Assistant Secretary of the Army for Civil Works Jo-Ellen Darcy accepted the invitation of Navajo Nation Council Delegate Walter Phelps to visit the Nation and speak to the 2016 Winter Council Session of the Navajo Nation Council Jan. 27.
Darcy started the day by meeting with Navajo Nation President Russell Begaye, Vice President Jonathan Nez, U.S. Army Corps of Engineers Los Angeles District Commander Col. Kirk Gibbs, Albuquerque District Commander Lt. Col. Patrick Dagon, and their staffs.
A key topic of discussion during the session was the Nation's lack of infrastructure, particularly access to water.
"Navajo Nation leadership focused on the need for earthen dams and their ability to store and conserve water," said Gibbs. "They are in great need and I think USACE and the federal government have opportunities to help."
One of the primary goals of the USACE Tribal Nations Program is to reach out and partner with Tribes on water resources projects, a theme echoed by Darcy during her address to the council.
"We are a leader in environmental restoration and protection; about 20 percent of our annual budget is for environmental projects," said Darcy. "I'm hoping that this syncs up quite nicely with what the tribes are leading in doing and that's a lot of habitat recovery."
The USACE program also acknowledges the wisdom that Tribes bring to the table and how our programs, projects and activities are enhanced by their input.
"We're listening to, as well as applying, tribal perspectives for improving our planning process," added Darcy. "I think it's produced a better and much more sensitive approach to cultural projects that we have to be mindful of whenever we undertake a project."
District Tribal Liaison Quana Higgins stated that the Los Angeles District received fiscal 2015 funds, under the Floodplain Management Services Program, that will provide floodplain mapping for much of the Navajo Nation by August 2016.
"This type of service is invaluable for tribal nations due to data gaps on reservation lands," said Higgins. "This can promote the spirit of wise use of floodplains by tribal communities before development."

Not as trained as doctors (We have no Doctors) A medical assistant is told to run into the field, survive, and help anyone he can. He must do this all day and all night, which is why he has a flash light. Unlike most, he is vulnerable to gas. Bu his lightweight armor protects him somewhat.

In the background in a Sawyer collaborative robot designed to work alongside humans assisting in manufacturing tasks. The work Yang and Soratana are reviewing intends to improve human-robot teams by incorporating human behavior models into a robotic arm.
Soratana is conducting a series of human studies to figure out how well people predict a robotic arm's intention by observing its movement. The research results can lead to a better design of robotic movements. In this he is co-advised by Xi Jessie Yang and Yili Liu.

Dr. Carl Harris, Deputy Assistant Secretary for Elementary and Secondary Education at the U.S. Department of Education, and Crystal Martinez, Special Advisor at the Department of Education, met with me to go over plans for their upcoming trip to the Northern Marianas. I have invited the Deputy Assistant Secretary to our islands, so he will know first-hand the challenges we face and the progress we have made in educating our young people. Harris will meet with teachers, principals, and parents during his October visit.

Lafayette Concert Band presented its Spring Concert last week in the Williams Center. It was directed by Kirk O' Riordan, assistant professor of music, and assistant conductor Madeline Friese '14. Students from any major can perform in a variety of ensembles including Chamber Orchestra, Concert Choir and Chamber Singers, Contemporary Music Ensemble, Jazz Ensemble, Marquis Consort, and Percussion Ensemble.

Back in 1998, when I took this picture, I was the Archivist where
these four young women worked as archival assistants. I took a lot of pictures of everyday events and this one day all four were there so I took a series of pictures with the group.
I've just spent a few days scanning a thousand colour slides from the 1990s and this was one of them. I touched it up somewhat, for instance all that tone management!, as well as cropping away about 20% of the image.

Renk has been at high risk of conflict related displacement since the beginning of the conflict in 2013. The region is currently hosting three main camps for displaced population: Abayok (5,000 residents) and Wunthau (2,000) were conceived as transit sites but they have endured as the returnees have not been able or willing to return to their areas for origin; and Payuer is home to nearly 2,000 IDPs who fled the shelling in Jodha last year.
