The Friars Point Historic District is being nominated under Criterion C for its significance as a collection of several architectural styles. The period of significance is from 1870 to 1940 , reflecting the dates of earliest surviving building and the most recent building that adds to the architectural significance of the district. The district possesses significance under Criterion C in the area of architecture for its locally significant collection of late-nineteenth and early twentieth century commercial, residential and ecclesiastical buildings. The architectural styles found in the town include Queen Anne, Colonial Revival, and Craftsman Style residential architecture, as well as vernacular houses typical of those built in small towns in Mississippi between the mid 1800's and the early 1900's. Among the most notable buildings are the houses at 213 Second Street, 349 Second Street, 384 Second Street, 390 Second Street, 846 Second Street, the 600 block of Second Street, the Old Catholic Church, and the Friars Point Methodist Church.
Criteria Exceptions A and B apply to several resources in the district. Exception A applies to one historic church on Second Street, the Friars Point Methodist Church. Exception B applies to the Old Catholic Church, the Robinson-Slack House on Second Street and the Old Friars Point Depot. Most of these buildings were moved east one block to avoid being demolished when the Levee was constructed where the main street of Friars Point had been located. There may have been other buildings moved after the construction of the Levee, but no documentation was available about any such moves.
Friars Point, founded in 1850, originally consisted of a Main Street and other streets east of that. This town developed along the Mississippi River, and became a very important landing point along the river. Friar's Point became the county seat of Coahoma County in 1850, the same year it was established, when the previous county seats was consumed by the River.

American Beach is nominated to the National Register for significance at the local level under Criterion A in the areas of Ethnic Heritage: Black, and Community Planning and Development. The Pension Bureau of the Afro-American Life Insurance Company developed American Beach as an ocean front resort for African-Americans. The company acquired the property in three parcels between 1935 and 1946. In addition to providing an open pavilion for company outings, and guest houses for company officials and employees, the Pension Bureau under the leadership of Abraham Lincoln Lewis had the parcels subdivided into lots to be sold for vacation homes. Around 125 acres of the platted sections of American Beach were eventually developed. American Beach meets Criterion Consideration G as the largest of several segregated beaches that developed in Florida as a result of legislated segregation that lasted until the 1964 Civil Rights Act, the initial effects of which were felt in American Beach in 1965. The period of significance therefore, is 1935-1965. American Beach was the most prominent of the Florida segregated beaches; was the most extensively developed; and retains the greatest concentration of historic resources of Florida's Black beaches.
American Beach was created as a very specialized community; a segregated planned beach resort. It thrived as one of the premier such resorts until the passage of the Civil Rights Act of 1964, and the social changes that followed. Despite these social changes, the harsh coastal environment, and local developmental and economic pressures on the community, it survives with a high degree of physical integrity and its unique environmental setting is intact. The historic resources associated with other such beach resorts have largely been lost to similar pressures, making the American Beach community uniquely associated with and representative of an earlier period of African American life.

I nominated Ruth for an award and she won. I got to present it to her. Here was my speech:
Today I have the honor to stand before all of you incredible women of our community and present a Women’s Business Leadership Award to an amazing person I have had the honor of calling friend for nearly 20 years. You may know her from her very active previous role at Local First Arizona. You may know her from Altai Leather, an artisan shop she cofounded in Jerome AZ where she may have designed your custom belt or bag. More recently, you may have worked with her at Yavapai College's Small Business Development Center. You may have seen her at events or on social media promoting her family's Pindrop Travel Trailers, built in Arizona using Arizona sourced materials. You may have encountered her as a Flinn Brown fellow, or a member of the Cottonwood Oak Creek School Board. Wherever you first met Ruth Ellen Elinski, you certainly walked away feeling good about the experience.
Most people may be really good at one or two facets of life, but rarely do you meet someone so successful at so many. She's a mother to two brilliant, emotionally intelligent and deeply kind young daughters and the supportive wife of the mayor of Cottonwood, Tim Elinski, also a wonderful human being. She leads an award-winning team at Yavapai College's Small Business Development Center. She promotes nature conservation and appreciation as the message behind their family's very sustainable business, Pin Drop Travel Trailers.
And she's just a fun, funny, gracious, good-hearted person.
As a fellow former Midwesterner, I felt an instant rapport with Ruth when we met back in 2005, and I have enjoyed seeing her blossom into a very involved, engaged and supportive member of our community. It was my great honor to nominate her for this award, and to present it to her now today.
