As a second roll of negative color film with my new camera Pentax 17 (see below for the details about the camera), I loaded a more regular 36- exposure Kodak Gold 200 cartridge and exposed the film for its nominal 200 ISO over two weeks from May 15 to June 1st, 2025 in Lyon, France and the surroundings.
The Pentax 17 was equipped with an Anti-UV or polarizing filter as indicated below . For the camera transportation, I used a small camera bag ThinkTank « Mirrorless Mover 5 » that was well protecting the camera from possibly damaging vibrations when using my bicycle.
The expositions were automatically metered by the camera system using the « P » program modes with, or without, flash. For very bright scenes the exposition was corrected by +0.3 to +1EV to compensate the biais induced (and reversely -0.3 to 0.7 EV for very dark scenes to objects). The Pentax 117 light sensors being behind the filter, the filter is then automatically compensated.

*** This experimental rose garden hosts an annual international competition for new roses: Each year, around one hundred varieties produced by twenty breeders from various countries are judged, and the award-winning roses often find their way to the market. To ensure impartiality, the rose bushes are identified only by their identification number.
After completion (75 frames), the film was processed by a local lab service using the C-41 protocol.
Single-frame digitizing was made using a Sony A7 camera (ILCE-7, 24MP) fitted to a Minolta Auto Bellows III with the Minolta slide duplication accessory and Minolta Macro Bellow lens 1:3.5 f=50mm at approximate reproduction ratio of 1:2. The diffuse light source was a LED panel CineStill Cine-lite.
The RAW files obtained were inverted within the latest version available of Adobe Lightroom Classic (version 14.3.1) and edited to the final jpeg pictures without intermediate file. They are presented either as printer files with a frame or the full size JPEG's together with some documentary smartphone color pictures.
About the camera :
Since last Christmas 2024, it was on display in the middle of « reusable » cheap camera’s in the window of my local photography store. But this camera is not cheap and sold at 10-times the price of those « reusable » film camera’s. The Pentax 17 is a novel film camera released by Pentax (a brand belonging to Ricoh Imaging, Japan) in June 2024.
The history of « Pentax » name is still something worth to mention. After the WWII, in Dresden (that was heavily destroyed by the bombing of Feb. 13-15, 1945), Germany, The Zeiss Ikon company could not produce anymore the legendary original Contax (a high-reputation professional range-finder 35mm released in 30’s) camera that was taken by Russia and transferred to Kiev, Ukraine, in the USSR. However the brand name Contax survived and the German engineers designed something completely new within several years : the Contax S (S for « Spiegel mirror reflex ») that integrated a pentaprism for a full redressed reflex viewer observation. Zeiss Ikon Dresden registered to new trademarks derived from the words « Pentaprism » and « Contax » that were « Pentax » and « Pentacon ». If Pentacon became the new name of the company in Dresden, the trademark Pentax was bought by Asahi Optical Company in Japan, and became a formidable industrial and commercial success. Asahi Pentax, then Pentax alone, produced amazing quality camera’s including the legendary « Spotmatic » (a 35mm SLR) and stunning medium-format camera’s heavily used by professional photographers. Many of these camera’s of the past century are still operative and appreciated by film photography enthusiast’s.
Production of film camera’s vanished progressively in the mid 2000’s, as digital camera’s became of better quality and finally of generalized appliances in photography. The Pentax 17 was introduced to the market in June 2024, it was a big surprise for all the film photography lovers. Seeing a newly engineered brand-new film camera was a sort of renaissance of the film photography today of a growing interest worldwide.
The camera is a « half-frame » format on the traditional double-perforated 35mm film giving 17x24mm photograms. This format was not as popular as to classical 24x36mm (full-frame) format of most of the 35mm camera’s. However famous and quality half-frame camera’s were produced in the past including, the long series of Olympus Pen for example. Then, the Pentax 17 immediately attracted the attention of experimented film photographers and camera collectors, probably more than the officially targeted customers of the younger generations. Less than a year after, the future of the Pentax 17 and the film photography project of Pentax is questioned today. The chef-engineer who conducted the project in Ricoh company recently left and the marketing of Pentax 17 is now a question.
This finally decided me to buy an exemplary from my local shop and to discover this strange machine. The camera is of course guaranteed, even with a there-year extension after the camera registration on the Pentax website. The whole ergonomic is clearly derived from classical past 35mm camera’s with a fully mechanical film advance and rewind, a collimated Albada viewer, no digital display at all, only levers, barrels, crank and wheels… However inside is a automatic electronic exposure system with flash, the focusing is manual but the electronic mechanism moves the whole optical group with a micro motor.
