According to SPARC web site, the "mural addresses the ever-growing anti-immigrant sentiment in our country and in the world." It was created by a group of invited, but unnamed, graffiti artists.

St.Petersburg Aircraft Repair Company (SPARC) at St.Petersburg-Pulkovo (LED/ULLI) on June 30, 2005. This refurbished Mil Mi-17-1V (cn 93045/030-45) was photographed ready for delivery to the new Iraqi Air Force, with no visible tail number. But the delivery was rejected by Iraq, according to the Helicopter DataBase. So it ended up flying with the Polish Army Aviation, now with tail number "6101".
