For mountainous, landlocked Armenia, Lake Sevan, one of the largest high-altitude lakes in the world, is a major source of people’s livelihood. Azat Karapetyan is one of many people who literally depend on the lake. “My son and I decided to build this small restaurant by the shores of the lake so that customers can enjoy its beauty and our food, says Azat.
Their company, manages several businesses in the town of Sevan. All of them, including a bee farm that relies on the flora around the lake for its honey, and a grocery shop, are either directly or indirectly linked to the lake.
Since the Soviet era, profligate use of the lake’s water for irrigation and electricity generation had caused the level of the lake to drop by 20 meters, with dramatic consequences for the environment. Today, thanks to a rescue plan, the water level is rising again, giving hope that the lake can re-gain its original shape.
However, a major threat still looms over the delicate ecosystem and the people living in the dozens of lakeside villages. “In the past years, the lake has become very polluted, explains Azat. “It’s a problem for our work; the number of clients has decreased. The danger for public health is even greater; until recently, none of the towns and villages around the lake had any wastewater treatment or adequate sewage disposal. Outdated wastewater collection systems, utilising damaged pipes and unsanitary cesspits, would discharge raw sewage into rivers and streams flowing directly into the lake.
To help the Armenian government bear the high costs of a wastewater system upgrade in five municipalities around the lake, the EBRD has provided a €7 million loan and the European Union has contributed a €5 million capital expenditure grant. The project includes sewer pipe repairs in the Sevan and Jermuk area and construction of sewer networks and wastewater treatment plants to serve the towns of Gavar, Vardenis and Martuni. These are among the most destitute areas of Armenia, a country where 30 per cent of the population lives below the poverty line.
The government has on-lent the EBRD funds to the Armenian Water and Sewerage Company (AWSC). “We have already built 50 km of sewerage network and wastewater collectors, announces Alexander Ohanyan, AWSC’s senior officer. “We are about to finish building the three wastewater treatment stations. The works are expected to be completed by the summer. “Thanks to this programme, the water will be treated and the environment will be spared further pollution," he says.
Skills transfer with donor support
To support the preparation and implementation of this first EBRD Municipal and Environmental Infrastructure operation in Armenia, the Early Transition Country’s Fund and the EU provided €1.1 million for technical cooperation (TC) projects. This will encourage the transfer of knowledge and skills to the AWSC and expose the company to best practices in design, engineering and high standards of transparency and governance in procurement.
“It will be delightful to see the lake clean again, comments Azat strolling on the beach after a long day at work. “The neighbours and the guests are very happy that so much attention is being paid towards cleaning the water. It’s very important for our health and for our business.
To secure a healthier environment and to improve people’s lives, the EBRD recently signed another water project in Armenia which will see a further €20 million from the Bank, the EIB and the EU invested in water supply and wastewater system improvements in 17 other small municipalities across the country – helping to save Lake Sevan’s waters drop by drop.

Homeland security is an American umbrella term referring to the national effort to prevent terrorist attacks within the United States, reduce the vulnerability of the U.S. to terrorism, and minimize the damage from attacks that do occur.
The term arose following a reorganization of many U.S. government agencies in 2003 to form the United States Department of Homeland Security after the September 11 attacks, and may be used to refer to the actions of that department, the United States Senate Committee on Homeland Security and Governmental Affairs, or the United States House of Representatives Committee on Homeland Security.
Homeland defense (HD) is the protection of U.S. territory, sovereignty, domestic population, and critical infrastructure against external threats and aggression.
In the United States, the concept of "Homeland Security" extends and recombines responsibilities of government agencies and entities.
According to Homeland security research, the U.S. federal Homeland Security and Homeland Defense includes 187 federal agencies and departments, including the United States National Guard, the Federal Emergency Management Agency, the United States Coast Guard, Customs and Border Protection, U.S. Immigration and Customs Enforcement, United States Citizenship and Immigration Services, the United States Secret Service, the Transportation Security Administration, the 14 agencies that constitute the U.S. intelligence community and Civil Air Patrol. Although many businesses now operate in the area of homeland security, it is overwhelmingly a government function.
The George W. Bush administration consolidated many of these activities under the United States Department of Homeland Security (DHS), a new cabinet department established as a result of the Homeland Security Act of 2002. However, much of the nation's homeland security activity remains outside of DHS; for example, the FBI and CIA are not part of the Department, and other executive departments such as the Department of Defense and Department of Health and Human Services play a significant role in certain aspects of homeland security. Homeland security is coordinated at the White House by the Homeland Security Council, currently headed by John Brennan.

The U.S. Homeland Security is the world's largest Homeland counter terror organization, having 40% of the global FY 2010 homeland security funding.
The term became prominent in the United States following the September 11, 2001 attacks; it had been used only in limited policy circles prior to these attacks. The phrase "security of the American homeland" appears in the 1998 report Catastrophic Terrorism:
Homeland security is also usually used to connote the civilian aspect of this effort; "homeland defense" refers to its military component, led chiefly by the U.S. Northern Command headquartered in Colorado Springs, Colorado.
The scope of homeland security includes:
Emergency preparedness and response (for both terrorism and natural disasters), including volunteer medical, police, emergency management, and fire personnel;
Domestic and International intelligence activities, largely today within the FBI;
Critical infrastructure and perimeter protection;
Border security, including both land, maritime and country borders;
Transportation security, including aviation and maritime transportation;
Biodefense;
Historic Documents Which Marked the Beginning of Our War with Germany.