The lens is a Cooke triplet 1:3.5 f=25mm equivalent to a 37mm of a 24x36mm format. The Cooke triplet is a photographic lens designed and patented in 1893 by Dennis Taylor who was employed as chief engineer by T. Cooke & Sons of York. It was the first lens system that allowed the elimination of most of the optical distortion or aberration at the outer edge of the image. It likely for this reason that the lens is unscripted curiously « Traditional » on the front lens ring… It is known that a Cooke triplet lens could give surprisingly good results with only three separated optical elements. The Cooke Triplet is still widely used in inexpensive cameras, including variations using aspheric elements, particularly in cell-phone cameras. The Cooke triplet consists of three separated lenses positioned at the finite distance. It is often considered that the triplet is one of the most important discoveries in the field of photographic objectives
The lens receives 40.5mm diameter thread filters that I use for my Zorki / Leningrad lenses Jupiter-8 2/50mm, Jupiter-11 4/135mm and Jupiter-12 2.8/35mm. The metal shade hood Minolta D42KA could mounted on the filter but I have to check is there is vignette induced.
The camera size is close to the original dimensions of a thread-mount Leica (called also the original Barnack Leica) which are, in a way, a sort of « Gold » size in the 35mm camera’s. I compared with my Zorki 1D year 1954 that is a straight reproduction of the Leica Iic. The upper deck of Pentax 17 is designed very clearly as a classical 35mm and we even find the original logo of Asahi Optical Company. The rewind crank is also a revival of past design seen on old Pentax SLR as my year-1971 Spotmatic SP in this seres of pictures.
The Pentax 17 is very light (about 300g) compared to those old ancestors that weight easily the double or the triple. It is then an effortless camera to carry. The Pentax 17 fits in the small ThinkTank bag (called « Mirorless Mover 5 ») that I recently bought to safely carry a film back of my Hasselblad or my Bronica 6X6 camera’s. In this tiny bag, the camera is protected for the element and vibrations due to cycling for instance.

Specifically the lens has:
1. HD coating, which maintains high performance of the lens, by using this PENTAX multi-coating. This also enables high contrast and high definition right to the edges.
2. SP coating (Super Protect) which helps to repel water and oil from the lens.
The fact that the focusing on the Pentax 17 is electronic i.e. the lens only moves when you half-press the shutter gives me faith that autofocus was already considered in the R&D stage.

Our present position has been achieved in a manner unprecedented in the history of nations. It illustrates the American idea that government rests upon the consent of the governed, and that it is the right of the people to alter or abolish a government whenever it becomes destructive of the ends for which it was established. The declared purposes of the compact of Union from which we have withdrawn were to establish justice, insure domestic tranquillity, to provide for the common defence, to promote the general welfare, and to secure the blessings of liberty for ourselves and our posterity; and when in the judgment of the sovereign States now comprising this Confederacy it had been perverted from the purposes for which it was ordained, and had ceased to answer the ends for which it was established, an appeal to the ballot box declared that so far as they were concerned the government created by that compact should cease to exist. In this they merely asserted a right which the Declaration of Independence of 1776 defined to be inalienable. Of the time and occasion for its exercise, they, as sovereign, were the final judges each for itself. The impartial and enlightened verdict of mankind will vindicate the rectitude of our conduct, and He who knows the hearts of men will judge the sincerity with which we have labored to preserve the government of our fathers, in its spirit and in those rights inherent in it, which were solemnly proclaimed at the birth of the States, and which have been affirmed and reaffirmed in the Bills of Rights of the several States. Sustained by a consciousness that our transition from the former Union to the present Confederacy has not proceeded from any disregard on our part of our just obligations, or any failure to perform every constitutional duty -- moved by no intention or design to invade the rights of others -- anxious to cultivate peace and commerce with all nations -- if we may not hope to avoid war, we may at least expect that posterity will acquit us of having needlessly engaged in it. We are doubly justified by the absence of wrong on our part, and by wanton aggression on the part of others. There can be no cause to doubt that the courage and patriotism of the people of the Confederate States will be found equal to any measure of defence which may be required for their security. Devoted to agricultural pursuits, their chief interest is the export of a commodity required in every manufacturing country. Our policy is peace, and the freest trade our necessities will permit. It is alike our interest, and that of all those to whom we would sell and from whom we would buy, that there should be the fewest practicable restrictions upon interchange of commodities. There can be but little rivalry between us and any manufacturing or navigating community, such as the Northwestern States of the American Union.
