GOVERNOR ANNOUNCES STOP VIOLENCE AGAINST WOMEN ACT
PROGRAM GRANT AWARDS
CHARLESTON -- Governor Earl Ray Tomblin today, June 29, 2016, awarded $1,087,599.00 in STOP Violence Against Women Grant Program funds for twenty-eight (28) projects statewide. The purpose of these funds is to establish or enhance teams whose core members include victim service providers, law enforcement, and prosecution to improve the criminal justice system's response to violence against women. Grants provide personnel, equipment, training, technical assistance, and information systems for the establishment or enhancement of these teams. Additionally, statewide projects are funded to provide training and educational opportunities for all victim service providers, law enforcement, prosecution, and court personnel throughout the state.
STOP funds are awarded from the Office on Violence Against Women, Office of the U.S. Department of Justice. The funds are administered by the Division of Justice and Community Services.

A Presidenta da República Federativa do Brasil, Dilma Rousseff, e o Presidente da República Oriental do Uruguai, José Alberto Mujica Cordano, mantiveram reunião, no dia 31 de julho de 2012, em Brasília, para dar seguimento aos temas tratados durante a visita do Presidente Mujica a Brasília, no dia 19 de abril passado. Os Presidentes decidiram criar um novo paradigma para a relação bilateral que deverá traduzir-se em um plano de ação para o desenvolvimento sustentável e a integração Brasil-Uruguai.
1. A Presidenta Dilma Rousseff e o Presidente José Mujica concordaram que os desafios no campo das relações econômicas e políticas internacionais requerem novo ímpeto ao processo de integração, de modo a aumentar a capacidade dos países da região na promoção do desenvolvimento econômico e social, com redução da pobreza e melhoria da qualidade de vida para toda a população. Os Presidentes reconheceram que a integração entre Brasil e Uruguai constitui importante instrumento para enfrentar com êxito esses desafios.
2. Os Presidentes notaram que a convergência de interesses e valores entre as sociedades de seus países representa oportunidade histórica para inaugurar um novo paradigma para o relacionamento bilateral, baseado na construção de um projeto comum de integração profunda entre os dois países, capaz de conferir dimensão concreta às aspirações e aos objetivos consagradas no Tratado de Assunção de 1991, em particular no que diz respeito ao compromisso com a livre circulação de bens, serviços e pessoas. Os Presidentes decidiram empenhar seus melhores esforços e de seus Governos para avançar rapidamente na efetiva realização desses princípios, com a consciência de que a integração Brasil-Uruguai tem a potencialidade de representar exemplo paradigmático de um processo de integração profunda e abrangente.
3. Os Presidentes decidiram que a nova etapa do relacionamento bilateral, ancorada no entendimento político e na histórica amizade entre brasileiros e uruguaios, deverá ser marcada pela intensificação de iniciativas e projetos concretos de cooperação e associação entre atores públicos e privados em áreas estratégicas, com ênfase na busca conjunta do aumento da eficiência e da competitividade sistêmica das respectivas economias, no crescimento com distribuição de renda e na ampliação de oportunidades para todos os brasileiros e uruguaios.
Grupo de Alto Nível e Plano de Ação para o Desenvolvimento Sustentável e a Integração
4. Nesse sentido, os Presidentes determinaram a criação de um “Grupo de Alto Nível Brasil-Uruguai (GAN)” encarregado de consolidar um “Plano de Ação para o Desenvolvimento Sustentável e a Integração Brasil-Uruguai” (Plano de Ação) englobando as áreas prioritárias para o aprofundamento da integração bilateral, em particular: (a) integração produtiva, (b) ciência, tecnologia e inovação, (c) comunicação e informação, (d) integração da infraestrutura de transportes, (e) livre circulação de bens e serviços, e (f) livre circulação de pessoas. Os Presidentes determinaram que o GAN iniciará suas atividades imediatamente.
