The white stuff on the rocks is whitewash, a buildup of waste deposits placed there by the birds over time.

The whitewash went everywhere as a base layer of paint. This was only a quick redecoration to make it more habitable so the hardboard ceiling is left papered.
This part is not fenced off in any way. Note the white where the new boards are put up on the right. That's new. They'd chiseled off the old matter and redid it this way. This is the Oak Lawn side of the building. Nikon 2200.
