The 6th Annual Devolution Conference held under the theme “Deliver. Transform. Measure.: Remaining Accountable” organized by the Council of Governors in collaboration with other stakeholders’ including National Government Ministries, Agencies and Departments, Development Partners, Non-Governmental organizations and the Private Sector.

 

Prior to the 5th ADC, Devolution Conferences were held to discuss general/global successes, challenges and solutions in the implementation of the devolved structure in the Country. The Steering committee of the 5th ADC decided to change the conference modality and use a sector-based approach while at the same time retain the general/global perspective structure. These resulted to adoption of a four (4) sector breakaway sessions mirroring the Presidents Big Four (4) agenda together with a general cross cutting discussion in the conference.

3ie and IEG partnered to organise a highly-interactive and well-attended conference on citizen engagement and accountable government in Washington, DC on 8 April 2019. This one-day public event was part of 3ie’s Washington Evidence Week. I'm still doing a brisk walk three times a week. We had a great hike this weekend. I have not gotten any other exercise in - I just can't find the right at-home 'program' for me.

The Wayamo Foundation has launched the Africa Group for Justice and Accountability on the sidelines of the International Criminal Court Assembly of States Parties at an event entitled “Africa and the ICC - Looking Back, Moving Forward” co-hosted by the governments of Botswana, Finland, Germany, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom.

 

The Africa Group for Justice and Accountability is an independent group of senior African experts on international criminal law and human rights, including political figures, members of international and domestic tribunals, and human rights advocates. The Group shall support efforts to strengthen justice and accountability measures in Africa through domestic and regional capacity building, advice and outreach, and enhancing cooperation between Africa and the International Criminal Court.

 

Speakers at the side event included Africa Group members:

• Hassan Bubacar Jallow (Gambia) Prosecutor at the International Criminal Tribunal for Rwanda and International Residual Mechanism for Criminal Tribunals

• Richard Goldstone (South Africa) Former Chief Prosecutor of the United Nations International Criminal Tribunal for Rwanda and the former Yugoslavia

• Athaliah Molokomme (Botswana) Attorney General of Botswana

• Navi Pillay (South Africa) Former UN High Commissioner for Human Rights

• Fatiha Serour (Algeria) Director of Serour Associates for Inclusion and Equity

The new group was launched as part of Wayamo's ongoing strategies aimed at improving the relationship between Africa and the ICC as well as strengthening complementarity through capacity building. Bettina Ambach, the Director of the Wayamo Foundation, which will act as the Groups’ Secretariat, described it as “an open and interactive forum where the concerns of African citizens and states can be heard.”

Mayor Ras J. Baraka and the Newark Municipal Council announced today that the City of Newark will hold a public hearing on the Executive Order to create a Newark Police Civilian Complaint Review Board

 

“We are seeking public input, ideas, concerns, and solutions as we create this groundbreaking measure to enforce police accountability and government transparency in our beloved City,” said Mayor Baraka. “We are completely changing the way our Police Department interacts with our residents, and these hearings will create the path by which we do it. I urge all Newark residents to attend, listen, and speak.”

 

The board will provide Newark residents with an opportunity to make complaints about police misconduct involving excessive use of force, abuse of authority, unlawful arrest, unlawful stop, unlawful searches, discourtesy, or use of offensive language, including but not limited to, slurs relating to race, ethnicity, religion, gender, sexual orientation, and disability.

 

Their findings will be submitted to the Police Director. No current or former police employees, excluding the Inspector General, will serve on the board.
