The objective of this UNU Midday Forum was to discuss the experiences of the International Criminal Court (ICC) over the last six years.
The International Criminal Court is an independent, permanent court that tries persons accused of the most serious crimes of international concern, namely genocide, crimes against humanity and war crimes. The ICC is a court of last resort. It will only act if a case is not investigated or prosecuted by a national judicial system, or if the national proceedings are not genuine - for example if formal proceedings were undertaken solely to shield a person from criminal responsibility. The ICC jurisdiction extends only to those accused of the gravest crimes. This forms the basis of a complementarity system.
The ICC is more than a Court; the Rome Statute created a global criminal justice system, based on the interaction between the Court, States, international organizations and civil society. It is a new tool to manage violence. It provides for victims participation and a system of reparations to victims. It ensures accountability for the perpetrators and helps reconciliation within the communities affected by massive violence.
Currently, the ICC conducts investigations in the Democratic Republic of the Congo, Central African Republic, Uganda, and Darfur, the Sudan, the gravest situations within its jurisdiction. The Office of the Prosecutor (OTP) is currently monitoring situations over 4 continents, in Kenya, Afghanistan, Colombia, Cote d'Ivoire, Georgia and Palestine.
In accordance with the Rome Statute ("determined to put an end to impunity for the perpetrators of [the most serious crimes]"), the OTP is striving to ensure the enforcement of the Court's decisions, thus contributing to ending crimes and preventing future atrocities. It also works to secure the full cooperation from States, create bridges between the work of the Office and the work of national law enforcement agencies fighting against corruption, exploitation of natural resources and other forms of criminality which fuels massive crimes, and make sure that the Court is permanently established as an independent, impartial and transparent judicial institution, that will be able to bring accountability and durable peace to the victims and affected communities.

On Wednesday, based upon guideline contained inside the Alabama Canons of Judicial Ethics, Cullman County District Court Judge, the Honorable Wells R. Turner III, appropriately removed himself as the officiant in deciding upon the recent accusation and arrest of Cullman High School administrators Dr. Elton Bouldin.
In legal language, such a self-removal from a case is know as a ‘recusal’.
In every criminal and civil matter in the State of Alabama, the assigned judge must consider the case on it’s own merits. Simultaneously, that same judge automatically initiates a self-checklist to insure their role in the proceedings allows for 100% impartially and complete diligence in that case. There is a body of law in Alabama called the Alabama Canons of Judicial Ethics; it is extensive and acts as a clearly defined decision-making tool for judges and their role in any case.
Based on the rules contained in the Canons of Judicial Ethics, Judge Turner rightly assessed that two factors in his life might be seen by outsiders as potential conflicts of interest, if he should be the judge in the Bouldin case.
In an order signed by Judge Turner, he defines those two factors as:
1. A member of Cullman City Schools Board is the former Chief Juvenile Probation Officer and currently serves as the Early Warning Truancy Officer for District Court
2. He has a child currently enrolled in Cullman High School where the Defendant as Principal
With a child enrolled at Cullman High School and a District Court co-worker who is a member of the City School Board, Judge Turner rightly removed himself from the case.
The Judge notes in his order that by enumerating these facts, and recusing himself from the case, he is following the Canons of Judicial Ethics to the letter to avoid the appearance of impropriety and to prevent any perceived bias from effecting the case.
So … who will be the Judge in the Butts versus Boursin case? That is currently unknown, The case has been referred to Presiding Circuit Judge Greg Nicholas for reassignment.

