I'm not sure what's up with these color codings--water pressure?

goal: just get OUT of the house and take a picture before it gets dark. I have a bad habit of waiting till the end of the day thinking something better will come to me...then it doesn't and I'm stuck scrambling for something around the house.

Sparky (I think that's whats written across his hat) lives across the street from me somewhat. Across on the corner. I don't know the who or the why they painted this, but it's different. There are 2 others like this in my city that I know of.