A Proclamation.
Whereas, the Congress of the United States in the exercise of the constitutional authority vested in them have resolved, by joint resolution of the Senate and House of Representatives bearing date this day "That the state of war between the United States and the Imperial German Government which has been thrust upon the United States is hereby formally declared";
Whereas, it is provided by Section 4067 of the Revised Statutes, as follows:
Whenever there is declared a war between the United States and any foreign nation or government, or any invasion or predatory incursion is perpetrated, attempted, or threatened against the territory of the United States, by any foreign nation or government, and the President makes public proclamation of the event, all natives, citizens, denizens, or subjects of a hostile nation or government, being males of the age of fourteen years and upwards, who shall be within the United States, and not actually naturalized, shall be liable to be apprehended, restrained, secured, and removed as alien enemies. The President is authorized, in any such event, by his proclamation thereof, or other public act, to direct the conduct to be observed, on the part of the United States, toward the aliens who become so liable; the manner and degree of the restraint to which they shall be subject, and in what cases, and upon what security their residence shall be permitted, and to provide for the removal of those who, not being permitted to reside within the United States, refuse or neglect to depart therefrom; and to establish any such regulations which are found necessary in the premises and for the public safety;
Whereas, by Sections 4068, 4069, and 4070 of the Revised Statutes, further provision is made relative to alien enemies;
Now, Therefore, I, Woodrow Wilson, President of the United States of America, do hereby proclaim to all whom it may concern that a state of war exists between the United States and the Imperial German Government; and I do specially direct all officers, civil or military, of the United States that they exercise vigilance and zeal in the discharge of the duties incident to such a state of war; and I do, moreover, earnestly appeal to all American citizens that they, in loyal devotion to their country, dedicated from its foundation to the principles of liberty and justice, uphold the laws of the land, and give undivided and willing support to those measures which may be adopted by the constitutional authorities in prosecuting the war to a successful issue and in obtaining a secure and just peace;
And, acting under and by virtue of the authority vested in me by the Constitution of the United States and the said sections of the Revised Statutes, I do hereby further proclaim and direct that the conduct to be observed on the part of the United States toward all natives, citizens, denizens, or subjects of Germany, being males of the age of fourteen years and upwards, who shall be within the United States and not actually naturalized, who for the purpose of this proclamation and under such sections of the Revised Statutes are termed alien enemies, shall be as follows:
All alien enemies are enjoined to preserve the peace towards the United States and to refrain from crime against the public safety, and from violating the laws of the United States and of the States and Territories thereof, and to refrain from actual hostility or giving information, aid or comfort to the enemies of the United States, and to comply strictly with the regulations which are hereby or which may be from time to time promulgated by the President; and so long as they shall conduct themselves in accordance with law, they shall be undisturbed in the peaceful pursuit of their lives and occupations and be accorded the consideration due to all peaceful and law-abiding persons, except so far as restrictions may be necessary for their own protection and for the safety of the United States; and towards such alien enemies as conduct themselves in accordance with law, all citizens of the United States are enjoined to preserve the peace and to treat them with all such friendliness as may be compatible with loyalty and allegiance to the United States.
And all alien enemies who fail to conduct themselves as so enjoined, in addition to all other penalties prescribed by law, shall be liable to restraint, or to give security, or to remove and depart from the United States in the manner prescribed by Sections 4069 and 4070 of the Revised Statutes, and as prescribed in the regulations duly promulgated by the President;
And pursuant to the authority vested in me, I hereby declare and establish the following regulations, which I find necessary in the premises and for the public safety:
First. An alien enemy shall not have in his possession, at any time or place, any fire-arm, weapon or implement of war, or component part thereof, ammunition, maxim or other silencer, bomb or explosive or material used in the manufacture of explosives;
Second. An alien enemy shall not have in his possession at any time or place, or use or operate any aircraft or wireless apparatus, or any form of signalling device, or any form of cipher code, or any paper, document or book written or printed in cipher or in which there may be invisible writing;
Third. All property found in the possession of an alien enemy in violation of the foregoing regulations shall be subject to seizure by the United States;
Fourth. An alien enemy shall not approach or be found within one-half of a mile of any Federal or State fort, camp, arsenal, aircraft station, Government or naval vessel, navy yard, factory, or workshop for the manufacture of munitions of war or of any products for the use of the army or navy;
Fifth. An alien enemy shall not write, print, or publish any attack or threats against the Government or Congress of the United States, or either branch thereof, or against the measures or policy of the United States, or against the person or property of any person in the military, naval or civil service of the United States, or of the States or Territories, or of the District of Columbia, or of the municipal governments therein;
Sixth. An alien enemy shall not commit or abet any hostile acts against the United States, or give information, aid, or comfort to its enemies;
Seventh. An alien enemy shall not reside in or continue to reside in, to remain in, or enter any locality which the President may from time to time designate by Executive Order as a prohibited area in which residence by an alien enemy shall be found by him to constitute a danger to the public peace and safety of the United States, except by permit from the President and except under such limitations or restrictions as the President may prescribe;
Eighth. An alien enemy whom the President shall have reasonable cause to believe to be aiding or about to aid the enemy, or to be at large to the danger of the public peace or safety of the United States, or to have violated or to be about to violate any of these regulations, shall remove to any location designated by the President by Executive Order, and shall not remove therefrom without a permit, or shall depart from the United States if so required by the President;
Ninth. No alien enemy shall depart from the United States until he shall have received such permit as the President shall prescribe, or except under order of a court, judge, or justice, under Sections 4069 and 4070 of the Revised Statutes;
Tenth. No alien enemy shall land in or enter the United States, except under such restrictions and at such places as the President may prescribe;
Eleventh. If necessary to prevent violation of the regulations, all alien enemies will be obliged to register;
Twelfth. An alien enemy whom there may be reasonable cause to believe to be aiding or about to aid the enemy, or who may be at large to the danger of the public peace or safety, or who violates or attempts to violate, or of whom there is reasonable ground to believe that he is about to violate, any regulation duly promulgated by the President, or any criminal law of the United States, or of the States or Territories thereof, will be subject to summary arrest by the United States Marshal, or his deputy, or such other officer as the President shall designate, and to confinement in such penitentiary, prison, jail, military camp, or other place of detention as may be directed by the President.
