Phnom Penh, January 12, 2023: The Wonders of the Mekong is a USAID-funded project that seeks to improve understanding, management capacity, and appreciation of a functional and healthy Mekong River for fish, other aquatic animals and people. The President Dr. Brian Sandoval for the University of Nevada, Reno and his colleagues will visit project activities and partners in Cambodia on January 10-20, 2023. During this visit, Dr. Sandoval and other delegates will meet with the management of Fisheries Administration H.E. Poum Sotha, Director General of Fisheries Administration and the IFReDI project PI Dr. Heng Kong to discuss future collaboration. After meeting with Director General of Fisheries Administration and other leaders from different departments, there will be a ribbon cutting ceremony for the Limnology Laboratory which has supplied the equipment and operated under financial supported from USAID funded Wonders of the Mekong.
The limnology laboratory includes machines and equipment and since January 2022 more than 200 water samples have been collected and analyzed. Many water samples have been analysed by a PhD Student currently enrolled in a PhD program at the Royal University of Phnom Penh. The main purpose of the limnology laboratory is to contribute to the long-term research and monitoring the health of the Mekong River and Tonle Sap Lake. The outputs from the limnology laboratory will improve the condition of the lake and help stakeholders take effective action to preserve biodiversity and environmental health.

Understanding the underlying and full meaning of a stone from this site is not a simple, once and done process. Each stone's images, pigments, light echoes, and outer structure was created to interact with the ever-changing earth's movement in relation to the sun indicating that this ancient culture held within their development level the knowledge of light waves, reflective particle light, light echoes, and the mechanisms within our physical environment to effectively utilize wave verses particle light science technologies.
This photo was taken in mid afternoon just following the peak crescendo of the Fall Equinox; so by studying the light echoes in the outer perimeter of this stone, is it possible to determine the time of year and day in the light Echoes that are produced outside the perimeter of a stone from this site?
Right Quadrant Light Echo: Line of three symbols with the pyramidal triangle in the center of the line of symbols. Notice how the shadow produced on the right side of the stone after the noon midday peak produces of shadow line moving from a pure light shadow completely absent of light producing laser-like shadow/light lines, indicating pure light waves. Moving down the shadow line the shadow gradually transforms into a filtered particle light filling the empty dark matter space with a blue particle light echo projected by light passing through quartz crystals aligned on the upper edge of the threshold ridge line molded onto the surface of this cement fragment.
Notice the near infinite spectrum of micro fragments embedded within the piece's surface indicating higher complex micro system of patterns, almost too small of a scale to discern or translate; however the only real physical space within our modern environment that could even closely resemble this image is the window of stars, planets, and galaxies that could be viewed when observing our universe in the night sky through a modern telescope.
The complex light echo spectrum of images on the left side of this stone are a reflection of the sunlight bouncing back like a mirror towards the sun; and the blue/black shadow line on the right side of the fragment is a blend of particle light passing straight through the quartz on this fragment's surface mixed with the absence of light quantified as a light shadow. It is rather interesting how the presence of quartz can move and change light in infinite spectrums and blends of wave and particle light simultaneously moving and changing from moment to moment as the sun marches across the horizon during the day.

Secretary Rita Landgraf welcomed about 80 mental health professionals, advocates and consumers to an April 1 conference, "Understanding Loneliness." Secretary Landgraf said loneliness is increasing, but especially for vulnerable populations such as people with serious mental illness, seniors, and people with other disabilities.
"As humans, we need those meaningful social interactions that people who care about us or provide," Secretary Landgraf said.
A 2010 AARP study of adults found that 40% said that they had been lonely, a figure that was double the rate in the 1980s.
The conference, sponsored by DHSS' Division of Substance Abuse and Mental Health, also included a consumer panel, experts on statistics and trends, and recommendations for reaching out to people with serious mental illness.
