It appears these are a group of cancan dancers misplaced by Toulouse-Lautrec. Or else they mistake our tour boat for that of Toulouse-Lautrec and began to perform for us to capture their talent on canvas, or in this case, pixels.
They are performing at the Vedettes du Pont Neuf
on the western tip of Île de la Cité.

September 9, 2014 - Seine River cruise boat. Pont Royal is on the left which is the third oldest bridge over the Seine River in Paris, France.
Like the 13th arrondissement and La Défense business district, the Front-de-Seine (1970s) is home to the only high-rises in the Paris area. However, unlike the aforementioned districts, the Front-de-Seine is a "mixed" urban project, featuring both residential and business spaces. My favorite is the Novotel Hotel (1976) with its red framing.
Upon further investigation, you may recognize the Bir Hakeim bridge from Last Tango in Paris or the video for Janet Jackson's "Come Back to Me".