This proclamation and the regulations herein contained shall extend and apply to all land and water, continental or insular, in any way within the jurisdiction of the United States.

The Astoria-Megler Bridge recedes in the distance as we begin the hour-long leg from Astoria, Oregon's, West Basin marina to the Columbia River Bar. There, it's an overnight run on the Pacific Ocean to Neah Bay on the northwest corner of Washington State.
Here, I'm securing the fenders and the fender lines before heading out onto the open ocean. Even with a good forecast, you bring in all the dock lines and secure everything on deck.
You never know when sea and weather conditions might turn on you, and the last thing you want is a line getting loose and wrapping itself around your prop.
This photo shows my method of securing items that need to remain on deck. I'm sure traditional sailors and perhaps even Eagle Scouts would know all sorts of knots that would hold a line fast to a rail in a raging storm. For my part, I use cable ties. Lots of 'em. Easy on and, with clippers, easy off.
Another maritime tradition bites the dust.

Boat Log Sept 10th 2011 – Southern Small Detached Reef
Diving the detached reefs was on my “ Diving To do” list I suppose because it was close the barrier of the reefs yet offered sheer wall diving with the possibility better than normal visibility , plus I was hoping to reacquaint myself with the silver tip sharks which I have previously only seen around the coral sea atolls.
We parked for the night before behind Log Reef and early in the morn we ventured out to the coral sea thru the Providential channel . Incidentally this is the channel Captain Cook used to re-enter the protected waters behind the barrier after being belted around by the severe Pacific ocean swell over 200 years ago, so I felt a bit of history as we headed into the 1 1/2 meter swell .
Next question was how the hell do we anchor??? It’s a smallish triangular reef with a protected nth westerly side , but even it had sheer walls that dropped straight down 80 meters. Fortunately there was a small sand patch on top in one spot as shown in the pic (A)
on the edge of the reef and which was just deep enough for me to nose into and secure the anchor…just holding precariously as shown in pic (B).
The light 15knots of wind was enough to keep our boat away from the reef (pic C)and we jumped in for an amazing dive just before low tide .
Drifting along at 25-30me we were delighted with a procession of glorious 2-3 me Silver Tip Sharks and a couple of greys. Vis was about 20-25me, maybe not what we had hoped for but still good for silhouettes looking up. Our safety stop was 30 minutes of fun with all the nemos and interesting stuff on the reef top and when we climbed back on the boat we both felt exhilarated by our first real wall dive for a long time. So much so that I made the decision to stay the night dangling from the wall with the anchor alarm on in the hopes we could get a high tide slack water dive in the morning before the trade winds picked back up……Big mistake Rob…by 9pm the wind had calmed and the weight of 95meters of sagging chain dragged us to the reefs edge and the current started pushing us over the reef. All I needed was it to jam the chain in a wall crevis and i was really in the poo.
I really dislike moving the boat thru reefy channels in the night but thanks to my saved track and Raymarine GPS were able to beat a hasty retreat without incidence to Log reef….it really makes me wonder how captain cook did all this with no charts and worst of all …no GPS!!!!

you can't see it well, but i've shaved down the power cord's end to fit snugly into the original round hole. i liked that solution better than routing out a square hole in the backplate.

Ten-man Wealdstone held on to secure an eleventh home win of the season against strugglers Welling United in the National League South on Saturday afternoon.
The Curtiss JN-4 was one of the most popular aircraft in the late 1910s and early 1920s. Designed by Englishman Benjamin Thomas, formerly with the Sopwith Aviation Company, it was manufactured by the Curtiss Aeroplane Co. of Hammondsport, New York. The JN built upon the previous Curtiss Model J and Model N series of trainers that had developed before the First World War. The name “Jenny” came from the JN designation and is associated with the American (Curtiss Aeroplane Co.) variants of this aircraft. It was originally developed as a training aircraft in response to a U.S. Army competition seeking a two-seater biplane (student in front, instructor behind) with dual controls. The JN-4 model first appeared in 1916 and sported a 90 hp Curtiss OX-5 water cooled V8 engine. By 1918 a larger 150 hp Hispano-Suiza engine was installed to provide more power. The Curtiss Model 41 Lark was a commercial biplane manufactured by Curtiss Aeroplane and Motor Company that was used by pioneering airmail, airline and bush pilots in the 1920s. Patrica Airways operated a Lark for early bushplane operations. The aircraft flew with floats in warm weather, and skis in the winter. The aircraft was pressed into service as an early hearse once, with the cargo needing to be seated upside down in the open seat and secured with haywire.

