Streets were FLOODED (with both water and traffic) on my way home because of this "broken pipe."

it was so cute I almost puked.

Why is this yellow? Doesn't it have something to do with the size of the pipe?

We installed a new fire hydrant today. Looking down you can see all the obstructions that are in the way. The big concrete block is the telephone companies lines and the cables behind the hydrant barrel is 750 volt com-ed lines.
