Better use of data is key to more effective government. Across government, teams are doing fascinating work with data. But those projects don’t get the attention they deserve.

At this event, the fourth in our series, four organisations presented their data projects in an exciting, quickfire format. Each set of speakers had eight minutes, followed by eight minutes of questions from the audience.

Speakers:

Catherine Bromley, Office for Statistics Regulation, on their expectations of statistics producers to fulfil the potential of data to serve the public good

Dr Jane Kennedy, Head of Research and Data Hub at the London Borough of Newham, on Newham’s Data Warehouse

Ganesh Senthi, Senior Product Manager, GOV.UK, on using machine learning to help users find content

Michael Birtwistle, Centre for Data Ethics and Innovation, on their AI Barometer

This event was chaired by Gavin Freeguard, Programme Director and Head of Data and Transparency at the Institute for Government.

We would like to thank the Office for Statistics Regulation for supporting this event.

With Glasshouse, Green Phosphor's interactive data mining gateway application, database queries can be visualized and explored collaboratively in a 3D Wonderland environment. In this example, the user's query has produced a graph of total yardage by year and team, for the entire National Football League. The upper graph is a detailed view of San Francisco's 1998 season by player. In the lower graph Chicago's column and the 1974 row are selected. A 437 yard game by Steve Young has been highlighted. The same techniques illustrated here, along with advanced Glasshouse features, can be applied to analyzing data stored in an enterprise's data warehouse.

In line with ‘Digital Bangladesh’ vision of present Government of Bangladesh, one of the significant changes that have happened in health sector is transforming paper based health reporting system into electronic health information system, and another one is initiating medical record system through Open MRS software. Both initiatives are taking place in government run health facilities under the supervision of the Directorate General of Health Services (DGHS)of Ministry of Health & Family Welfare in collaboration with different development partners like icddr,b, GIZ, UNICEF, and DFID. It is a fact that fragmented health system consists of public sector, private and non-profit NGO run health facilities is often a barrier to get reliable data on the health status of the population. Data quality issue, duplication and redundancy of data are also areas of concern. That’s why DGHS has established a national data warehouse where electronic data from various health service providers and health programmes can be better coordinated and harmonized. Here District Health Information System (DHIS) software is being used to collect and analyse aggregate data from government run health facilities. Open MRS system is being piloted in several health facilities to systematically organize individual patients records under hospital automation process. This unique IT based health information system is strengthening the flow of information among service providers from tertiary level up to community level, and on the other hand it has paved the way for taking up shared responsibility for improving public health facilities and health outcomes eventually. A great deal of work is being done in relation to developing IT infrastructures, software development, revitalizing Research Policy Communication Cell, staff deployment and capacity building training where icddr,b, European Union, UNICEF, GIZ, DFID and other development partners are working closely with government to strengthen capacities of health facilities. This shared responsibility in capacity building activities has created an extraordinary opportunity for Bangladesh to generate flawless health data from different tiers of health facilities, transforming data into evidence informed health policy making, and tracking health status of population following set indicators and health facility resources.

The Blog post discusses types of Location Based Services (LBS) and gives readers an overview of various contemporary application which uses this technology for running successful enterprises.

The evolution and spread of Smartphones is undoubtedly one of the most remarkable developments in information and communication technologies in the last couple of decades. Within the various applications of Smartphone platforms, location-based services are predominant as they primarily function in positioning and navigation, helping multiple applications connect with users on a real-time basis.

Location based services can be accessed through smart devices with a geographical positioning feature serving in diverse ways.

Types of Location Based Services

1. Maps and Navigation

2. Tracking Services

3. Information Services

4. Applications

Thumbnail

Maps and Navigation

A lot of challenges occur when we try to navigate and find places of interest in an unknown city, town, state, or a tourist place as barriers could range from language conventions to cultural practices and lifestyle obligations. Hence, asking for directions may not always elicit a favorable response.

We tend to get lost temporarily, get embarrassed, frustrated and even stressful while finding the intended destination. However, since the evolution of maps and navigation, integrated through Smartphones, it’s rare that people lose their route when traveling outdoors.

In addition to this, there is a high possibility that people tend to get lost within a large facility as well, in which case location-based services using Beacons, Wi-Fi or Bluetooth technologies can come in handy at venues such as airports, shopping malls, convention centers, medical facilities, educational institutions, etc.

Tracking Services

The globally known tracking services provided through GPS (Global Positioning System) via satellite and their ground stations is undeniably the most empowering development the general populace can access to wayfind and navigate.

The other common benefits with location tracking services are as follows:

* Customer Service Commitment

* Accounting for Expenses

* Increased Customer Confidence

* Improved Bottom Line

Information Services

Services integrated to gather, store and process information and convert it for knowledge-oriented information which can improve societal and organizational efficiency are known as information services.

A variety of academic, professional, business and computer science fields are covered in information services for all kinds of purposes such as research, study, and statistical analysis.

Types Of Information Services Include:

1. Transaction Process Service (TPS)

2. Office And Office Automation

3. Enterprise Collaboration Service (ECS)

4. Enterprise Resource Planning (ERP)

5. Expert Service

6. Global Information Service (GIS)

7. Management Information Service (MIS)

8. Decision Support Service (DSS)

9. Data Warehouses (DW)

10. Executive Support Service (ESS)

Applications

In the contemporary software and applications world, more companies are integrating location-based services through apps for better productivity and to easily track movement and reach of their services.

The following are a few location-based mobile apps for both Android and iOS users:

- Google Maps – Navigation and wayfinding

- TripAdvisor – Travel

- Uber – Transportation

- Instagram – Social networking app-enabled with a chat feature

- Pokemon Go – Augmented Reality (AR) game

- Foursquare – Local search and discovery

No matter where you are on the face of the planet, you are within the range of GPS satellite signals with the help of mobile-based LBS apps. It’s always good to be under positive surveillance as we can feel secure and safe.

Implementing an Open-Source Research Data Warehouse in Canada

Canadian Hospitals are challenged to advance overall patient care quality with reduced, inflation and populated adjusted funding levels. Unmasking healthcare information from patient records may help address this challenge.

Evolving from an in-class student project, a prototype Research Data Warehouse (RDW) was developed at a Canadian pediatric health and research center to help researchers benefit from timely and meaningful queries on relevant data. Open-source, DW healthcare-targeted, bundled software - Informatics for Integrating Biology and the Bedside (i2b2) - was utilized. Developed for, and widely used by, US healthcare providers, Canada has little experience with i2b2.

The RDW was populated with in-patient Epic Clarity health data, and complimentary ambulatory care data. Queries can be directed at either or both data sources. While Canadian healthcare is under provincial jurisdiction, ambulatory data is reported at a national level; as such, an opportunity exists to share data beyond provincial borders.

A strong, multi-disciplinary, cohesive project team operating within a supportive environment are crucial elements in a successful RDW implementation. Operational and usability details can be appropriately resolved with cross-function organizational cooperation and goodwill.

Federating data sources and natural language processing semi-structured patient data are feasible next steps.

Data Management Professionals (DMP) is a free networking association for Managers, Directors, and Executive-level Data Management Professionals in the following areas: Data Architecture | Master Data Management | Information Quality | Data Warehouse | Business Intelligence. DMP offers access to peer group expertise, best practice insights, and emerging trends and approaches to help optimize your performance as a DM leader while driving maximum impact from your company’s investments in a critical business resource – data.