Friday, March 12, 1926) - AIR SERVICE FOR RED LAKE DISTRICT - Company is Formed and Flying Boat and Cruiser Purchased - Red Lake, which was brought within one and half hours of the outer world on March 3, 1926 when the first airplane flight was made in from Hudson, as compared with from ten to twelve days previously, made with dogs, is to have an even better service with the formation yesterday of the Elliot Fairchild Air Service and the purchase of one aeromarine, seven passenger, all metal flying boat, together with a large deluxe cruiser passenger boat. Jack V. Elliot who inaugurated the original service with two machines, spent yesterday in Montreal making arrangements with the Fairchild Aerial Surveys Company of Canada Limited, with the result that a company has been formed and a charter applied for. To date there has been a daily service into Red Lake from Hudson, three planes being in operation and carrying two passengers and 500 pounds of baggage each. They cover the 140 miles separating Hudson and Red Lake in one hour and a half. Air mail is carried from Hudson, the post office address for Red Lake being via Rolling Portage, Ontario. Stamps for the air-mail service may be purchased from the post offices at Hudson (Hudson being the rail road station and Rolling Portage the post office address). Toronto. Winnipeg, Montreal, Ottawa. North Bay, Sudbury, Cobalt, Haileybury and Timiskaming. When navigation opens about May 1, a boat service is to be provided from Hudson to Pineridge, two-thirds the distance from Hudson to Red Lake, and the large flying boats will take passengers, mail and express freight the balance of the distance into Red Lake. Heavier packages and canoes are to be taken in by Indians, who will be brought back by airplane. The passenger cruiser, which has been purchased for the boat service, will have three staterooms with sleeping accommodation for 16 and day accommodation for 50, the journey by water taking seven or eight hours. It has been planned to erect a broadcasting station at Red Lake, Hudson and on the boat so that communications may be kept up between these three and the outer world at all times. Tuesday, June 29, 1926) - RED LAKE MAIL SERVICE - F. E. Davidson of the Patricia Air Service into Red Lake, made an announcement this morning that starting today all mail will be carried into Red Lake via Sioux Lookout instead of via Hudson. All letters should bear the mark "Via Sioux Lookout." The Elliot Fairchild service has been carrying mail since March 20th. From now on the Patricia Air Service will be permitted to issue their own postage stamps. The government intends to redeem the old Elliot-Fairchild stamps but in the meantime old stamps are good for carriage over the Patricia Air Service. The new Patricia stamps can now be purchased at post offices for 25 cents apiece. The Patricia Air Service makes the trip from Sioux Lookout to Red Lake in about 60 minutes. The postmaster has granted the company permission to issue these stickers in future, and they can be procured at any post office for 25 cents apiece. The old Elliot-Fairchild stamps are being redeemed, but can still be used for letters. In future letters to Red Lake should be marked "Via Sioux Lookout." I really wanted to secure a photo of Tucuman Parrot so I carefully approached this one which was silhouetted against a burning white sky. Even at +1 EV the bird was basically black until I pulled detail and colour out in Lightroom. After getting this image I pushed my way slowly uphill through fairly thick brush until I was level with the target, framed beautifully against the lake. I took a deep breath, paused and was about to take the best picture of Tucuman Parrot ever, when another parrot slammed into this one and they were both gone in an instant. I actually teared up in frustration.

A series of electronically controlled gates and doors made this the most secure entrance to Alcatraz. The door could only be opened from the bunkerlike control room. Here, behind three-inch-thick, bulletproof windows, a guard controlled teh entrance and the prison's arsenal of tear gas, pistols, rifles and submachine guns. Near the entrance are the weapon vaults, along with the offices for the warden, associate warden, and captain of the guard.
The main cell house on Alcatraz Island was the largest steel-reinforced concrete building in the world when it was built in 1912. Designed to hold up to 600 prisoners, it was the brainchild and pride of Major Reuben B. Turner, construction engineer and first commandant of the military. Central steam heat, skylights and electricity contributed to its reputation as a model, modern, facility.
Like any other structure on the island, construction presented challenges. Material and equipment had to be shipped in on barges. Mixing cement, the main building element, required fresh water not naturally available on the land. Labor was largely provided by unskilled inmates.
Like prisons within a prison, four free standing cellblocks stood within the cellhouse so that no cell adjoined an outside wall or ceiling that a prisoner might tunnel through. Before it assumed its role as a maximum-security lockup, tool-proof bars replaced the flat, soft-steel barriers of the military prison and gun galleries were built at either end of the two main cell blocks.
Alcatraz Island, a 22-acre island located 1.5 miles offshore in San Francisco Bay, has served as a lighthouse, a military fortification, and a prison. In 1972, the island often referred to as The Rock, became a national recreation area operated by the National Park Service as part of the Golden Gate National Recreation Area (GGNRA) and is currently open to tours.
The island was first discovered in 1775 by Spaniard Juan Manuel de Ayala, who charted the bay and named it "La Isla de los Alcatraces," or "The Island of the Pelicans." The island's earliest recorded owner is Julian Workman was the island's earliest recorded owner, given it by Mexican governor Pio Pico in 1846 to build a lighthouse. Following the acquisition of California in 1848, the United States fortified the island for positioning of coastal batteries. When the civil War broke out in 1861, the island mounted 85 cannons (increased to 105 by 1866) and served as the San Francisco Arsenal. Alcatraz never fired its guns but was used to imprison Confederate sympathizers. In 1867, a brick jailhouse was built and in 1868, Alcatraz was designated a long-term detention facility for military prisoners--a role it prominently played during the Spanish-American War.
