The Government of Alberta has directed Alberta Health Services (AHS) to proceed carefully in implementing a portion of their plan.

There will be no job losses for nurses or for other front-line clinical staff. Any reduction in full-time equivalent positions will be in keeping with proactive disclosures announced in the fall of 2019.

A minimum of 100 management positions will be eliminated and a full review of senior AHS executives will be completed before the end of the fiscal year.

Alberta’s government has directed that only a portion of the actions identified in the implementation plan proceed, changes that are expected to yield up to $600 million in annual savings.

“The pandemic has changed everything. As a result, AHS has been directed to proceed carefully, putting patient care above all else. As a first step, AHS has been directed to eliminate a minimum of 100 management positions and to proceed with previously announced contracting work. This approach will allow us to strike the right balance between supporting the COVID-19 response and Alberta’s challenging fiscal situation.” said Tyler Shandro, Minister of Health.

Plans to contract out laundry services and community lab services, both announced in 2019, will continue. Requests for proposals (RFPs) for these services will be issued before the end of the year. About 70 per cent of community lab services is currently provided by the private sector, while about 68 per cent of health-care laundry is already cleaned by the private sector.

AHS has been given the go ahead to proceed with developing business cases for both environmental and food preparation services in 2022 and 2023. Both business cases will be subject to review and approval by the Government of Alberta.

AHS will also streamline non-clinical and back office operations, including optimizing distribution and inventory management and strengthening staff scheduling and overtime management systems. Job losses will be minimized in these areas.

“Alberta’s response to the pandemic has been the primary focus of the entire health-care system over the past seven months. The care and well-being of Albertans will always be our first priority. We remain fully committed to continuing to improve the financial sustainability of the organization, and will implement some of the review recommendations in a strategic and paced approach that ensures front-line health-care workers and Albertans are supported throughout the pandemic.” said Dr. Verna Yiu, president and CEO, Alberta Health Services.

As part of our ongoing commitment to tackling neighbourhood crime and making our city centre a safer place, a number of our teams carried out proactive operations targeting crime and anti-social behaviour in the area, leading to a total of 14 arrests.

Officers from the Town Hall Neighbourhood Team carried out a mixture of late-night policing operations, with both uniformed and plain-clothed officers, across the Chinatown area. This proactive operation led to six arrests, mostly in relation to the possession and supply of drugs.

As well as these arrests, officers executed multiple stop searches across the area as part of ongoing work to keep the community safe. This involved addressing loud music being played at late hours, tackling anti-social behaviour, and disrupting drug use in the area.

Our City Centre Neighbourhood Team also conducted proactive patrols across Piccadilly Gardens, leading to two arrests in connection with drugs and public order.

Sergeant Jack Lenihan-Smith from the Town Hall Neighbourhood Team said: "The city of Manchester hosts a number of activities throughout the day and is home to such exciting nightlife experiences.

"Our priority is you, and as you enjoy the day with family or friends, it is our focus to ensure you can do so safely. From the early hours of the morning, to the late hours at night, our officers are deployed across the city centre to protect you.

"Our work doesn't stop here and we will continue to proactively patrol these areas and work with local communities to ensure we are providing the protection you need. We encourage anyone who may have questions or concerns to please approach us, we're always happy to help."

Alongside the neighbourhood teams, Project Servator were deployed in the city centre throughout the week.

Project Servator are our dedicated team aimed at disrupting a range of criminal activity, while providing a reassuring presence for the public.

Across the week, they secured six arrests, demonstrating our continuous efforts to reduce criminality across Manchester and ensure resident and visitors can have an enjoyable and safe time.

Several of those arrests were wanted individuals, who were identified by our Live Facial Recognition technology, which was deployed to Piccadilly Gardens.

Sergeant Lee Keefe said: "These arrests showcase the impact of Project Servator. We are deployed across Greater Manchester and use highly visible and unpredictable tactics to disrupt criminal activity while providing reassurance to the public.

