Senate Bill 2581 (Relating to the State Building Code) appropriates $136,676 to modify the composition, quorum, and duties of the Hawaii State Building Code Council and revises the state building code, including clarifying terminology, the code adoption process, and the staggering of code adoptions. The measure also prohibits the adoption of code provisions that conflict with laws governing contractors.

 

Senate Bill 2300 (Relating to Fire Protection) authorizes the State Fire Council to establish statewide qualifications and procedures for testing, certifying, and credentialing individuals who conduct maintenance and testing of portable fire extinguishers, fire protection systems, and fire alarm systems.

Our Shipmate in the Spotlight for this edition is LCDR Ili Yuan. LCDR Yuan earned his Bachelor of Science and Master of Science in Computer Science from Northern Illinois University and his Doctorate of Dental Medicine (DMD) from University of Louisville School of Dentistry. Prior to becoming a Dental Officer in the Navy, LCDR Yuan flew for the USAF as a Combat Systems Officer. When applying for dental school LCDR Yuan was assigned to Kadena AB, JP, where due to operational commitments, he was not able to attend all the interviews in person. LCDR Yuan had the honor of being the first to virtual interview at University of Oklahoma, University of Louisville and University of Texas Health Science Center at San Antonio. This was before the outbreak of COVID-19. After graduating from University of Louisville, LCDR Yuan did a credentialing tour in Portsmouth, VA followed by a tour on the USS THEODORE ROOSEVELT. Onboard the USS THEODORE ROOSEVELT, LCDR Yuan distinguished himself as the Walking Blood Bank (WBB) Officer. As the lead coordinator, he organized a symposium worth 3 medical CEU covering the latest advancements in the WBB. In his capacity as WBBO, he visited with US Army Rangers Battalion, Armed Services Blood Bank-Pacific Northwest, San Diego, and San Antonio. LCDR Yuan is currently assigned to Navy Medicine Readiness and Training Unit Kings Bay, where LCDR Yuan is slated to be the command's Triage Officer.

Legard, who is a motivational speaker, veteran, storyteller, poet and a credentialed survivor advocate, provided a powerful message of his experience as a sexual assault survivor to the entire USMA Corps of Cadets. The message, which included his gift of poetry and storytelling, is about empowering others to have the strength to help change the culture for survivors.

 

Legard served in the Army as an enlisted Soldier and as an officer and tells the story of being assaulted and harassed while he was enlisted. Through his company, Rashan Legard Speaks LLC, and founding his platform “Spoken Words of Pain,” he has impacted the Department of Defense and has addressed issues such as unhealthy attitudes, unethical behaviors and the importance of resilience.

 

His innovative approach has given a voice to survivors and sheds light on the impact of trauma and awareness within organizations, inspiring audiences nationwide.

 

Legard also spoke to the West Point community during a SAAPM luncheon on April 3 at the West Point Club.

The Oregon National Guard’s 641st Aviation Regiment medics received comprehensive paramedic training at the Larry Diebert Flight Facility in Salem, Ore., on Feb. 3, the same training civilian paramedics are required to take annually.

 

In 2013, the Army mandated that all Army flight medics be certified paramedics, setting a standard for emergency medical proficiency within its ranks. This strategic move is aimed at enhancing the capabilities of flight medics, recognizing the critical role they play in providing emergency medical care in diverse and challenging environments.

 

One of the cornerstones of this initiative is the annual credentialing requirements for recertification as a paramedic. This ensures that Army flight medics maintain the highest standards of proficiency, in line with the evolving landscape of pre-hospital emergency medical care.

 

This initiative serves a dual purpose, benefiting both flight medics as part-time soldiers and civilians alike. The National Guard offers the same medic-paramedic training that various agencies, including fire departments, EMS, and other first responders, undergo annually. This standardized training underscores the National Guard's commitment to professionalism and expertise and is provided at no cost to part-time soldiers, enabling them to obtain a professional credential that can be updated annually.

 

Willy Giddings, a seasoned paramedic and EMS trainer with the City of Salem, Oregon, Fire Department delivered the training that includes advanced cardiac life support, pre-hospital trauma life support, and pediatric advanced life support. Notably, these training hours contribute to the recertification process, ensuring that flight medics remain updated on advanced-level medical treatments, said Giddings. The holistic training approach ensures that flight medics are not only equipped to handle complex medical scenarios but are also proficient in fundamental life-saving techniques, he said.

 

The inception of the program can be credited to the vision of Battalion Command Sgt. Maj Patrick Casha who coordinated to bring the training to his unit more than 5 years ago.

 

“This commitment to comprehensive training exemplifies why the National Guard stands out as the service of choice for those seeking excellence in emergency medical services,” said Casha.

 

Giddings said the flight medic training not only fulfills Army mandates but goes above and beyond, offering a model that blends civilian and military expertise to the highest standards of emergency medical care within the military while strengthening the capabilities of part-time soldiers.

Joan E. Adamo, PhD, serves as Co-Director of the Regulatory Knowledge and Support Key Function. Dr. Adamo is Associate Director for Regulatory Support Services at the CTSI. In this position, she provides guidance for researchers who are planning studies regulated by the FDA, and general research-navigation support. She serves as an FDA liaison for the University, supporting researchers conducting clinical studies of medical devices and therapeutics under Investigational Device Exemption (IDE) and Investigational New Drug (IND) mechanisms and managing a framework for preclinical Good Laboratory Practice (GLP) compliance within the University. Prior to joining URMC, Dr. Adamo served as a researcher and regulator at the Center for Biologics Evaluation and Research in the U.S. Food and Drug Administration. As a credentialed FDA inspector, she audited national and international vaccine manufacturers, and her work in the Division of Viral Products was focused on the research and approval of viral vaccines such as Influenza, Smallpox and West Nile Virus. Previously, she performed research as a Leukemia and Lymphoma Society fellow studying human cytomegalovirus at Princeton University. Dr. Adamo received her BS in Biochemistry from Cornell University and her PhD in molecular genetics from Cornell Medical College.