After the 1906 Earthquake, civilian prisoners were transferred to Alcatraz, and the facilities were slowly expanded at the beginning of the century. Construction on Major Reuben Turner's huge concrete main cell block was completed in 1912. The Fortress was deactivated as a military prison in 1933 and transferred to the Department of Justice, becoming a Federal Bureau of Prisons federal prison the following year. During its 29 years of operation, the penitentiary claimed no prisoners had ever successfully escaped--36 prisoners were involved in 14 attempts; 23 were caught, six were shot and killed, and three were lost at sea and never found. Alcatraz held such notable criminals as Al Capone, Robert Franklin Stroud (better known as the "Birdman of Alcatraz"), George "Machine Gun" Kelly, James "Whitey" Bulger, and Alvin "Creepy Karpis" Karpowicz (who served more time at Alcatraz than any other inmate).
Far more expensive to operate than other prisons, Alcatraz was closed on March 21, 1963 by Attorney General Robert F. Kennedy. From 1969-1971, the island was occupied by a multi-tribal group of Native Americans, culminating in the Trail of Broken Treaties.

Joel Parkinson Leads ASP Top Stars in Assault on Rip Curl Pro Bells Beach Round 1
BELLS BEACH, Victoria/Australia (Wednesday, April 20, 2011) – Today marks the commencement of the 50th Anniversary of competition surfing at Bells Beach as Round 1 of the 2011 Rip Curl Pro Bells presented by Ford Ranger got underway in clean four-to-six foot (1.5 - 2 metre) surf.
The Rip Curl Pro Bells Beach, the second stop on the 2011 ASP World Title season, enjoyed consistent surf throughout the day as the world’s best surfers unleashed a barrage of high-performance ripping on the classic canvas of Bells Beach.
Joel Parkinson (AUS), 30, 2009 Rip Curl Pro Bells Beach Champion put in a sensational performance this afternoon, electing to sit up at Rincon to secure the day’s highest scores.. Parkinson locked in the highest wave score and the highest heat score of the opening day of competition scoring 17.74 (out of a possible 20.00) to advance directly through to Round 3 of competition.
"I fell off twice on the bowl," Parkinson said. "It was really hard to ride. Then CJ (Hobgood) went across to Rincon and got a score, so we followed him over and it worked out for me. It's great to get that opening heat win, especially at Bells. You never know what conditions you're going to get in a heat, so to be able to skip round two and maybe get a day off is a huge advantage."
Kelly Slater (USA), 39, reigning 10-time ASP World Champion and defending event winner, was clinical in his attack in his Round 1 heat. Slater had his fellow competitors Adam Robertson (AUS), 28, and Kai Otton (AUS), 31, on the ropes only minutes into the heat, scoring an impressive 16.00 (out of a possible 20.00) on his opening two rides.
"I don't free surf out at Bells a whole lot," Slater said. "When the waves are good the comp is on and outside of that it's pretty crowded. So I'm still learning with each heat out there still, surfing against a guy like Robbo (Adam Robertson) you've got to watch where he's sitting, how far our and how deep."
Mick Fanning (AUS), 29, currently equal 13th in the hunt for the 2011 ASP World Title, went into today’s competition with renewed vigor after a shock early exit at the last event on the Gold Coast. The past two-time ASP World Champion came out and dominated his Round 1 battle over Tiago Pires (PRT), 31, and Gabriel Medina (BRA), 17.
"I'm stoked to get a good start," Fanning said. "It's been 10 years since I won here as I wildcard, I got close last year but Kelly Slater got me in the final. You want to win every event, but being the 50th Anniversary and so much history at this event, it's like the Wimbeldon of surfing, it's a hard one to win but it's the one everyone wants."
Alejo Muniz (BRA), 21, led today’s rookie charge, continuing his sensational run after the and equal 5th on the Gold Coast, and dispatching of fellow Brazilian Ranoi Monterio (BRA), 28, and Australian Adrian Buchan (AUS), 28 in this morning’s opening round heat.
"It's so good out there!" Muniz said. "This is my first time surfing at Bells and it's the most amazing place. It's got perfect rights, and it's the kind of wave that I love to surf. It's the best place ever, best waves, best weather and I love surfing in wetsuits."
Jeremy Flores (FRA), 22, bounced back after missing the Quiksilver Pro Gold Coast with a knee injury, to score a comprehensive win over Taylor Knox (USA), 39, and Cory Lopez (USA), 34.
"I wasn't very confident before the heat," Flores said. "But I got that first wave and did a big turn at the end and got a good score. I think that's what you need to do these days, finish the wave strong. My knee still isn't 100%, but I went for it and it's good to win. Big thanks to everyone at the Gold Coast Suns Football Club for helping with my knee, it's feeling much better now."
Stu Kennedy (AUS), 21, scored a last minute wildcard into the event and caused the upset of the day, eliminating 2010 ASP World Title runner-up Jordy Smith (ZAF), 23, and Dusty Payne (HAW), 22.
"I've been coming here for years," Kennedy said. "I won a Pro Junior here in 2008 and I know where to sit. I don't think Dusty and Jordy know the break as well as I do so that helps. I've been up since 3am because I'm jet-lagged from coming home from Scotland. I woke up with a bunch of energy it's my shaper's birthday so I woke him up at 5am to go surfing. I had to win my heat for him for his birthday."
