Iraq, United Nations sign the UN Development Assistance Framework for Iraq for 2015 – 2019

 

Baghdad, 2 April 2014 – Iraqi Deputy Prime Minister Dr. Rowsch Noori Shaways, the Special Representative of United Nations Secretary-General for Iraq (SRSG), Nickolay Mladenov and members of the United Nations Country Team (UNCT) in Iraq signed today the new United Nations Development Assistance Framework (UNDAF). The UNDAF will be implemented over 5 years from 2015 to 2019 and represents the collective efforts of the 20 UN Agencies, Funds and Programs active in Iraq, the Government of Iraq and active non-governmental organizations (NGOs) to improve the lives of all Iraqis at these challenging times.

The UNDAF will focus on two main priorities, which are in line with the National Development Plan and the Millennium Development Goals (MDGs): strengthening the ability of state institutions to effectively respond to the needs of Iraqis; and social inclusion and equity, especially for vulnerable groups including those displaced by conflict and natural disasters. These two priorities are translated into seven oucomes, which can be further translated into programmes and projects to be worked out jointly between the UN and its counterparts in the line ministries and NGOs.

Deputy Prime Minister Shaways said that “Iraq hopes to become a donor country after achieving tranquility and social and economic development. This stems from its gratitude for the support it received from the United Nations and the international community while fighting terrorism and corruption and working towards institution building. Our aim is to see the Framework Agreement translated into programmes that have tangible results within the National Development Plan and the plans of the various ministries.”

“While the country has made important strides in combatting poverty, reducing child malnutrition, improving food security and keeping more children in schools, there is still much to do. We need to build trust in the institutions of government, strengthen their capacity to meet the essential needs of Iraqis and ensure inclusion of those who are marginalized”, said Mr. Mladenov. The SRSG also emphasized that “if social cohesion in Iraq continues to degrade it will undermine political stability, economic potential and realization of citizens’ rights”.

The signing of the UNDAF is the result of a yearlong process of consultations with the Government, NGOs and various Iraqi stakeholders.