It must follow, therefore, that mutual interest would invite good will and kindness between them and us. If, however, passion or lust of dominion should cloud the judgment and inflame the ambition of these States, we must prepare to meet the emergency, and maintain, by the final arbitrament of the sword, the position we have assumed among the nations of the earth. We have now entered upon our career of independence, and it must be inflexibly pursued.
Through many years of controversy with our late associates, the Northern States, we have vainly endeavored to secure tranquillity and obtain respect for the rights to which we were entitled. As a necessity, not a choice we have resorted to separation, and henceforth our energies must be devoted to the conducting of our own affairs, and perpetuating the Confederacy we have formed. If a just perception of mutual interest shall permit us peaceably to pursue our separate political career, my most earnest desire will have been fulfilled. But if this be denied us, and the integrity and jurisdiction of our territory be assailed, it will but remain for us with a firm resolve to appeal to arms and invoke the blessings of Providence upon a just cause.
As a consequence of our new constitution, and with a view to meet our anticipated wants, it will be necessary to provide a speedy and efficient organization of the several branches of the executive departments having special charge of our foreign intercourse, financial and military affairs, and postal service. For purposes of defence, the Confederate States may, under ordinary circumstances rely mainly upon their militia; but it is deemed advisable, in the present condition of affairs, that there should be a well instructed, disciplined army, more numerous than would be usually required for a peace establishment.
I also suggest that for the protection of our harbors and commerce on the high seas, a navy adapted to those objects be built up. These necessities have doubtless engaged the attention of Congress.
With a constitution differing only in form from that of our forefathers, in so far as it is explanatory of their well known intents, freed from sectional conflicts which have so much interfered with the pursuits of the general welfare, it is not unreasonable to expect that the States from which we have parted may seek to unite their fortunes with ours under the government we have instituted. For this your constitution has made adequate provision, but beyond this, if I mistake not the judgment and will of the people, our reunion with the States from which we have separated is neither practicable nor desirable. To increase power, develop the resources, and promote the happiness of this Confederacy, it is necessary that there should be so much homogeneity as that the welfare of every portion be the aim of the whole. When this homogeneity does not exist, antagonisms are engendered which must and should result in separation.
Actuated solely by a desire to protect and preserve our own rights and promote our own welfare, the secession of the Confederate States has been marked by no aggression upon others, and followed by no domestic convulsion. Our industrial pursuits have received no check; the cultivation of our fields has progressed as heretofore; and even should we be involved in war, there would be no considerable diminution in the production of the great staple which constitutes our exports, and in which the commercial world has an interest scarcely less than our own. This common interest of producer and consumer can only be interrupted by external force, which would obstruct shipments to foreign markets -- a course of conduct which would be detrimental to manufacturing and commercial interests abroad. Should reason guide the action of the government from which we have separated, a policy so injurious to the civilized world, the Northern States included, could not be dictated even by the strongest desire to inflict injury upon us; but if otherwise, a terrible responsibility will rest upon it, and the suffering of millions will bear testimony to the folly and wickedness of our aggressors. In the meantime there will remain to us, besides the ordinary remedies before suggested, the well known resources for retaliation upon the commerce of our enemy.
Experience in public stations of subordinate grade to this which your kindness has conferred on me, has taught me that care and toil and disappointments are the price of official elevation. You will have many errors to forgive, many deficiencies to tolerate, but you will not find in me either a want of zeal or fidelity to a cause that has my highest hopes and most enduring affection. Your generosity has bestowed upon me an undeserved distinction, one which neither sought nor desired. Upon the continuance of that sentiment, and upon your wisdom and patriotism, I rely to direct and support me in the performance of the duties required at my hands. We have changed the constituent parts, not the system of our government. The constitution formed by our fathers is the constitution of the "Confederate States." In their exposition of it, and in the judicial constructions it has received, it has a light that reveals its true meaning. Thus instructed as to the just interpretations of that instrument, and ever remembering that all public offices are but trusts, held for the benefit of the people, and that delegated powers are to be strictly construed, I will hope that by due diligence in the discharge of my duties, though I may disappoint your expectations, yet to retain, when retiring, something of the good will and confidence which welcome my entrance into office. It is joyous in perilous times to look around upon a people united in heart, who are animated and actuated by one and the same purpose and high resolve, with whom the sacrifices to be made are not weighed in the balance against honor, right, liberty and equality. Obstacles may retard, but cannot prevent their progressive movements. Sanctified by justice and sustained by a virtuous people, let me reverently invoke the God of our fathers to guide and protect us in our efforts to perpetuate the principles which by HIS blessing they were able to vindicate, establish and transmit to their posterity, and with the continuance of HIS favor, ever to be gratefully acknowledged, let us look hopefully forward to success, to peace, and to prosperity.

