Once again, is it not a case of double-speak that"when the government is talking of 'bring_ing madarsa education in the mainstream', scholars trained there are being denied opportunity in UPSC? After all, WHOM does UPA want to exclude by scrapping Arabic-Persian from UPSC? .
We demand the restoration of these excluded classical and 'foreign' languages in UPSC. .

There has been a SHARP FALL in Humanities candidates among lAS Recruits Post-CSAT: from 30.25% in 2009 to 15.38% in 2012. .

There is also a SHARP FALL in candidates writing Mains in Hindi and Regional languages Post CSAT: from 48.43% in 2008 to 18.14% in 2012! The number of candidates writing the MAINS paper in HINDI. medium has gone down from 5082 in 2008 to 1682 in 2011. KANNADA medium has gone down from 14 in 2008 to 5 in 2011, TAMIL medium has gone down from 98 in 2008 to 14 in 2011. TELEGU medium has gone down from 117 In 2008 to 29 in 2011. .

The Y.~9erlying_ Agenda : Over the years, we ha;e seen systematic attempts through corporate-dictated neo-liberal policies to commercialize education, curtail employment and rest rict crrtical avenues of employment to a privileged section. stance of this agenda to ' restructur~the"t rfarauer CITld content cf higher education and dismantle provisions of equitable quality education in the largest Central university of the country. Last year, the !BPS arbitrarily reduced the age lin it and increased the minimum percentage required for applying in Bank PO. It took a protracted struggle before these i etrograde moves were rolled back. The discriminatory policy moves of UPSC have to be seen in this context, where the government seeks to 'restructure' the very composition of the ~reaucracy and make it a technocracy. As a result, students from a humble background, those with social science t~aining, or any semblance of criticality and sensitivity Vvill be kept out of governance, so that the corporate-dictated policies are more smoothly implemented without any concern for common people. .
In short, the discriminatory policies in UPSC or forced imposition of FYUP in Delhi University have emerged as symbols of UPA government's gameplan to dismantle the existing avenues of inclusive and quality education and employment opportunities. Indeed, these are moves to make education the preserve of the few and the bureaucracy the preserve of the privileged. .
In a series of agitations from Protest Demonst ration at U0SC on 10 Oct, Deputation to DoPT on 7 Nov and a March to Parliament on 5 Dec, in which students from DU, JMI, AMU, Allahabad University, Patna University participated in large numbers-JNUSU has consistently been demanding the revocation of these exclusionary policies. JNUSU delegations have also met the Minister of DoPT, Narayanaswamy and Min': t~r of Minority Affairs, K. Rahman Khan as well as a range of Member<of Parliament. .
In the ml'untjme, as a result of our sustained protests along with many UPSC aspirants, the govt. was forced to give 2 additional attempts and attendant age relaxation to the UPSC candidates. However, on issues of Restoration of Languages and on the review of CSAT format, the govt continues to be evasive. Given the non-committal attitude of the UPA govt. on these policy issues, it is urgent that the strug ~le has to be taken to the doorsteps of UPA Chairperson. .
So on 15 February, JNUSU has appealed to students and student organisations, academicians and intellectuals to join a March to the residence of Smt. Sonia Gandhi, heading the UPA. JNUSU has appealed to progressive, democratic student organisations and students from different campuses to join the programme. with own banners and placards and give a strong united message. JNUSU appeals to the student community to join in large numbers in the Protest March to UPA Chairperson's residence tomorrow. Assemble at Ganga Dhaba at :LOam. .
