Read about this theory in a Banksy book that I bought recently. Very interesting. Not sure how accurate it is but for what its worth this window isn't broken and believe it or not is in a pretty good area. Take fom that what you will.

The broken windows theory is a criminological theory of the norm setting and signaling effects of urban disorder and vandalism on additional crime and anti-social behavior. The theory states that monitoring and maintaining urban environments in a well-ordered condition may prevent further vandalism as well as an escalation into more serious crime.
The theory was introduced in a 1982 article by social scientists James Q. Wilson and George L. Kelling. Since then it has been subject to great debate both within the social sciences and in the public debate. The theory has been used as a motivation for several reforms in criminal policy.
The broken windows theory has received support from several empirical studies. At the same time it has also been the subject of a large body of criticism.

Salvo D'Acquisto (15 or 17 October 1920 in Naples – 23 September 1943 in Fiumicino was a member of the Italian Carabinieri during the Second World War. He was posthumously awarded the Gold Medal of Military Valor and is being considered for beatification for sacrificing himself to save 22 civilians from being executed by German soldiers.
Salvo D'Acquisto (born October 15, 1920 in Naples, † September 23, 1943 in Torre di Palidoro) was a corporal of the Italian Carabinieri.
He sacrificed his life for 22 civilians, who were to be shot by the German SS as a repressive measure against resistance fighters.
Life
D'Acquisto joined the Carabinieri force as a volunteer in 1939 and participated in the war in North Africa, where he was also wounded. After recovering, he completed a NCO course and then served in the Carabinieri station of Torre in Pietra near Rome (Via Aurelia).
When fascist Italy left the war on September 8, 1943, German troops occupied the country, against which Italian partisans and resistance groups (Resistenza) took up the fight. On 22 September 1943, German soldiers searched some (probably left by the Guardia di Finanza) ammunition boxes near the village of Torre di Palidoro, which fell within the jurisdiction of the Carabinieri station of Torre in Pietra. During the search of an ammunition box, a hand grenade exploded, killing one German soldier and injuring several others.
The commander of the German SS unit then made unspecified local insurgents responsible for this "attack" and requested Carabinieri. Since the station chief of Torre was prevented in Pietra, D'Acquisto as his deputy led the investigation and came to the conclusion that the cause of the explosion was an accident. The German commander, however, insisted on his attack theory and ordered according to a few days old command of Kesselring (Albert Kesselring (30 November 1885 – 16 July 1960) was a German Luftwaffe Generalfeldmarschall during World War II) reprisals against the civilian population.
After a brief raid, they drove together 22 randomly selected people from the surrounding farms, who had to briefly question D'Acquisto on German orders. After all 22 had declared innocent, they demanded the disclosure of the backers. When they came here after insults and fisticuffs against D'Acquisto to no result, it was decided the shooting of the prisoners, who had to dig together with D'Acquisto immediately a mass grave.
To save the 22 people from dying, D'Acquisto charged himself with the alleged attack. He emphasized that he alone was responsible for the attack and had prepared it without outside help. He demanded the immediate release of all 22 prisoners. The German commander agreed.
D'Acquisto died at the age of 22. He is resting today in the church of Santa Chiara in Naples.
Honors
For his deed he received posthumously the highest Italian military order (gold medal for military bravery). The Vatican has been testing his beatification for several years. After Acquisto now a barracks in Rome (Tor di Quinto) and a military school in Velletri were named. The selfless act of the Carabiniere was publicly propagated in a film (1974), in an opera passage (2002) and in a TV series (2003). In Naples, in the 21st century, a modern-style monument was erected to him: a perforated steel plate symbolizes the people being rounded up, in front of them a human being larger than life and protecting the rest with his body. In Bozens Peter Rosegger park, since 1990, a statue designed by David Moroder commemorates Salvo D'Acquisto.

Leben
D’Acquisto trat 1939 als Freiwilliger in die Carabinieri-Truppe ein und nahm am Krieg in Nordafrika teil, wo er auch verwundet wurde. Nach seiner Genesung absolvierte er einen Unteroffizierslehrgang und diente dann in der Carabinieri-Station von Torre in Pietra bei Rom (Via Aurelia).
Als das faschistische Italien am 8. September 1943 aus dem Krieg ausschied, besetzten deutsche Truppen das Land, gegen die italienische Partisanen und Widerstandsgruppen (Resistenza) den Kampf aufnahmen. Am 22. September 1943 durchsuchten deutsche Soldaten einige (wahrscheinlich von der Guardia di Finanza zurückgelassene) Munitionskisten in der Nähe des Ortes Torre di Palidoro, der in den Zuständigkeitsbereich der Carabinieri-Station von Torre in Pietra fiel. Während der Durchsuchung einer Munitionskiste explodierte eine Handgranate, wodurch ein deutscher Soldat getötet und mehrere andere verletzt wurden.
Der Kommandant der deutschen SS-Einheit machte daraufhin nicht näher bekannte ortsansässige Aufständische für diesen „Anschlag“ verantwortlich und forderte Carabinieri an. Da der Stationschef von Torre in Pietra verhindert war, leitete D'Acquisto als sein Stellvertreter die Ermittlungen und kam zu dem Schluss, dass es sich bei der Explosion um einen Unfall gehandelt haben musste. Der deutsche Kommandant beharrte jedoch auf seiner Anschlagstheorie und ordnete gemäß einem wenige Tage alten Befehl Kesselrings Repressalien gegen die Zivilbevölkerung an.
Nach einer kurzen Razzia trieb man 22 willkürlich ausgewählte Personen der umliegenden Bauernhöfe zusammen, die D'Acquisto auf deutschen Befehl hin kurz befragen musste. Nachdem sich alle 22 für unschuldig erklärt hatten, verlangte man die Preisgabe der Hintermänner. Als man auch hier nach Beschimpfungen und Handgreiflichkeiten gegen D'Acquisto zu keinem Ergebnis kam, beschloss man die Erschießung der Gefangenen, die zusammen mit D'Acquisto umgehend ein Massengrab ausheben mussten.
Um die 22 Menschen vor dem Tod zu bewahren, bezichtigte sich D'Acquisto des vermeintlichen Anschlags. Er hob hervor, dass er allein die Verantwortung für den Anschlag trug und diesen auch ohne fremde Hilfe vorbereitet hatte. Er forderte die sofortige Freilassung aller 22 Gefangenen. Dem stimmte der deutsche Kommandant zu.
D'Acquisto starb mit 22 Jahren. Er ruht heute in der Kirche Santa Chiara in Neapel.
Ehrungen
Für seine Tat erhielt er postum den höchsten italienischen Militärorden (Goldmedaille für militärische Tapferkeit). Der Vatikan prüft seit einigen Jahren seine Seligsprechung. Nach Acquisto wurden inzwischen eine Kaserne in Rom (Tor di Quinto) sowie eine Militärschule in Velletri benannt. Die selbstlose Tat des Carabiniere wurde in einem Film (1974), in einer Opernpassage (2002) sowie in einer TV-Serie (2003) öffentlich propagiert. In Neapel wurde ihm im 21. Jahrhundert ein modern gestaltetes Denkmal gesetzt: eine durchbrochene Stahlplatte symbolisiert die zusammengetriebenen Personen, davor steht überlebensgroß ein Mensch und schützt mit seinem Körper die übrigen. In Bozens Roseggerpark erinnert seit 1990 eine von David Moroder entworfene Statue an Salvo D'Acquisto.