After returning to the island early this morning, President Rajapaksa received a briefing of the events that took place in Aluthgama, Beruwala and Dharga town and decided to go to Beruwala this afternoon to hold discussions with both Buddhist and Muslim communities, together, at the District Secretariat. President Rajapaksa assured all communities that an “impartial inquiry” will be held to bring to justice anyone responsible for the violence, irrespective of race, religion or ethnicity. The Buddhist and Muslim communities that were present for the discussion told the President that they want to live in peace with each other. President Rajapaksa assured protection for the Buddhist temples as well as the Muslims who were displaced. President Rajapaksa said the Government will rebuild homes and businesses that were destroyed.

The monument was shipped over from Joseph Gott's studios in Rome.
Endowed with talents to dignify every relation of life he maintained with inflexible uprightness the character of a merchant with impartial justice the office of a magistrate, and the unshaken confidence the warmth of friendship. He was always ready to promote the welfare of the town of Leeds and the advocates of its literary scientific charitable institutions found in him a judicious advisor and generous patron under the gifts of health prosperity and length of days. He exhibited the powers of divine courage in the pure benevolent and holy principle by which he sought to share his conduct and relying for salvation only on the merits of his redeemer. He calmly resigned his soul into the hands of a merciful creator on the 14th February in the 78th Year of his age. His remains are interred in a vault in this church.
This memorial was moved to here in 1890 from the old chapel which used to be in the present churchyard.

Joseph Gott was the son of Benjamin Gott, a woollen manufacturer from Leeds. Joseph was apprenticed to John Flaxman between 1798 and 1802, he then entered the Royal Academy Schools in March 1805.
In 1822 Gott was sent to Rome on a pension from the painter Sir Thomas Lawrence, who also introduced him to Antonio Canova. Initially Gott was very successful, receiving numerous commissions from English visitors to Rome. He was particularly known for his terracotta groups and sensitive sculptures of children and animals.
However from 1838, Gott's practice went into decline following a cholera epidemic that stopped the flow of tourists. He also lost his children and his wife's memory was permanently damaged by the disease. Gott ceased making new work around 1845 and died in Rome in 1860.
On Monday, 28th October 2013, an audience of students, journalists, aid workers and diplomats gathered at the Alliance Francaise de Delhi to watch Access to the Danger Zone, a documentary film directed by Peter Casear and narrated by Daniel Day–Lewis. The film was part of an MSF film screening series being hosted in 10 cities across India by Alliance Francaise and was followed by a Q&A with Dr Unni and Benjamin Wahren, Deputy Head of Mission at the International Committee of the Red Cross (ICRC).
With footage shot in three of the world’s most dangerous environments – Afghanistan, Somalia and the Democratic Republic of Congo, the film portrayed the consequences of violence that civilians are forced to endure as well as the challenges that MSF and ICRC experience in reaching these victims and delivering medical aid. Through candid material of MSF and ICRC’s operational activities and interviews with key experts, the film highlighted the principles which guide MSF’s operations - impartiality, independence and neutrality.

As reported in the Standard on Wednesday last week, Chief Justice Evan Gicheru is proposing to second senior judges as resource persons for training prosecutors and investigators, blaming the “apparent inability of the office of the Director of Public Prosecutions [Keriako Tobiko] and the Police to properly investigate and prosecute criminal cases” for the failure to secure convictions. Coming from the head of the institution that is most responsible for ensuring the protection of our common rights, this is a shocking turn. Pretty soon, any defendant may find himself facing a prosecutor trained by the very judge overseeing his case. This would raise uncomfortable questions regarding how fair such proceedings would be. It is as if classroom teachers were allowed to grade the national exams of their students. Would the judges be grading their student’s work or their own teaching abilities?
