The mud is there because the leafs are being not brought out and must be excavated out each 15 years.
Don't know exactly what is happening here. The whole building has been gutted, so it would appear to be a major makeover rather than demolition.
The building in more recent years has been called Harwand House, but for many decades was Baum's Furriers main shop.

With secondary steel work in place, work begins on the cladding, highly insulated composite panels are used to minimise heat loss from the building. All joints are sealed for airtightness in order to stop warm air escaping.

Ulster University is a multi-campus public university located in Northern Ireland. It is often referred to informally and unofficially as Ulster, or by the abbreviation UU. It is the largest university in Northern Ireland and the second-largest university on the island of Ireland.
The Belfast campus is situated in the artistic and cultural centre of the city.
