDLES WHICH COULD RESULT IN RAISING THE LEVEL OF IONS THAT ARE GENERATED. THIS RESEARCH WAS BEGUN TO INVESTIGATE THE EFFECTS OF THESE ELECTRICAL FIELDS AND IONS AT VOLTAGES ABOVE 600 KV. ONE OBJECTIVE OF THIS STUDY IS THE INVESTIGATION OF THE "NEAR-FIELD" EFFECTS - THOSE EFFECTS THAT OCCUR WITHIN OR NEAR THE POWER LINE'S RIGHT-OF-WAY. BY MEASURING THE VOLTAGES AND CURRENTS INDUCED IN OBJECTS AT GROUND LEVEL, RESEARCHERS CAN DETERMINE THE "NEAR-FIELD" EFFECTS. OTHER EFFECTS TO BE DETERMINED AND/OR MEASURED ARE THE PERCEPTION AND ANNOYANCE THRESHOLD OF PEOPLE TO DC ELECTRICAL FIELDS, CURRENTS, AND VOLTAGES AND THE EFFICIENCY OF SHIELDING TECHNIQUES THAT ARE USED TO REDUCE THE LEVEL OF THESE "NEAR-FIELD" EFFECTS.