The offer also raises questions regarding the impartiality of the judiciary in criminal proceedings. What interest does the institution have in securing more convictions? Is it not supposed to be a disinterested party in one’s dispute with the state? While it is obvious that our prosecutors and investigators are in dire need of better training, is the Judiciary the appropriate organ to do this? Wouldn’t our judges be better employed sorting out the ridiculous backlog of cases and leave the training of prosecutors to someone else?
What about defendant’s rights? While it is true that the offices of the DPP and that of his boss, Attorney-General Amos Wako, are renowned for incompetence, the fact is that for the average Kenyan, the court is a supremely intimidating environment. No public legal assistance is provided and few are able to afford counsel. Consequently, most defendants are ignorant of their rights. Many simply plead guilty to avoid wasting years of their lives remanded in custody while prosecutors seek adjournment after adjournment citing incomplete investigations (why they should be allowed to charge you and deprive you of your liberty before collecting the necessary evidence and witnesses is beyond me). I, for one, am always depressed by the sight of tens of defendants being charged at the same time for all manner of unrelated misdemeanours. Surely, this militates against any attempt to establish the particular facts of their individual cases, doesn’t it?
I’m all for a better prosecutorial service. But this hardly seems to be the best way to go about it.
And while we are still on the subject of our Judiciary, I was rather surprised at the announcement that we would be seconding judges to the Gambia and assisting with the training of those in Southern Sudan. I thought we had more pressing problems of our own. Why second judges to another country when there is a shortage of them right here?
BBC impartiality was challenged today by several hundred Pro Palestine protesters who gathered outside the Birmingham studios located in the Mailbox. Several speakers highlighted the disproportionality of coverage and just days after 4 Palestinian children were bombed on a beach in Gaza.
The protesters held an impromptu march to a scheduled Stop the War meeting. When it became clear that the Council House could not accomodate the number of protesters wishing to attend a sound system was hastily put together and a mass public meeting was held in the city's Chamberlain Square.

The portrayal of a female figure representing Justice dates back to depicitions of Themis and Justicia in ancient mythology. Themis, known for her clear-sightedness, was the Greek Goddess of Justice and Law. In Roman mythology, Justicia (Justice) was one of the four Virtues along with Prudence, Fortitude, and Temperence.
Over time "Justice" became associated with scales to represent impartiality and a sword to symbolize power. During the 16th century 'Justice" was often portrayed with a blindfold. The origins of the blindfold is unclear, but it seems to have been added to indicate the tolerance of, or ignorance to, abuse of the law by the judicial system. Today, the blindfold is generally accepted as a symbol of impartiality, but may be used to signify these other traits in political cartoons.

Officially known as the Central Criminal Court, The Old Bailey is arguably the single most famous court in the world. It deals mostly with major criminal cases from across Greater London, but also with cases from across England and Wales, should they be of sufficient scale and severity.
Construction on the current building began in 1902, and completed in 1907, but some form of court has stood on the site since the late 1580s - that original building was among those destroyed in the famous Great Fire of London in 1666. Among the most iconic statues in the world, the bronze of Lady Justice atop the Old Bailey's dome holds the scales of justice in her left hand and a sword in her right. Usually blindfolded in other instances, this version of Lady Justice is not, signifying her impartiality in any crime that is judged within.
In [BBC's Sherlock] The Reichenbach Fall, the Old Bailey itself only appears in the exteriors. St Bart's Hospital is directly opposite The Old Bailey in Giltspur Street, on the opposite side of Newgate Street.

Angus George Castley (better known as George Castley) was born on 31 March 1909 in Rutherglen. His service record shows that he enlisted on 5 October 1942; he listed his occupation as plaster sheet manufacturer and his wife, Elizabeth Castely, as his next of kin. The RAAF listed his height as 6 ft. 1 inch. George served with the RAAF as an Aircraftsman and was promoted to Leading Aircraftman on 30 July 1943. His character was consistently noted as VG (Very Good) and his performance as SAT (Satisfactory). He was posted to Milne Bay in New Guinea from 13 February 1943 to 25 June 1944. George was discharged on 4 April 1945 to resume his civilian occupation. His intended place of residence was 28 Hobart Rd, Murrumbeena.