Today, we look at the survivor of Amazon shipping disaster, Transformers Earthrise: Snapdragon.
Snapdragon is the second of two Horrorcons to be reimagined by Hasbro/Takara for the modern age of Transformers., with the other being Apeface who was released as part of the Siege lineup in Fall 2019. While the personality of the pair different depending on the continuity, this much remains constant - this pair of Decepticons are Headmaster Triplechangers, with questionable animal modes.
Like with Apeface, this iteration of the character brings that G1 nostalgia along with improvements to the actual engineering behind the toy, and updated Technobabble. Instead of a Headmaster, the little figure is called a Titan Master, but is still named Krunk after the G1 character. The overall shape of the figure, colours, alt modes, face, and so on are instantaneous recognizable to us Old Timers
I keep forgetting to mention this, but in addition to the figure and weapons, each box has a "decoder strip" which is a throwback to the G1 toy days, where you'd put a red piece of plastic up against the Tech Specs on the back of the box to get the characters vital stats. These days, it's used to decode some message that I believe unlocks stuff on a website.
As far as I can tell, Snapdragon is the first use of this particular mould, which is always nice. Two of the biggest issues I had with Apeface appear to be resolved here. The first being that Apeface had no waist, which is absolutely insane for a Voyager sized figure in this day and age. The other problem was that for some reason the plastic quality was inferior to the rest of the Siege line, which is not the case anymore. Plastics feel stiffer and aren't a pearl finish, which overall seems to allow for better tolerances, as well as the detailing on the figure to actually show up.
There is technically a third point, but that's with the Battle Damage paint apps. Some people like them. Some people don't. I'm impartial.
Articulation and range of motion on Snapdragon are pretty much what you'd expect (ankles, knees, thigh twist, hip, waist, shoulders, forearm pivot, and head - there is no useful wrist articulation). So, again you'll get your run of the mill action poses, but with a toy that do something other than stand around and look pretty).
Paint work is... alright. Smaller figure and lower price point means fewer apps as compared to Doubledealer whom I looked at last. It's serviceable, and honestly with no real official art work or Takara version to tell me otherwise, I can only presume that this is the artistic vision of the figure come to life.
When it comes to a Transformer, build quality is always the biggest thing as poor QC can result in a warped looking figure or misaligned limbs, and in the past this has always been an issue when talking about Hasbro vs Takara. Well, if this unified product thing has done one thing right, it's that I find despite having more complicated transformations and more moving parts, I find that the figures hold together much better than before, and the joints/finishes on the piece generally aren't bad either.
Transformation to Jet mode and then Dragon mode are fairly intuitive, especially compared to Apeface. At the end of the day, while I like stupidly complicated transformations, if a simple one can get the job done, so be it. On the whole, it's pretty typical for a Voyager size figure. After all they can't all be as intricate as Springer.
That about does it for Snapdragon. I was worried he would disappoint me as much as Apeface did, but I'm glad that money was put towards addressing the biggest issues that I had with that release. An easy recommend if you're into Headmasters and if, like me, you never got around to playing with one in the 80s.
At this time, I still have the two Arcee's on preorder (which are way late), and still no ability to preorder Sky Lynx and Scorponok. It's been a very strange year to say the least, but I would have thought I would have had the ability to at least preorder things.
Oh well... things will happen when the time is right. Besides, I've got a bunch of other things to tinker with in the meantime.

With an eye on current events in Sudan, the Wayamo Foundation and the Africa Group for Justice and Accountability (AGJA) hosted a public symposium on transitional justice and international criminal law on 19 May 2023, at the Aga Khan University, Graduate School of Media and Communications, Nairobi, Kenya
The symposium focused both on transitional justice approaches and mechanisms that have been used in recent years, including truth commissions and reparations schemes, and on the domestication of relevant international criminal laws so that justice and accountability can be achieved closer to victims and survivors. The discussions also covered the current situation in Sudan and explored tools available to document international crimes and human rights violations for future accountability purposes.

La journée du 23 avril restera sûrement gravée dans les souvenirs des familles d'Argenteuil qui ont été accueillis à l'Ermitage. le principe de cette seconde rencontre nord/sud devait mener à un échange sur les traditions culinaires des gens des villes et des gens des champs mais aussi à un apprentissage des rudiments artistiques dans différentes disciplines picturales. le décor a, pour le bonheur de tous, été planté dans le cadre verdoyant de l'ermitage à Saint Clair sur Epte.

Une intendance bien rodée qui a permis le bon déroulement de la journée et la pleine satisfaction des 75 citadins. les visiteurs ont débuté leur journée au sein du verger conservatoire en pleine floraison où une démonstration de greffage les attendait. une visite de la cidrerie a titillé les narines des invités. Un repas champêtre leur a ensuite été offert dans le parc de l'ermitage avant d'entamer les activités de l'après-midi. Différents ateliers, encadrés par les bénévoles des associations, comme la cuisine, le collage, la peinture, la sculpture sur bois ont été proposés durant deux heures. une exposition des oeuvres plastiques autour d'un thé à la menthe, de jus de pomme et de réalisations de l'atelier cuisine a achevé cette journée bien rythmée ou chacun a appris de l'autre.

Il y a un guichet surbaissé accessible au niveau de l'accueil général et les ascenseurs sont aux normes depuis 2008.

