Chandigarh is the State Capital of both Haryana and Punjab and was built in the early 1950s as the first modern city of post-Independent India. Ahh, yes! So! Chandigarh!
This city, a major act of post-Independence modern planning, meant a lot of different things to different people. Before I get into the design, let's just run down the interested parties.
For the immediate client (the state of Punjab), it was an administrative necessity. The partition line had placed West Punjab, including the capital of Lahore, within Pakistan, so they simply needed a place to put the government buildings. (In the longer term, this got further complicated when Indian Punjab was itself split into Punjab and Haryana in 1966; both use the federal territory of Chandigarh as their capital!) The partition, by the way, was a vicious and bloody tragedy for the people of Punjab, as Hindus and Muslims both scrambled to be on the "right" side of the border, with a good deal of forced expulsion and unprecedented sectarian violence in a country that had just accomplished Independence through overwhelmingly nonviolent, cooperative means. For at least some of those involved, building a new capital was, perhaps, a means of starting fresh on un-bloodied ground. And perhaps a bright, unabashedly forward-looking Modernist architecture was particularly appealing in those circumstances.
But Chandigarh would never have happened without the forceful intervention and shepherding of the project by India's first and greatest Prime Minister, Jawaharlal Nehru. And for Nehru, the social symbolism of the architectural style was paramount; he defended Le Corbusier's designs in legislative sessions! His rhetoric allowed that the aesthetic might not be for everybody, but stressed that its newness was specifically the reason to proceed: "it is the only thing of its kind." The Nehru government was engaged in a Modernist transformation of India, characteristically splitting the difference between a Soviet model (government ownership of heavy industries on five-year plans) and an American one (hydroelectric dams, human rights). The scope and ambition of this project, which included a sustained effort to bust up caste (in particular untouchability), is hard to imagine given India's size, the momentum of its tradition, and its economically disadvantageous position versus the West.
But Independence had been an equally impossible project, and accomplishing it had forged a coalition and some degree of public will to accomplish change. An all-Modern city, perhaps, demonstrated the modernizing Nehruvian vision, just as the historical revivalism seen in contemporaneous projects like Bangalore's Vidhan Soudha represented a conservative vision of a traditional India (closer to the spirit of Gandhi, perhaps). Don't forget the material facts of the situation: India's homegrown concrete industry was in its state-sponsored infancy, and a city of concrete was a very specific symbol of a very specific policy.
So that's what it meant for the clients; over in architectural circles, the story of Indian nationalism was a footnote at best, overshadowed by the obvious hook: Le Corbusier has built an entire city! Never mind that he inherited a halfway-designed plan from Mayer & Nowicki after the latter died in a plane crash, nor the fact that Corbu's preferred development model of the 1950s (the Unite d'Habitation) was flatly rejected. In fact, Corbu's personal contribution to Chandigarh was basically a rejiggering of the Mayer/Nowicki plan, and the specific development of the Capitol Complex and a few other specific buildings. The physical makeup of the city actually owes much more to his partner and cousin Pierre Jeanneret, who along with Maxwell Fry and Jane Drew would design countless minor buildings and fabric prototypes for the city.
We'll get to the Capitol Complex shortly, don't worry, but for now let's just take a little ride around some of the inner sectors of Chandigarh and imagine how striking it must have seemed in 1950s India. Even today it feels basically like a journey to another planet after a few months in Bangalore; there are certainly some straight roads in India, and no shortage of brick infill buildings framed in concrete, but the experience of space here is totally different. Wide streets, tree-lined boulevards, no traffic to speak of, and a concentrated, planned and spacious public realm...it all seem bizarre. On the one hand, it's refreshing, but on the other hand it feels evacuated and cleaned-out of so much of Indian street culture: I compare this to the street life in Bangalore and there's definitely Something Missing. People from Chandigarh are accustomed to it, and indeed are proud of their unusual hometown; it's probably the only place on Earth where "Le Corbusier" is a household name. People from elsewhere in India will almost universally report back that it's a strange place, certainly nice enough to visit, but who could live there?