"We all play a role in the safety of our communities, and we ask people to stay vigilant, speak to officers, and report anything that doesn’t feel right. We will always listen and act on your concerns"

Operation: Farming for 26 years. 2,200 head capacity feedlot, 850 acres of row crops, 50 acres alfalfa, 999 head bedded monoslope built in 2005. The Greens have always been proactive about environmental impact. Dave goal is an improved environment with improved water quality and minimal impact from agricultural practices. Water quality is of special concern to him as his operation is adjacent to the Little Sioux River.

Practices: Non-Cost Share - Feedlot operates under total containment to eliminate the chance of manure runoff. Dave is also Beef Quality Assurance certified. Cost-Share - Feedlot operates under a Comprehensive Nutrient Management Plan (CNMP) and properly-sized engineered waste storage facilities to eliminate the chance of manure runoff. He has participated in EQIP for a CNMP and for the construction of a monosloped roof building. Dave utilizes manure and best management practices for manure handling on his cropland. Dave has a crop rotation of corn and soybeans with some hay in the rotation. All manure generated on the farm is land-applied according to a nutrient budget and soil tests are done on a 2.5 acre grid and updated frequently. Variable rate application is used for applying fertilizer and manure. Livestock facilities have appropriate containment structures. Liquid manure is pumped from a lagoon to a pivot irrigator. Some commercial P&K is applied for crops in order to meet crop needs according to the nutrient budget that the manure would not supply. They have manure agreements with neighbors to land apply manure that is not needed on their land.

Leadership: Dave helped form the Dickinson County Friends of Agriculture to spread positive messages about agriculture in his home county. Dickinson County Friends of Agriculture has done some local advertising and plans to do more in the future. I have two climbing roses that pretty much did nothing last year because of "powdery mildew". I was a bad rose mother and didn't take care of it. This year I'm being just the slightest bit more proactive, and it looks like my minimal efforts are actually paying off! Guess I shouldn't be so quick to give up. ;-)

They're not fully recovered, but at least their blooms look good. <3

The Glass Room: Misinformation Community Edition is an interactive community engagement exhibition that invites people to think critically and proactively about their relationship with digital technologies. It is a space to reflect, discuss, and debate how technology impacts our daily lives and how we consume information, focusing on misinformation, political influence, and democracy. How can we identify “fake news” and verify information? How does misinformation amplify on social media? How do online profiling and political influence work and affect our decisions? The exhibition takes visitors on an exploration journey through the digital information flows and how they influence us as citizens, voters, and consumers.

The Glass Room: Misinformation Community Edition, developed by Tactical Tech, is available in an easy-accessible, inspiring and creative format, enabling organizations worldwide to host their own local exhibitions. With this innovative and collaborative approach, we empower existing societal networks—libraries, cultural institutions, community centers, maker spaces, and schools across Europe—that are trusted by their own communities.

"Proactive interference" (Wickens, 1973) is jargon for the way in which it gets more and more difficult to remember sets of the same type of stimuli, since previously remembered sets interfere or confuse.

"Release from proactive interference" (Wickens, 1973) describes the way in which after a series of similar memory tests one is given a novel set of items to remember, then ones short term memory returns almost to fresh, first test or second test levels, since the novel stimuli are not confused or "interfered with" by the previous tests sets.

"Release from proactive interference" between visual and audio modalities, mentioned previously, is only found, in Western subjects, when moving from audio to visual stimuli and not when moving from visual to audio stimuli (Hopkins, Edwards, Tamayo, Holman, & Cook, 1973).

In other words, if Western subjects are given three memory tests with three pictures of fruit followed by a memory test using fruit words, their performance does not return to previous levels.

But if Western subjects are given three tests using fruit words, and an a fourth with pictures of fruit their performance does improve to previous levels.

The reason for this asymmetry may be due to the fact that, even when shown pictures of fruit, Western subjects are likely to think, or hear themselves speak (Derrida), the words for the fruit, so that their short term memory of fruit words is being depleted ('proactively interfered' with) even in the visual pre-test condition.

In the case where Western subjects are first given fruit word memory tests however, the Western subjects may not generally imagine the fruit corresponding to the fruit words, so if on the fourth trial they are shown fruit images, these images are felt to be novel stimuli, that are not "proactively interfered" with by the previous verbal trials.

