**FILE** A Chicago Police Department surveillance camera is seen mounted on a light pole on the city's South Side in this June 14, 2005 file photo. On Thursday, Sept. 27, 2007, the city of Chicago and IBM Corp. announced the initial phase of what officials say could be the most advanced video security network in any U.S. city. The new video surveillance system would offer automatic anomaly detection. Existing cameras could be equipped with the new software, but additional cameras probably will be added as well.