5. Com relação à integração energética, os Presidentes congratularam-se pelos significativos avanços alcançados e ratificaram a moldura institucional existente para as discussões acerca da integração plena dos sistemas eletro-energéticos de ambos os países. Instruíram as áreas competentes de ambos os Governos a prosseguir o diálogo em curso com vistas à consolidação de proposta de integração dos sistemas eletro-energéticos a ser incorporada em um tratado bilateral sobre a matéria, incluindo aspectos de operação, comercialização, regulação e planejamento da expansão do sistema. Nesse contexto, os Presidentes reconheceram a importância da construção da linha de transmissão de 500 kV entre San Carlos (Uruguai) e Candiota (Brasil), a ser concluída em 2013, abrindo novas possibilidades para o intercâmbio estruturante de energia elétrica em benefício da segurança energética dos dois países. Os Presidentes tomaram nota, com satisfação, da associação entre a Eletrobrás e a UTE para a eventual construção de parque eólico no Uruguai.
6. Com relação às tarefas específicas do GAN e ao escopo do Plano de Ação, a Presidenta Dilma Rousseff e o Presidente José Mujica decidiram que:
6.1. O GAN poderá criar subgrupos para cada uma das áreas prioritárias, identificando pontos focais responsáveis, em ambos os governos, para a consolidação do plano de ação em sua respectiva área de atuação. Os subgrupos serão co-presididos por um funcionário brasileiro e um uruguaio de alta hierarquia. Poderão integrar o GAN e seus subgrupos Ministérios, órgãos públicos, empresas públicas, sociedades de economia mista, institutos de pesquisa e representantes do setor privado, a critério dos respectivos Governos.
6.2. Os subgrupos poderão reunir-se de forma independente, de acordo com a disponibilidade de seus membros, com prazo de 60 dias para apresentar proposta para o plano de ação em sua respectiva área de atuação.
6.3. As respectivas Chancelarias consolidarão as contribuições dos subgrupos em um documento único e, no prazo de 90 dias, convocarão a primeira reunião plenária do GAN para que os co-presidentes de cada subgrupo apresentem suas propostas e seja aprovada a primeira versão do plano de ação, que poderá sofrer atualizações por ocasião das reuniões subseqüentes do GAN.
6.4. O plano de ação deverá prever, para cada projeto ou iniciativa, objetivos gerais e específicos, divisão clara de tarefas e responsabilidades, com a identificação de pontos focais em ambos os Governos, e prazos para a realização de atividades e concretização dos objetivos. Cada subgrupo deverá adotar calendário de reuniões de acordo com a necessidade e o GAN fará reuniões plenárias semestrais com os co-presidentes dos subgrupos para garantir seguimento adequado e consolidar informe regular aos Presidentes.
6.5. O prazo para a realização de um primeiro balanço geral dos resultados alcançados com o Plano de Ação com vistas a assegurar avanços concretos nos objetivos gerais e específicos definidos pelos dois países será dezembro de 2012.
6.6. O Plano de Ação não abrangerá todos os projetos inscritos na agenda bilateral, mas apenas aqueles de grande envergadura ou emblemáticos do novo paradigma de integração profunda que se pretende assegurar ao relacionamento bilateral.
Projetos estratégicos para uma integração profunda
7. No tocante aos projetos e iniciativas que devem constar do Plano de Ação, a Presidenta Dilma Rousseff e o Presidente José Mujica ressaltaram os seguintes:
7.1. Integração produtiva – identificação de oportunidades de complementação industrial na cadeia produtiva do petróleo e gás, na construção naval, em energia eólica e em biotecnologia; cooperação entre órgãos responsáveis pelos padrões de qualidade e certificação de conformidade com vistas a harmonizar regras e procedimentos, facilitando a integração produtiva e as trocas comerciais;
7.2. Ciência, Tecnologia e Inovação – implementação da plataforma de “e-learning” para formação de recursos humanos em tecnologias de informação e da comunicação, e do Centro Binacional de Tecnologias da Informação e da Comunicação no Uruguai; interconexão de redes acadêmicas e uso em telemedicina, por meio de parceria entre a Rede Nacional de Pesquisa (RNP), ANTEL e Telebrás; formalização da integração do Uruguai ao Centro Brasil-Argentina de Biotecnologia (CBAB), a qual já está em fase operacional; fortalecimento da cooperação da EMBRAPA com órgãos congêneres uruguaios na área de inovação agropecuária.