I predict that Japanese may show the reverse pattern in that moving from audio fruit words to visual fruit pictures may not result in a "release from proactive interference" since in the audio, fruit words pre-test condition Japanese may imagine the fruit that is presented in words, so in the fourth test condition, their minds will already be full of pictures.

However in the visual pretest condition, the Japanese may not bother to say the words for the fruit to themselves (see Kim, 2002 for evidence), so if the fourth trial is of fruit words, then they may show a release from proactive interference -- an improvement in recall -- since the fruit words will be felt to be novel stimuli.

This would be easier to test than self-related stimuli.

The test response method (getting subjects to say or draw the fruit) and distractor task between trials (getting subjects to add visually and verbal presented digits) may also confound results.

Interestingly a mixed audio and visual filler task (adding visually presented digits) produced the same results as an audio tasks adding orally presented digits. Again, I think that this is because Western subjects would be likely to self-speak the images of digits, so images are always mixed mode for Westerners. Following the reasoning in Kim (2002) the same may not be the case in Japan. According to a Nacalian transformation, a mixed filler task would be equivalent to a visual filler task since Japanese will provide the visuals when presented with oral stimuli. Oral stimuli are likely to be always mixed mode for Japanese.

I wonder if there is pre-existing Japanese research on this paradigm, and whether a reversal has already been found. Or whether the same tendency was found. No this paper (Hopkins, Edwards, Tamayo, Holman, & Cook, 1973) seems to be cited only three times, and only by researchers in the West. Searching for the authors surnames and Japanese keywords likewise yields no hits.

Addendum

There is some Japanese research by Tadashi Fujita (Fujita, 1995; 藤田正, 1985, 1988) and the results are not good from the point of view of my hypotheses.

In the main the research I have found is not testing audio visual modality shifts and repression of proactive inhibition but in the one article which did investigate modality (Fujita, 1995), to a degree, by looking at the way in which kanji characters interfere with each other, it was found that similar kanji pronunciations do result in proactive interference (suggesting that Japanese do not process kanji by image alone, as is well known) whereas different pronunciations result in a release from proactive inhibition. And even worse for my hypothesis, changing the radical of kanji did not however result in a release from proactive interference, whereas semantic differences between tests did. This suggests, contra my hypotheses, that Japanese are thinking in phonemes and semantics (meaning) more than purely in kanji morphology. In a more recent paper (Fujita, 2007) it was found that Japanese (kun) reading of the kanji has more effect than the Chinese (on) reading.

I would be more interested to know what happens when Japanese remember non linguistic images or icons, other than kanji. Fujita's research used a different methodology, with successive tests being in the same or different groupings rather than three tests in the same followed by one in a different group.

The graduation of four officers of the 19th Mounted Patrol Academy ceremony took place on Friday, April 29, 2016 at the Mounted Patrol facility located at 2089 Indian River Road.

During the ten-week Basic Riding Academy, officers learned equitation and sensory riding skills along with how to enforce and apprehend criminals while mounted on their horse. Each officer and horse is carefully matched according to his or her personalities and temperaments to form a good partner relationship.

The Virginia Beach Mounted Patrol Unit operates year round and performs many valuable functions for the department and the citizens of Virginia Beach. Throughout the tourist season, you will see the officers on horseback patrolling the oceanfront and resort areas on proactive, high visibility patrol. They assist with crowd management, finding lost children and providing enhanced public relations. Throughout the rest of the year, Mounted Patrol officers are active in patrolling many other areas of the city as possible such as town center, major shopping districts during the holiday season and neighborhoods where necessary due to crime concerns and citizen requests.

On 11 June 2014 at UNICEF House, participants of the Global Partnership on Children with Disabilities learning and advocacy event prepared for a public speaking role about their lives, their disabilities and their dreams of inclusion for persons with and without disabilities.

Kartik Sawhney, 19, was born in India and is the recipient of many prestigious awards for his academic achievements. Currently a sophomore on full scholarship at Stanford University [California, USA] majoring in Computer Science, he is involved with young voices in India advocating for the rights of persons with disabilities. Born with Retinopathy of Prematurity, he has faced many challenges, but he has been proactive about his education and participation in school and social activities.