Castley Bros Pty Ltd first appeared in print in the Law Notices section of the Argus, on 21 April 1948. The notice announced the intention of Hector Gordon Castley of 38 Haughton Rd, Oakleigh, and Angus George Castley of 27 Hotham Street, Oakleigh, to register the company. Both men stated their occupations as fibrous plaster sheet manufacturers and plasterers. The registered address of their business was 403 Neerim Rd, Murrumbeena. The company was incorporated with £20,000 capital.
It’s unlikely that many people read that 1948 Law Notice, but the company made headlines across many newspapers in late November 1951. By then the company was established at the corner of Millgate Street and Manton Road, Oakleigh South (see Google Maps for the locale) and its workforce members of the Victorian Fibrous Plasterers' Union were on strike. Headlines like Unionists Picket Factory and Police watch pickets at factory accompanied the dispute over the use of non-union labour. (Angus) George Castley said he would truck his non-union workers into the factory with police protection and that “if the pickets try to stop us they'll regret it.” The pickets were withdrawn after the company offered settlement terms including a commitment not to employ non-union labour and an offer to pay £20 “to defray strike expenses.”.
However, that was not the end of the story. The strike had been preceded by an altercation between union secretary, John Connell, and company director Angus George Castley. Connell had accused Castley of assault, a charge that was dismissed at the Oakleigh courthouse when Castley testified that his actions were in self defence. The case was heard after Connell’s lawyer expressed concern about the impartiality of the judges. Castley said that Connell had slapped him in the face and that he had “got in first” and “grabbed him by the throat to hold him off.". Constable A. W. Pascoe gave evidence that, under questioning, Connell admitted that he struck Castley first, as he thought Castley was going to "do him over.". There was a further incident on the street in which no one was harmed. The Bench awarded £ 7/7/ costs against Connell.
Fibrous plaster walled (commonly referred to as fibroplaster or simply fibro) houses were new in the early 1950s. With help from the CSIRO, Tressellian Moritz of South Australia popularised a fibro method of construction that was cheap and fast, building a house a fortnight for the South Australian Housing Trust. George Castley was inspired by the Moritz method and created his own steel reinforced prefabricated plaster house in Oakleigh. To do this, the Castley brothers established Plaster Walls Pty Ltd. The company promoted their new building method at the 1953 Homes Exhibition, displaying a "working cross-section" of a plaster walled house. They made news again with the 1954 event, when The Argus reported that Australia led the world in plaster slab wall construction, and noted that Plaster Walls Ptd Ltd had "begun operations about 18 months ago" and had already built 200 homes using plaster, with 40 more being built.
In September 1953 The Pastoral Times reported that the Australasian Post “recently came out with a big spread on George's Atom-Age plaster house” that was "soundproof, bombproof, and cheaper than weatherboard." According to the periodical, George was "six-feet four" (3 inches taller than the the height recorded in his service record). Mr Castley “was taking it easy a few years back, watching some of the factory hands make fibro-plaster sheets, when it dawned on him that if you could put fibre in plaster to make it pliable among other things, why not put something harder in it to make it strong and tough like cast concrete? Then he heard of a South Australian named Moritz, who had put up more than 100 plaster houses for his State's Housing Trust — cased with brick veener. Big George, as the plaster trade knows him, wasted no time getting into action. He produced some plaster sheets the size of a house wall, cored with steel mesh and tested them for strength” with the aid of the CSIRO. The Pastoral Time continued that it “seemed that the idea was a winner so George formed a company, which built its first house in the Melbourne suburb of Oakleigh a few weeks back. More than 6000 people, including Cabinet Ministers and architects, have caused minor traffic jams ever since, inspecting the atom-proof house.” The company promoted the house in newspapers with advertisements like this one in The Age.
The Pastoral Times article says that “Mr. Castley offered the Oakleigh house for sale for £2250. This contrasts with timber £2650; brick veneer, £3050; solid brick, £4000. And he declares he can cut his £2,250 further... But, he goes on, the outer brick covering is only a weather shield, takes no weight and is not essential. Later, when more houses are built, Castley says he will dispense with the outer brick veneer wall and weatherproof the main plaster wall to cut costs.”
However, The Sun News Pictorial recorded that the house, in Dermot St, Oakleigh South, “cost £2,950, including £300 for the land.”
Angus George Castley died on 31 October 1991 and is buried in the Springvale Botanical Cemetery.