7.3. Comunicação e Informação – aprofundamento da cooperação nos diversos aspectos relacionados à implementação da TV Digital; estabelecimento de mecanismos para o desenvolvimento da radiodifusão pública na região; desenvolvimento de arranjos produtivos locais visando a produção de conteúdos digitais criativos; intercâmbio em projetos de inclusão digital, na área de formação para o uso e desenvolvimento das TICs e na implantação de Cidades Digitais; e avanço na parceria entre a ANTEL e a Telebrás para interconexão de redes e atendimento de áreas de fronteira.
7.4. Integração da Infra-Estrutura de Transportes – intensificação dos esforços para a concretização, no prazo mais breve possível, dos projetos prioritários da área de transportes: nova ponte sobre o Rio Jaguarão, reforma da Ponte Internacional Barão de Mauá, retomada da interconexão ferroviária por Rivera-Santana do Livramento, e implantação da Hidrovia Uruguai-Brasil.
7.5. Livre Circulação de Bens e Serviços – fortalecer os mecanismos de consulta e de facilitação do comércio bilateral; acordar procedimentos que possibilitem o reconhecimento dos sistemas nacionais de controle, inspeção e certificação, assim como a equivalência de medidas sanitárias e fitossanitárias; acordar procedimentos que possibilitem o reconhecimento mútuo entre os organismos de avaliação da conformidade. O Uruguai apresentou um conjunto de propostas sobre o tema que serão analisadas no âmbito do Subgrupo de livre circulação de bens e serviços. Os Presidentes congratularam-se pela conclusão das negociações do Acordo sobre Troca de Informações Tributárias, bem como pelo compromisso de concluir, no prazo de até dois anos após a entrada em vigor do referido Acordo, de um Tratado para Evitar a Dupla Tributação da Renda e do Patrimônio.
7.6. Livre circulação de pessoas – os Presidentes tomaram nota da existência do Grupo de Trabalho Ad Hoc sobre Livre Circulação de Pessoas entre Brasil e Uruguai e instruíram o Grupo a seguir avançando na implementação de procedimentos que facilitem o trânsito de seus nacionais entre os dois países e que fortaleçam os laços de integração que os une.
O Presidente José Alberto Mujica Cordano agradeceu, em seu nome e no de sua Comitiva, as gentilezas e manifestações de apreço e amizade recebidas do Governo e do povo brasileiros durante a sua visita ao Brasil.

Comunicado Conjunto Presidencial: Un Nuevo Paradigma para la Relacion Brasil-Uruguay
La Presidenta de la República Federativa del Brasil, Dilma Rousseff, y el Presidente de la República Oriental del Uruguay, José Alberto Mujica Cordano, mantuvieron una reunión, el 31 de julio de 2012, en Brasilia, para dar seguimiento a los temas tratados durante la visita del Presidente Mujica a Brasilia, el pasado día 19 de abril. Los Presidentes decidieron crear un nuevo paradigma para la relación bilateral que deberá traducirse en un plan de acción para el desarrollo sostenible y la integración Brasil-Uruguay.
1. La Presidenta Dilma Rousseff y el Presidente José Mujica acordaron que los desafíos en el campo de las relaciones económicas y políticas internacionales demandan un nuevo ímpetu al proceso de integración, de manera de aumentar la capacidad de los países de la región para la promoción del desarrollo económico y social, con reducción de la pobreza y mejora de la calidad de vida para toda la población. Los Presidentes reconocieron que la integración entre Brasil y Uruguay constituye un importante instrumento para enfrentar con éxito dichos desafíos.
