Secretary Walker laid the framework June for strategic planning by an invited group of Delaware health care and social services leaders June 13 at UD’s Virden Center in Lewes in determining priorities to improve rural health in Delaware. At the Department of Health and Social Services, Secretary Walker said the priorities are stemming the addiction epidemic, adding supports for Delaware’s fast-growing aging population, building a culturally competent workforce to serve an increasingly diverse population, and increasing access to care. “We have to figure out the workforce issues,” she said, citing shortages of primary care doctors, dentists and behavioral health professionals in Kent and Sussex counties, and shortages of bilingual or multilingual providers.
On addiction, Secretary Walker detailed the increases in treatment services statewide, but said more needs to be done, especially in the area of medicated-assisted treatment (MAT). “Whatever we do around expanding capacity … will be very powerful.” In 2016, Delaware lost 308 people to overdoses, an increase of 35% over 2015 and about 2.5 times the number lost in traffic accidents.
Public Health Director Dr. Karyl Rattay detailed population health numbers in Delaware, saying the diabetes rate continues to rise, with about 12% of Delaware adults diagnosed with the chronic condition and another 13%-14% who are pre-diabetic. Dr. Rattay also said, “We have not won the battle around tobacco,” saying 40% of youth have tried e-cigarettes.

The 25th annual UN Conference of Parties (COP25) to the United Nations Framework Convention on Climate Change, was initially scheduled to take place in Santiago, Chile. However, a massive popular feminist and student uprising against neoliberalism, which started in Santiago, led the Chilean government to move COP25 to Spain.
Chilean popular movements announced that even tough COP25 moved to Spain, the peoples mobilization would continue. We decided to stand with the courageous Chilean social movements, who continue the resistance in the face of police repression and violence. We took to the streets, and we are took part in the Cumbre de los Pueblos and the Carpa de Mujeres, to build an alternative to the extractive systems of production and consumption, which have caused climate change.