After returning to the island early this morning, President Rajapaksa received a briefing of the events that took place in Aluthgama, Beruwala and Dharga town and decided to go to Beruwala this afternoon to hold discussions with both Buddhist and Muslim communities, together, at the District Secretariat. President Rajapaksa assured all communities that an “impartial inquiry” will be held to bring to justice anyone responsible for the violence, irrespective of race, religion or ethnicity. The Buddhist and Muslim communities that were present for the discussion told the President that they want to live in peace with each other. President Rajapaksa assured protection for the Buddhist temples as well as the Muslims who were displaced. President Rajapaksa said the Government will rebuild homes and businesses that were destroyed.

First and foremost, GNRD would like to express its sincere gratitude for the warm welcome that Egyptian people have offered the members of this mission.
GNRD would also like to thank the Government of Egypt and the High Elections Committee for the invitation to witness the Parliamentary Elections. On this occasion, GNRD implements the Electoral Observation Mission in collaboration with three partners: the Common Market for Eastern and Southern Africa (COMESA), the International Institute for Peace, Justice and Human Rights (IIPJHR), and Maat For Peace, Development & Human Rights (MAAT).
The Joint EOM includes 300 international observers from 42 different nationalities, 2015 local observers and a group of analysts, translators, security staff and drivers.
The Joint EOM observation mission to Egypt is conducted in accordance with the Declaration of Principles for International Election Observation and Code of Conduct for International Election Observers, which was adopted at the United Nations in 2005 and has been endorsed by 37 election observation groups. The declaration details principles for the conduct of credible and professional election observations. In accordance with these guidelines, the Joint EOM’s evaluation of the election focused on civil and political rights and provided an impartial assessment independent of any bilateral or multilateral considerations.
The current parliamentary elections are the third and final stage of the Egyptian roadmap to democracy, following the implementation of the new constitution in January 2014, and the presidential election in June 2014. The long awaited election comes following two postponements, and over three years without a legislative body.
Brief Summary of Election Day Observations
The first and second day of elections were peaceful and orderly, with a few exceptions observed. Polling centers visited by the mission were normally accessible and free from interference, with a few exceptions where observers were denied access by security forces. Moreover, all facilities were orderly and well-secured by police and military officials, who were present during the entire opening, voting and closing processes.
The transparency of the electoral process was mainly respected and free from any interruptions. Observers noted that the internal procedures were being followed by the election staff, especially the centers located in urban districts. However, in the rural area, the joint mission observed a considerable lack of voting education and staff training. For instance, the voters rarely their vote inside the ballot boxes themselves, and the majority of staff did not wear badges or uniforms that them from other voters. This made the identification process difficult. Also, witnesses reported procedural irregularities, as one assigned judge failed to appear on both election days. The majority of problems cited, however, did not appear to hinder the overall voting process or results.
The first phase of the parliamentary elections included 14 governorates, where candidates competed for 226 seats, "individually," in the 60 seat in the lists. A total of 27,402,353 million eligible voters were registered, 7,270,594 million voters participated, with a final turnout of 26.56%.
Joint Mission Recommendations for the Second Phase
- Implementing Strategies to Increase Voter Turnout and Combat Voter Apathy;
- Extensive training for security forces and polling station staff, including the head of constituencies and election committees;
- Addressing the gap gender balance between men and women in the formation of polling officials, particularly as heads of polling stations;
- Greater Respect for Campaign Legislation and the Day of Silence;
- Expanding the Presence of Media and National Observers During Election Days;
the use of Identification Badges;
the Presence of Voting Instructions in Polling Centers;
- Increased Digitization of the Electoral Process;
the Medical Check Procedures for Candidates;
- Inclusion of the contact details of the High Electoral Committee inside the polling centres so that voters can address the HEC directly in the event of any incident or violation;
- Removal of any party name that may lead voters to believe that they are voting for an official body of the government
The Joint EOM mandate is to conduct a comprehensive assessment of the electoral process and to observe the extent to which the election complies with national law and regulations, as well as international and regional obligations that apply to Egypt.
To achieve this goal, the GNRD mission deployed its observers on 10 October 2015, who will remain in the country until 29 October 2015. During this period of time, the Joint EOM will have assessed three phases of the election process: the campaigning period, the days of election and the post-election period.
During the second round, the local-international joint mission will also deploy an observation team that will be working in the field until the electoral process is completed. Subsequently, the Joint EOM will present a comprehensive final report which will include plausible recommendations to improve the electoral processes in Egypt.