2. Los Presidentes notaron que la convergencia de intereses y valores entre las sociedades de sus países representa una oportunidad histórica para inaugurar un nuevo paradigma para el relacionamento bilateral, basado en la construcción de un proyecto común de integración profunda entre los dos países, capaz de otorgar una dimensión concreta a las aspiraciones y a los objetivos consagrados en el Tratado de Asunción de 1991, en particular en lo que establece respecto al compromiso con la libre circulación de bienes, servicios y personas. Los Presidentes decidieron realizar sus mayores esfuerzos y el de sus Gobiernos para avanzar rápidamente en la efectiva realización de esos principios, con la conciencia de que la integración Brasil-Uruguay tiene la potencialidad de representar un ejemplo paradigmático de un proceso de integración profunda y amplia.
3. Los Presidentes decidieron que la nueva etapa de relacionamiento bilateral, arraigada en el entendimiento político y en la histórica amistad entre brasileños y uruguayos, deberá estar marcada por la intensificación de iniciativas y proyectos concretos de cooperación y asociación entre actores públicos y privados en áreas estratégicas, con énfasis en la búsqueda conjunta del aumento de la eficiencia y de la competitividad sistémica de las respectivas economías, en el crecimiento con distribución de la renta y en la ampliación de oportunidades para todos los brasileños y uruguayos.

4. En este sentido, los Presidentes determinaron la creación de un “Grupo de Alto Nivel Brasil-Uruguay (GAN)” encargado de consolidar un “Plan de Acción para el Desarrollo Sostenible y la Integración Brasil-Uruguay ” (Plan de Acción) englobando las áreas prioritarias para la profundización de la integración bilateral, en particular: (a) integración productiva, (b) ciencia, tecnología e innovación, (c) comunicación e información, (d) integración de la infraestructura de transportes, (e) libre circulación de bienes y servicios, y (f) libre circulación de personas. Los Presidentes determinaron que el GAN iniciará sus actividades inmediatamente.
5. Con relación a la integración energética, los Presidentes se congratularon por los significativos avances alcanzados y ratificaron el diseño institucional existente para el diálogo sobre la integración plena de los sistemas electro-energéticos de ambos países. Instruyeron a las áreas competentes de ambos Gobiernos a continuar el diálogo en curso con vistas a la consolidación de una propuesta de integración de los sistemas electro-energéticos a ser incorporada en un tratado bilateral sobre la materia, incluyendo aspectos de operación, comercialización, regulación y planeamiento de la expansión del sistema. El GAN podrá crear subgrupos para cada una de las áreas prioritarias, identificando puntos focales responsables, en ambos gobiernos, para la consolidación del Plan de Acción en su respectiva área de actuación. Los subgrupos serán copresididos por un funcionario brasileño y un uruguayo de alta jerarquía. Podrán integrar el GAN y sus subgrupos, Ministerios, órganos públicos, empresas públicas, sociedades de economía mixta, institutos de investigación y representantes del sector privado, a criterio de los respectivos Gobiernos.
6.2. Los subgrupos se podrán reunir de forma independiente, de acuerdo con la disponibilidad de sus miembros, con un plazo de 60 días para presentar una propuesta para el Plan de Acción en su respectiva área de actuación.
6.3. Las respectivas Cancillerías consolidarán las contribuciones de los subgrupos en un documento único y, en un plazo de 90 días, convocarán a una primera reunión plenaria del GAN para que los co-presidentes de cada subgrupo presenten sus propuestas y sea aprobada la primera versión del Plan de Acción, que podrá sufrir actualizaciones como resultado de las reuniones subsecuentes del GAN.
6.4. El Plan de Acción deberá prever, para cada proyecto o iniciativa, objetivos generales y específicos, división clara de tareas y responsabilidades, con la identificación de puntos focales en ambos Gobiernos, y plazos para la realización de actividades y concretización de los objetivos. Cada subgrupo deberá adoptar un calendario de reuniones de acuerdo con su necesidad, y el GAN hará reuniones plenarias semestrales con los co-presidentes de los subgrupos para garantizar un seguimiento adecuado y consolidar un informe regular a los Presidentes.
6.5. El plazo para la realización de un primer balance general de los resultados alcanzados con el Plan de Acción con vistas a asegurar avances concretos en los objetivos generales y específicos definidos por los dos países, será el mes de diciembre de 2012.