DSRSG Badcock updates donor country representatives on UN assistance to Anbar
Baghdad, 28 May 2014 – Dr. Jacqueline Carol Badcock, Deputy Special Representative of the United Nations Secretary-General for Iraq (DSRSG) and Resident Coordinator (RC), Humanitarian Coordinator (HC) today updated donor country representatives on UN assistance to those affected by the ongoing conflict in Anbar. As of 21st of May the number of internally displaced families has reached 72.325.
DSRSG Badcock highlighted the important work the UN and its non-government partners are doing to meet life savings and critical needs of those displaced. This included providing emergency shelter, food, basic household items, water and sanitation, education, logistics support and medical supplies. The UN is also assisting with registering the displaced, providing protection to the particularly vulnerable such as women and children, and facilitating access to legal services and psycho-social counselling.
In March, the UN in conjunction with the Government of Iraq launched a Strategic Response Plan and appealed for funding for USD$106 million to meet the costs of 22 projects that will assist over 40,000 families or 240,000 individuals.
Dr. Badcock noted that over the last 4 months the UN and its partners have reached tens of thousands of people in Anbar and in surrounding governorates, however the humanitarian community is facing many challenges: “Safe and secure access for aid provision has been a problem, particularly in Fallujah and Ramadi, despite calls by international NGOs and UN agencies on all parties to the conflict to facilitate access for humanitarian workers”, she told the audience.
Dr. Badcock warned that “resources are rapidly diminishing as the Strategic Response Plan is just 10% funded. Humanitarian operations will be forced to stop if funding does not come soon”. She underlined that the current situation is likely to be protracted requiring the ongoing and close collaboration between the Government, the UN and non-government organizations. “The needs are immense and we have to provide assistance for some time to come whether it is for life saving support or to assist families to recover and reestablish their lives”, Dr. Badcock noted, as the scale of the crisis continues to increase with conflict spreading to other governorates, in addition to the large scale displacement caused by the intentional flooding of Abu Ghraib.
Dr. Badcock commended the Government of Iraq’s stated commitments to assist the displaced by allocating 87 Billion Iraqi Dinars to respond to their immediate needs and return of IDPs and the 1 Billion US Dollars for the rehabilitation of private and public properties. She invited the Government to channel some of this funding through UN agencies and to draw upon their expertise and impartiality in humanitarian responses.
The DSRSG also reported that international and national non-governmental organizations (NGOs), despite scarcity of resources and funding, have continued to ensure the timely and efficient provision of humanitarian assistance to the IDPs. Mr Hashim Assaf, Executive Director of the NGO Coordination Committee for Iraq (NCCI) said: “there are twice as many Anbar IDPs as Syrian refugees in Iraq, yet they receive less than half of the media and donor attention that goes to their Syrian neighbors”.

Un patrimoine commun
La structure était située au bord de la route allant à Giverny en venant de Magny ou Pontoise sur un terrain privé. Une façon de souhaiter la bienvenue aux arrivants en terre impressionniste. Surtout, elle a été réalisée pour le festival international de la peinture de Fourges, comme le rappelle l'artiste : « Au niveau de ce pont entre l'Île de France et Giverny, on sait que certains élus et habitants ne saisissaient pas le message d'accueil autour du patrimoine commun véhiculé par cette œuvre. On s'attendait à ce que les gens comprennent avec le temps. »On était en train de faire un PLU sur la commune et j'avais l'intention d'inscrire quelque chose pour que cette œuvre éphémère, destinée à rester 5 ou 6 ans sur la commune, reste pérenne. Je trouve ça navrant. Faire ça sur une œuvre, je ne vois pas ce que ça peut apporter. On peut toujours s'exprimer autrement. Je sais qu'elle ne faisait pas l'unanimité, mais de là à vouloir la détruire… »

LA 3E EDITION DE BOUTIQU’ART EST LANCEE
L’art dans la rue et les magasins
L’association Plein Ph’Art a lancé samedi la troisième édition de son événement : Boutiqu’Art, à contempler dans les enseignes participantes jusqu’au 10 octobre.
Si le principe demeure inchangé, à savoir qu’un artiste prend place dans chaque boutique participante, l’événement est agrandi, puisque de 20 artistes l’an passé, il y en a maintenant 40, Place Blanmont, Rues de Vienne, Cappeville, Paris, Daupine, des Frères Planquais.
Les œuvres présentées, sont contemporaines, associant sculpteurs, peintres ou représentant du figuratif. La fanfare Mona Lisa Klaxon, donnait au public, quelques moments fameux de son répertoire, rue de Vienne et Place de la mairie.
Le député Franck Gilard, grand amateur d’art, était accueilli par le président Pierre Marcel fameux artiste peintre, qui guidait son hôte de marque dans la rue de Vienne, afin de lui faire découvrir le graphiste « Le Pixx » à la boutique Disc Gisors, le peintre Lino de Giuli à l’Agence Peters, le sculpteur Bernard Pellet chez AD Natura décoration, Hidzaki Shimada peintre japonais, installé à Vision Games, Patricia Rabeux peintre au bar Why Not ?etc.
Il était amusant et sympathique de découvrir l’art, dans des endroits inattendus, comme une pharmacie, un opticien, une maroquinerie, un chocolatier, un huissier de justice ou un salon de coiffure…

Trés mignon, et récompense : ce petit bar-tabac sur la RN14 à La Chapelle en Vexin a posé un article de 'Impartial sur son mur, pour montrer le land art que l'on voit à 6 kilomètre de ce haut de colline. Voilà des membres de la société, n'étant pas forcément de grands élitistes artistiques qui apprécient ce travail collectif. merci, c'est donc en ce bar que je passe, achète mes trucs et... la Gazette du Val d'Oise (que j'attend pour un reportage ! )

Eleven soldiers had concussions from the blast. As they continued to have symptoms, they were flown to Germany for an MRI.
They were ambulatory. They are expected to return to duty.

I was on hand for the BEGINNINGS Auction this year on behalf of board member Crash Gregg and The Triangle Downtowner Magazine.

The BEGINNINGS organization is for parents of children who are at the very least Hard of Hearing is non-profit helping parents and families. Their impartial support helps families make informed decisions by empowering advocacy for their child’s needs.
New Beginnings also supports deaf parents who have hearing children.
