the scope is measuring the current drawn by the flasher circuit. It is connected across a 10 ohm resistor that is wired in series with the supply voltage. Therefore, the 50mV that is shown here corresponds to 5mA drawn from the power supply. The voltage scale is 50mV/division, and the time scale is 10ms per division.
