This is the chinese character for blessing used mainly in reference to weddings as it is a double character meaning it is made of two identical radicals. I am not sure if it is used outside when not referencing a wedding.

Younger students filled Blessing Bags with items such as granola bars, warm gloves and hats, pens and notebooks. Older students walked the bags to Open Door Shelter, a few blocks away. At the shelter, the students wrote positive messages on notecards for the Open Door staff to place in bagged meals and for other uses.
Our wedding was held at Cliffrose Lodge & Gardens in Springdale, Utah.
