The resistor on bottom failed (mostly shorting) causing the extruder to no longer heat up.
This failure was not visible without removing the resistor.
I soldered in the replacement resistor, and the lulzbot is back in business.
It's not all that unusual to find repairs around the horizontal output transformer or tube (HOT). The replacement resistor fell off when I touched it due to some very poor soldering. The socket is in bad shape too. I may need to replace it.
