In recent years, UPSC has introduced a set ofsystematic changes in its subjectlist, syllabus andexamination formatwhich tend to put several aspirants in a serious disadvantage. In particular, exclusion ofseveral 'foreign' languages like Russian, Gennan, Spanish, Gennan, French, Chinese, Japanese, Arabic, Persian, which are taughtin our universities (and Madarsas) from UPSC subject list and the CSAT format for prelims exam are tremendously discriminatory and have militated against ties and non-technical backgrounds. Indeed, there appears to be a conscious.

Real Agenda Behind these Insidious Policy Moves: Over the past few years, we have been seeing systematic attempts to commercialise education, curtail employment and restrict critical avenues of employment to an already privileged section. Earlier this year. the IBPS arbitrarily reduced the age limit and increased the minimum percentage required for applying in Bank PO. It was only after a protracted struggle that these retrograde moves were rolled back. Now the UPSC is closing its doors for comma~ stud~nts through a series of policy moves. The govemments ac~oss the board and political spectrum are being turned anto pliantagencies ofthe global and local big corporates. So notJustthe character and content of higher education .