When men’s competition resumes, up first will be 2010 ASP World Runner-Up Jordy Smith (ZAF), 23, up against Trials Winner Adam Robertson (AUS), 28, in the opening heat of Round 2.
Following the completion of the men’s Round 1 today, the ASP Top 17 hit the water for Round 1 of the Rip Curl Women’s Pro Bells Beach presented by Ford Fiesta.
Stephanie Gilmore (AUS), 23, reigning four-time ASP Women’s World Champion and defending three-time Rip Curl Women’s Bells Beach winner, returned to her winning ways today, after bowing out early at the last event, the Roxy Pro Gold Coast.
"My first two years on tour I didn't have great results on the Gold Coast," Gilmore said. "I always bounced back at this event and then finished the year well, so hopefully I'll do that again this year. The Gold Coast was a fine showing of what women's surfing is up to now and everyone has to try and keep up. It really pushes me and I think anyone who wins an event from now on will be a very deserving winner because of that fact."
Pauline Ado (FRA), 19, the French rookie caused the upset of the women's event, defeating current ASP World Title front runner Carissa Moore (HAW), 18, in a nail biter of a heat.
"I'm really happy, I had a lot of fun out there," Ado said "I got one of my good waves in the first few seconds so after that I felt confident and knew I could be more selective and wait for the right wave. A heat against Carissa is always a tough one, so I'm really stoked to win."
When women’s competition resumes, up first will be Paige Hareb (NZL) and Jessi Miley-Dyer (AUS) in the opening heat of Round 2.
Event organizers will reconvene tomorrow morning at 7am to assess conditions for a possible 7:30am start.

STERILE AREA –
RAF Barnham Nuclear Weapons Storage Facility was heavily secured and at the time was probably one of the most secure locations in the United Kingdom. The security element was the responsibility of the RAF Police (RAFP). Personnel from differing operating periods at RAF Barnham have stated that there were up to three varieties of RAF Police specialisations working at the site: 'Provost' 'Station' and 'Qualified Police Dog' (dog handlers).
As well as a standard outer fence and main gate picket post, the facility included an inner perimeter fence and within that an inner concrete wall with another picket post. The area between these two latter perimeters was classed as ''sterile'', with trip wires and flares in the gap between them and atop the wall, to alert the guard force to intruders. Pole-mounted lighting was positioned at regular intervals within the sterile area and halfway between the towers was a V-shaped bulge in the fence to allow patrolling guards the ability to look up and down the fence line from a small path that ran within the area. A telephone post was located at these bulges.
Two electric sliding gates at the outer and inner fence and a traditional style split middle wire gate acted as ''vehicle traps'' for any vehicle driving in or out. At the front sliding gate was a personnel turnstile controlled by the RAFP guardroom. At the rear sliding gate was personnel access to the inner picket where flammables and other contraband (matches, cigarettes, lighters etc) were surrendered before entering the ''Danger Area''.
RAFP Dog Handlers patrolled the site and the RAFP station staff manned the watch towers and pickets. The area between the outer and middle fence was patrolled by the Dog Handlers, with elements of the outer perimeter reportedly just spools of barbed wire.
Five Watch Towers, one at each point of the pentagonal fence, were located on the inside of the middle fencing when the site was decommissioned. These were accessible along the path within the sterile area near the fence line, some elements of which are still visible under the moss and foliage. A 6th vantage point was located on the maintenance building towards the centre of the compound. Each tower could see the others at the time of operational use (trees get in the way now) and were fitted with searchlights at a third of the way up and right at the top, possibly similar to those used on ships. It has been reported that the angle of the lights had to be limited as the Officer Commanding RAF Lakenheath had made complaints that his pilots were getting dazzled by RAF Barnham's watch towers.
The existing tall metal towers were believed to have been installed in late 1959/early 1960. Prior to this there were wooden ones, described as being pretty basic and about 15ft high, with a base around 6ft square with a large searchlight mounted in the centre which could be swung almost 360° in either direction. Access was reportedly by a wooden ladder and there was a single railing round about waist height. There was a field telephone at the top of the ladder and ''special'' binoculars were issued. The platforms were in roughly the same positions of the new towers but on the inside of the concrete path. It has been reported by another source that when the new towers were built, the fences had to be modified to accommodate them, via a U-shaped cut-out, visible on the site today.
A former RAFP Dog Handler stated that before being posted to Barnham, you and more importantly your dog had to gain at least 90% in exams/tests, meaning they had some of the best personnel and animals in the trade. In comparison, the RAFP Station staff stated that they received no special training as such for the role. They did get sent on a special security course, but that it was of little relevance or use to RAF Barnham. They simply classed it as another security related job. Some have stated that they spent a lot of time on the range, with many of the Police being marksmen. It has been reported that the RAFP were issued automatic 9mm pistols towards the end of the site's operational period, replacing the Smith and Wesson .38 that had been in common use.
The shift pattern recalled by most RAFP personnel spoken to consisted of 9 consecutive shifts comprising 3 evenings (1500-2300), 3 midnights (2300-0700) and 3 days (0700-1500) which would then be followed by 2 days off. Approximately 14 Station staff were on shift, comprising of one Sergeant shift controller, one Corporal deputy shift controller and 12 others, some made up of National Service personnel. Therefore, with an off duty shift, this meant a guard force of around 56, plus all of the ''X'' flight staff (the term used for those involved with the weapon convoys), which had around 14 personnel. It was usually an hour on and an hour off on the old wooden watch towers. The Dog Handler shift patterns were (1800-0000) and (0000-0600), with no day patrols, around 8 dogs were on site at a time.
