I was going to make a joke about the dedication and hard times with the Poor, but a.) I couldn't think of anything witty and b.) on returning home I did some research and found that the obelisk was created as a 'make-work' scheme for the poor. The winter of 1741 was known as 'The Hard Frost'.
It is believed that this structure was once encircled by a wall and entered by a massive gateway, however the 'witches tit' (or to be more polite about it 'Witches Hat' is the only part remaining.

Cindy and Rick Morrison, parents of Sgt. Shawna Morrison, were recognized during a dedication ceremony in honor of Shawna, a fallen Illinois National Guardsman, at the University of Illinois at Urbana-Champaign, Sept. 8.