“When we talk about inclusion most people think it is basically including people with disabilities in mainstream education,” he says. “When I think about inclusion, I think of persons with disabilities actually communicating and participating with other students having the same resources and opportunities to succeed and have a holistic education as others. When I was in high school, I made it a point to participate... I was never told that I could not participate in sports or activities that was not really thought of as suitable for someone who was blind. Rather the teachers who were responsible for the activity were always up for taking up the challenge and devising alternative methods to include me in everything possible.”

“Persons with disabilities have always relied on innovations from others to accomplish the most basic tasks. Can you believe a person with disability actually being an innovator? “Science, technology, engineer and mathematics, these 4 words that have changed the world today are considered to be the four edges of a geometric figure that is not supposed to be touched by someone who is blind or visually impaired. But what happens if someone is really passionate about these subjects and really wants to pursue them? Should they be denied an opportunity simply because the world thinks that these subjects are too visual to be managed by someone who is blind?”

When he was in the 10th grade, he had to choose an educational track… “Everyone around me including some of my friends and teachers advised me to go for subjects including law and music simply because these subjects were far less technical and would not involve any visual inputs,” he says. “I was very confident about my choice and wanted to pursue science, no matter what. I wrote letters to the educational board in India and after 9 months finally got permission to pursue sciences, as India’s first blind student to do so. But that definitely was not the end of challenges for me. I soon realized that science was full of diagrams and other equations that were extremely challenging for me to handle especially because there was no assisted technology in India at that time. How do I go about doing that now? I was shattered and I almost thought that perhaps what people had been telling me before I made this decision were actually correct, and I’d better change my stream.”

“That is when a thought struck me. Who creates technologies? You? Me? Yes, people like us. So what if I cannot buy the expensive technologies that can enable me to study sciences? I can make my own technology. I can help me and other students like me in developing a world to understand science. That is when I came up with a suite of software that I call “STEM Made Easy” which consists of 2 suites, the first [is] a programme called “Audio Graft Describer,” which takes an equation corresponding to a curve and converts it to its audio tonal representation…I’m passionate about music too. And that is when I thought, well, let’s use music to understand graphs. And I came up with this software that uses 21 musical notes and using the variation in the frequencies, conveys how the graph is laid out.

The second software that I created is called: “Verbal Image Describer” that allows users to upload textbooks and then add descriptions for images in that textbook. The main advantage of this software was that [it] reduces the dependence on sighted assistants for understanding images.”

Kartik also came up with an alternative convention along with assistance from his teachers, which supplements the standard convention that chemists use for representing organic chemistry molecules, written in such a way that anyone unfamiliar with the convention can understand it…

“But the main point is that we often associate people with disabilities as consumers of innovation. But people with disabilities can well be producers or generators of innovation as well. What is required though is an opportunity to innovate, an opportunity to experiment, and an opportunity to pursue one’s passions. And who is it that will provide this opportunity? You.

Asked about inclusion and how we ensure that no one is left behind in employment and education, Kartik responds: “It often happens that we have to face insensitivity from the government, from educational bodies, from our classmates too but I think that rather than simply blaming it on the government to do something on our behalf or expecting the NGO’s to do something, we also have an important role to play. Disability is nothing more than a nuisance. You can do pretty much anything that you [want to] do, just show them.

A new specialist team cracking down on robberies and key suspects across Manchester has secured five arrests in an overnight operation.

The team – working across one of the busiest and most diverse districts in the country – will be working to bring down robbery levels, strengthen investigative outcomes, and build greater public confidence through its sustained proactive work.

In recent weeks, the team has already begun to secure results as part of their goal, including last night’s arrests.

At around 7.30pm, officers from the team stopped a 24-year-old man in the Tib Street area.

Following a search, a mobile phone – suspected of being stolen – was recovered. He was subsequently arrested on suspicion of handling stolen goods.