This and other RAFP sources have said that the security personnel knew very little about the goings on inside, even with the vantage points of the towers. It is reported that all movements were specially screened to be hidden from view, with even the large bombs themselves sheeted. One RAFP officer had even reported as quipping to a convoy commander about ''another glider'' coming in, making reference to the similarity between the ''Blue Danube'' pantechnicon and a glider trailer.

The Orion boilerplate test vehicle is secured in the well deck of the USS San Diego at the U.S. Naval Base San Diego in California. Orion was transported about 100 miles offshore for an underway recovery test. NASA and the U.S. Navy conducted tests to prepare for recovery of the Orion crew module, forward bay cover and parachutes on its return from a deep space mission. The underway recovery test will allow the teams to demonstrate and evaluate the recovery processes, procedures, hardware and personnel in open waters. During the testing, the tether lines were unable to support the tension caused by crew module motion that was driven by wave turbulence in the well deck of the ship. NASA and the U.S. Navy are reviewing the testing data collected to evaluate the next steps. The Ground Systems Development and Operations Program conducted the underway recovery tests. Orion is the exploration spacecraft designed to carry astronauts to destinations not yet explored by humans, including an asteroid and Mars. It will have emergency abort capability, sustain the crew during space travel and provide safe re-entry from deep space return velocities. Status: Resident along rocky coasts in the north and north-west of Ireland.

Identification: Large and heavy-built, with short neck, large head, long wedge-shaped bill. Birds seen in irregular - loose clusters. Males largely white with black belly, sides and stern. Head white with black crown, and pale green on sides of the nape.
Similar Species: Adult male is unmistakable. Females and immature resemble other duck species.
Call: Male with cooing display-call, and a far carrying 'a-ooh-e'.
Diet: They generally feed by diving in waters up to 20 m depth, feeding predominantly on mussels, other molluscs, crustaceans and echinoderms.
Breeding: Eider nest colonially on offshore islets, along low-lying coast, usually where the threat of mammalian predation is minimal. Eider seldom occur far from the sea throughout the year. They breed around the coast of Scotland and northern England and along the north and northwest coasts of Ireland. Up to 100 pairs have been estimated in Ireland.
Wintering: Occurs on shallow, inshore coastal waters, near estuary mouths mostly along the northwest and northeast coastlines.
Where to See: Belfast Lough in County Down and Outer Ards in County Down regularly supports almost 1,000 & 500 birds respectively. Lough Foyle in County Derry, Strangford Lough in County Down, Larne Lough in County Antrim and the Streedagh Estuary in County Sligo are other well-used wintering sites.
Physical characteristics
The Common Eider Somateria mollissima is the largest duck in the northern hemisphere. It weighs an average of 1 800 g, but its weight can vary from 850 to 3 025 g depending on race, sex, and time of year. There are four Common Eider races in North America; subtle differences in body size and bill structure distinguish each race from the other.
The plumage of the Common Eider varies considerably. It passes through several stages while the bird is growing to maturity, and after the bird reaches adulthood at about three years old, the plumage alternates between two colours each year as a result of moulting, or the replacement of old feathers with new. In addition, the male's plumage differs from the female's.
Between the ages of three weeks and three years, male Common Eiders moult their feathers eight times, changing their colour from a juvenile blackish brown to an adult olive-brown and white in winter and a striking black and white, with a small area of light emerald green on the back and sides of the head, during the breeding season. Changes in female plumage are less dramatic: from a juvenile blackish brown, the duck becomes rusty-to-tan. The female's summer colours provide good camouflage in the vegetation and rocks of the offshore islands on which she breeds.
Common Eiders can live 20 years, one of the longest lifespans among sea ducks. However, the expected lifespan for eider populations which are heavily harvested may be much shorter.
Habitat
Of all sea ducks, the Common Eider is the most closely tied to marine habitat. It lives in arctic and subarctic coastal marine areas, where it frequents coastal headlands, offshore islands, skerries, and shoals. The Common Eider rarely leaves the water in the winter, and some races remain as far north as there is open water. The seven races of Common Eiders have different breeding ranges. In North America the southern race Somateria mollissima dresseri breeds from Maine to Hamilton Inlet on the Labrador coast; the northern race Somateria mollissima borealis breeds from northern Labrador to Ellesmere Island in the eastern Canadian Arctic; the Hudson Bay race Somateria mollissima sedentaria remains all year within Hudson Bay; and the Pacific race Somateria mollissima v-nigra breeds from Coronation Gulf in the MacKenzie District of the Northwest Territories to the south side of the Alaskan peninsula. Three subspecies are found outside North America: one in northwest Europe, one in Iceland and a third in the Faeroe Islands north of Great Britain.
The Common Eider belongs to the sea duck tribe (Mergini), which contains closely related ducks, all of which use marine habitats to some degree. The King Eider Somateria spectabilis, Spectacled Eider Somateria fischeri, and Common Eider all belong to the same genus, and hybridization is known to occur between Common and King Eiders. Eider ducks are gregarious, travelling and feeding in flocks numbering from tens to thousands.
