Após a abertura, as discussões iniciaram com o tema “Atenção Básica como ordenadora das redes e coordenadora do cuidado”. À tarde, a mesa 2 discutiu o “Financiamento como indutor da mudança de modelo de gestão e de cuidado na Atenção Básica”.