6.6. El Plan de Acción no comprenderá todos los proyectos inscriptos en la agenda bilateral, sino únicamente aquellos de gran envergadura o emblemáticos del nuevo paradigma de integración profunda que se pretende asegurar al relacionamiento bilateral.
Proyectos estratégicos para una integración profunda
7. Respecto a los proyectos e iniciativas que deben constar en el Plan de Acción, la Presidenta Dilma Rousseff y el Presidente José Mujica resaltaron los siguientes:
7.1. Integración productiva – identificación de oportunidades de complementación industrial en la cadena productiva del petróleo y gas, en la construcción naval, en la energía eólica y en biotecnología; cooperación entre órganos responsables por los padrones de calidad y certificación de la conformidad con vistas a armonizar reglas y procedimientos, facilitando la integración productiva y los intercambios comerciales;
7.2. Ciencia, Tecnología e Innovación – implementación de la plataforma de “e-learning” para la formación de recursos humanos en tecnologías de la información y de la comunicación, y del Centro Binacional de Tecnologías de la Información y de la Comunicación Uruguay ; interconexión de redes académicas y uso en telemedicina, por medio de una asociación entre la Rede Nacional de Pesquisa (RNP), ANTEL y Telebras; formalización de la integración del Uruguay al Centro Brasil-Argentina de Biotecnología (CBAB), el cual ya se encuentra en fase operacional; fortalecimiento de la cooperación de EMBRAPA con órganos congéneres uruguayos en el área de la innovación agropecuaria;
7.3. Comunicación e Información –profundización de la cooperación en los diversos aspectos relacionados a la implementación de la TV Digital ; establecimiento de mecanismos para el desarrollo de la radiodifusión pública en la región; desarrollo de acuerdos productivos locales enfocados a la producción de contenidos digitales creativos; intercambio en proyectos de inclusión digital, en el área de formación para el uso y desarrollo de las TICs y en la implantación de Ciudades Digitales; y en el avance de la asociación entre ANTEL y Telebras para la interconexión de redes y atención de las áreas de frontera;
7.4. Integración de la Infraestructura de Transportes – intensificación de los esfuerzos para la concretización, en el plazo más breve posible, de los proyectos prioritarios del área de transportes: nuevo puente sobre el Río Yaguarón, restauración del Puente Internacional Barón de Mauá, restablecer la conexión ferroviaria por Rivera - Santana do Livramento, e implementación de la Hidrovía Uruguay-Brasil ;
7.5. Libre Circulación de Bienes y Servicios – fortalecer los mecanismos de consulta y de facilitación del comercio bilateral; acordar procedimientos que posibiliten el reconocimiento de los sistemas de control, inspección y certificación, así como la equivalencia de medidas sanitarias y fitosanitarias; acordar procedimientos que posibiliten el reconocimiento mutuo entre los organismos de evaluación de la conformidad. Uruguay presentó un conjunto de propuestas sobre el tema que serán analizadas en el ámbito del Subgrupo de libre circulación de bienes y servicios. Los Presidentes se congratularon por la conclusión de las negociaciones del Acuerdo sobre Intercambio de Información Tributaria así como por el compromiso de concluir, en el plazo de dos años a partir de la entrada en vigor del referido Acuerdo, de un Tratado para Evitar la Doble Tributación de la Renta y del Patrimonio;
7.6. Libre circulación de personas – los Presidentes tomaron nota de la existencia del Grupo de Trabajo Ad Hoc sobre Libre Circulación de Personas entre Brasil y Uruguay e instruyeron al Grupo a continuar avanzando en la implementación de procedimientos que faciliten el tránsito de sus nacionales entre ambos países y que fortalezcan los lazos de integración que los une.
El Presidente José Alberto Mujica Cordano agradeció, en su nombre y en el de su Comitiva, las gentilezas y manifestaciones de aprecio y amistad recibidas del Gobierno y del pueblo brasileño durante su visita al Brasil.