Other details
This mainly marine species is breeding on arctic islands, in the north-west and extreme east of Eurasia and in North America. Some populations are sedentary. Others are migratory, wintering mainly in Denmark, northern Germany and the Netherlands, but reaching the Atlantic coasts of France. A few birds are seen in Central Europe and the western Mediterranean. The population of north-western Europe is totalling 1.7 to 2.3 millions of individuals (Scott & Rose). A few birds also reach Greece. They probably belong to a small population inhabiting the Ukrainian shores of the Black Sea
Feeding
Eiders feed during the day by diving to the bottom in waters from 3 to 20 m deep to take mussels, clams, scallops, sea urchins, starfish, and crabs, which are swallowed whole and crushed in the large gizzard.
In winter, when daylight is short, more than half the daytime hours are spent in feeding. The ducks feed in shoal waters off headlands and offshore islands and skerries. Flocks move together at the same rate, the ducks at the front of a flock diving first and the rest following sequentially. After 15 to 30 minutes of intensive feeding, flocks move offshore to rest, preen, and digest the contents of the gullet. The feeding sequence is then repeated.
During spring migration, and when the eider ducks arrive near their breeding places, much time is spent feeding, and the birds accumulate fat. These stores are particularly important for the breeding females, or hens, which rely on the reserves through the incubation period. Unlike many ducks, the hen does not feed once she starts sitting on her eggs. The young apparently eat insects during their first week of life.
Conservation
This species has a large range, with an estimated global Extent of Occurrence of 100,000-1,000,000 km². It has a large global population estimated to be 2,500,000-3,600,000 individuals (Wetlands International 2002). Global population trends have not been quantified, but the species is not believed to approach the thresholds for the population decline criterion of the IUCN Red List (i.e. declining more than 30% in ten years or three generations). Breeding
Eiders return to the breeding islands along the northern coasts as soon as shore-fast ice or pack ice starts to dissipate. Many eider ducks are paired when they arrive on the breeding grounds, although some pairing occurs there. Some races remain paired for several years, others do not. Courtship is very intense in spring, with males making displays for the females which include the upward tossing of the head, cooing, neck-stretching and wing-flapping. Courtship continues after pairing in order to maintain pair bonds.
Some female eiders may breed in their second year of life, but males do not breed until they are three years old. Many females will not breed in some years. Common Eiders breed mainly on small offshore marine islands or isolated spits and points that are free of mammalian predators. Within a couple of weeks of arriving at the breeding grounds, the birds make prospecting flights and visits to choose a suitable nesting place. Often females will use the same nesting site for a number of years, while others choose new nest sites each year. They nest in early summer in dense colonies of tens to 10 000 or more; nesting starts progressively later as one proceeds farther north. There is one brood per season.
Only the female prepares the nest. In some races, the male stays with the female for a while; in others, he does not. When he remains, the male defends the female from other eiders and from gulls and ensures that she does not mate with other males.
The female begins laying the eggs a couple of days after the nest is ready. There are usually four or five eggs per nest, and generally, one egg is laid per day. When the second or third egg has been laid, the female lines her nest with down plucked from her body. While laying the egges, some females will leave the nesting colony, possibly to feed before they return to the nest to incubate, or sit on the eggs, continuously. Once incubation begins, the female only leaves the nest for a little as five minutes every two or three days to drink, but not to eat. During early egg-laying, if the male is still in the vicinity, he accompanies the female on her breaks. By mid-incubation, most males have left the colony on their moult migrations. Incubation lasts from 21 to 24 days, and about 50 to 70 percent of the eggs hatch successfully.
The downy newborns leave the nest within 24 hours, and they feed themselves. Within one hour of entering the water, they can dive competently. Young first fly when they are 60 days old. Generally, few survive to fly; many are lost to predators, exposure, or starvation in their first week of life. In good years, one duckling per adult pair may survive for the fall flight. On the other hand, adults are often long--lived, and estimated annual survival rates vary from 80 to 95 percent. This low reproductive success, which is compensated by high adult survival, is very characteristic of eiders and other sea ducks such as scoters and Long-tailed Ducks. Most other ducks breed more successfully but lose 40 to 50 percent of adults each year.
The mother's relationship with her ducklings ends when she leaves for the moult migration in the autumn. In the fall migration, groups of young may travel together and arrive before the adults on the winter range.
Migration
Migratory, partially migratory, and dispersive. In north-west Europe, major moult migration considerably affects picture of normal migration. Breeders and immatures leave nesting grounds for annual moult in German Waddenzee area, leaving ducklings in care of small number of adults which moult locally. First move June, probably mostly immatures, adults following July; some movement as late as September, especially from east. Waddenzee moulting place for virtually all Shelduck in north-west Europe, except for several thousand which moult in Britain, notably in Bridgwater Bay, south-west England. When moult completed, autumn migration begins in rather leisurely fashion. For breeders of Netherlands, Britain, and Ireland, this entails return to breeding areas. Breeding populations from areas to east of moulting grounds winter around coasts of southern North Sea, west France, and to some extent Britain and Ireland; many thousands remain on moulting grounds. Those wintering outside their breeding areas begin return March. Breeding populations of south-east Europe mainly sedentary, flocking in winter, moving only if bad weather. Those breeding Volga area and Ural steppes migrate to Caspian, where join resident breeders. South of main wintering areas, small numbers occur fairly regularly Iberia, Mediterranean basin east to Nile valley and Middle East.
