However, the rest of the policy assaults on the very idea of an inclusive and affordable education are very much on the anvil. The NDA for instance has till now refused to get rid of the elitist CSAT pattern in the UPSC exam, neither is it heeding to the democratic demand of ending the exclusion of classical and 'foreign languages' including Arabic and Persian, French, German, Spanish, Japanese, Chinese, Russian etc as dptionals in the UPSC exam. The lyngdoh committee recommendations -which clearly have been designed not to counter money and muscle power but to weaken the organized student mov~ment enjoys the support of ruling class governments of all hues, whether the UPA or the NDA. .
Violation of democratic rights and aspirations: The state of Telangana was finally formed after a protracted struggle by the students, workers and farmers of the region. The movement for a separate Gorkhaland has also intensified -which was one of the many reasons for CPI{M)'s defeat in the West Bengal polls in 2011. In Kashmir, the ongoing struggle for right to self-determination, and against the regime of rapes, tortures, "disappearances", arrests and fake encounters (which characterise "routine" life) continues. In the north-east too, lrom Sharmila's indefinite hunger strike and the movement against AFSPA continues, including in the CPI(M)-ruled Tripura. Various state governments of all political hues continue to impose draconian legislations like the AFSPA, UAPA (Unlawful Activities Prevention Act) and the CSPSA (Chhattisgarh Special Public Security Act) and to support military campaigns such Operation Green Hunt and vigilante action by private militias to quell people's movements against anti-people and anti-poor policies. .
Recently, the ABVP stopped Sheetal Sathe of the Kabir Kala Manch from delivering a lecture at the St. Xavier's college in Mumbai; the anti-superstition activist Dr. Dabholkar was killed; fascist assaults were launched by ABVP goons in FTII in the name of opposing 'naxalism'; a JNU student and a well-known faculty member of DU are still in jail in Gadchiroli after being branded 'Maoists'; and the ABVP disrupted a seminar against the arrest of the DU teacher in Patna. .
In the north-east, communal and ethnic violence continues -often encouraged by the bogey of illegal 'Bangladeshi immigration' propagated by communal fascist forces. Across the country, the horrific saga of discrimination, racial profiling and deep-set prejudices against the north-east continues even in "normal" times, reflected in numerous instances of sexual violence against women from North-East, in the shocking murder of Nido Tania, Richard Loitam or the suicide of Dana Sangma. .
Communal-Fascist Offensive: As we have noted earlier, communal offensives, aggressive hate mongering and targeting of the minority community under the garb of the so-called 'love jihad' has increased in many parts of the country. With the success of the so-called Muzaffarnagar experiment and the consequent well-orchestrated riots and communal polarisation, plans are afoot to replicate it on a larger scale in entire UP, with the SP government once again taking no steps to nip the communalization in the bud. Even as the UPA shamefully dithered on passing an effective Communal Violence Bill, the NDA not surprisingly is showing every interest in scuttling even a proper discussion on it. Moreover, several police officers accused of serious crimes such as fake encounters of Sohrabuddin, lshrat Jahan are being reinstated by the new regime . Also all efforts are afoot to completely scuttle any proper enquiry to uncover and expose the network of Hindutva brigade charged for the blasts and terror attacks in Nanded, Malegaon, Ajmer, Samjhauta Express and Hyderabad even as communal stereotyping and witch-hunting of innocent Muslim youth in the name of 'fighting terror' continues from Malegaon, Hyderabad, and Azamgarh to Darbhanga in Bihar. .
Caste atrocities also continue unabated. Whether in Bihar, or in Bhagana (Haryana) or in Ramgarh in UP, the saga of rape, murder and collective 'punishment' of dalits simply for demanding their fundamental rights continues. Moreover, refusal to grant reservation for OBCs in higher faculty posts in educational institutions has highlighted yet again the entrenched resistance of our establishment against the provisions of reservation. Moreover, all Ranveer Sena men convicted by the lower courts in Bathani Tola, Laxmanpur Bathe, Miyapur and Nagari Bazaar massacres or those convicted in the Tsundur masscre, have been acquitted by the High Courts, clear instances of feudal casteist massacres only to be followed by massacres of justice! .
We <Jrc witnessing an overall trend of organised assaults on progressive, democratic forces, movementc; and organisations. In West Bengal for instance, the Trinamool regime has brutally clamped down on women, students, farmers, workers and any democratic dissenting voice, indulging in violence and murder of all Left political opponents. Meanwhile, in this overall scenario of organised political vendetta, killing and violence, all those responsible brutal murders -of communist leader T p Chandrasekharan in Kerala, or popular leader of tea -garden workers Gangaram Kol or youth leader Bhaiyyaram Yadav martyred in the struggle for the oppressed for instance-have not yet been brought to book. .
