under-funded. Let us have a look at some facts: H gher edi.Jcation in lnoia currently receives amere 1.5% of the ~otal expenditure of the budget. This figure has NEVER exc£·eded 1.6%.,., Compare this with the whoppmg 16.3% of the budget allocated to defe1ce! .