Officers then conducted a search of the suspect’s address in Withington, with a further quantity of suspected stolen goods recovered. This includes five high-value push bikes, 26 mobile phones, multiple tablet devices, laptops, watches, and designer clothing.

Around £15,000 in cash was additionally seized. The items will be assessed and analysed over the coming days.

As part of the work at the address, a further four men, aged between 19 and 27, were arrested on suspicion of offences including handling stolen goods, possession of criminal property, and money laundering.

Inspector Leon McLaughlin, from the newly created team, said: “This overnight work saw us achieve five arrests and seize tens of thousands of pounds worth of cash and suspected stolen goods.

“This shows how effective our proactive work can be – while it began with a stop-search, we are now launching a much wider-scale investigation into robbery and criminal goods offences.

“I have no doubt at all that we will continue to produce more successful results as the team continues to work with local neighbourhood teams ,

specialist resources, and response officers to secure arrests, charges, and more.”

Force lead for Robbery at Greater Manchester Police, Chief Superintendent Helen Critchley said: “Robbery is a crime that causes untold and lasting harm to its victims. In addition to the impact on the victims themselves these offences often happen in open and public spaces, and so affect feelings of safety in the local community.

“Within GMP, we are committed to the role of effective neighbourhood policing in providing public reassurance, preventing these offences and responding efficiently when they do.

“As part of the Neighbourhood Policing Guarantee the force has invested in the creation of a new City of Manchester robbery team, who will be tackling all aspects of robbery, including knife-enabled robbery.

“These frontline officers will provide a visible deterrent, proactively target offenders and when offences do occur, they will provide a best standard of initial investigation to maximise opportunities to bring offenders to justice."

In order to continue with the proactive planning and arrangements of activities for IFLA 2011 Puerto Rico with the Museum of Art of Puerto Rico, a special meeting was held, today, Tuesday, March 8 at the Museum premises: mapr.org/

Doreen Colón, Education Director at the Museum, received the collaborative IFLA 2011 PR/MAPR Team : José Luis Cedeño and Juan Carlos Vega (of the Museum) and Carmen Santos-Corrada and Luisa Vigo-Cepeda (of the IFLA 2011PR National Committee).

Reports can be made via 101, or through the LiveChat function on our website.

You can also report anonymously via the independent charity Crimestoppers on 0800 555 111.

It was time to get another car.

We decided to be proactive: cut greenhouse emissions and stop consumption of petroleum by using a renewable product, biodiesel! Running a car on either biodiesel (which is the result of a chemical reaction between methanol and vegetable oil using sodium hydroxide as a catalyst to produce biodiesel and a small amount of glycerin by-product) or straight vegetable oil (after a filtration process and modifying the fuel system) requires a diesel engine.

Good 'ole Craig's List helped us out again on this one. "Fritz" is a 1984 Mercedes Benz 300D Turbo, and has been extremely well maintained. We are hoping to go hundreds of thousands of miles in this classy ride!

Having some drinks, talking to people who has the same vision (as i do) and expecting life to change with lots and lots of proactive work.

Life is like that…..

Lets work at the port side… !

Before I start, forgive me for the ridiculous length of what I'm about to say.

Hey everyone! I wanted to first apologize for not being proactive at all on flickr or anything origami-related. I'm coming back from an unannounced break from flickr and origami. A few months ago, I decided that I was devoting too much time to my origami and flickr. I was going through some things with friends, girls, and general teenage life...

As you all know, life goes on and sometimes how we think things will turn out are totally wrong. I've decided to return to folding and being proactive on flickr!

In my own personal news, I've gotten a job at a local library, I started MMA fighting, I've been obsessed with photography and visual arts, and I've been reading more than I have in years!

I just made a photography flickr today and if you wouldn't mind following me, it would be greatly appreciated!

I haven't touched my paper or diagrams in a reallyyyyyyy long time, so please forgive any messy folds that you will hopefully be seeing within the next few weeks! Now that I work, school, photography, mma, and other commitments, I need to really minimize on the time I can spend on origami, so I apologize in advance if you don't hear from me.

For those of you who have been friends with me on flickr, I miss you guys and I cant wait to see all your folds!
