The Howard A. Hanson Dam currently has reduced flood storage capacity due to river sediments being imprisoned for 50 years behind the cement fortress. The dam shows signs of leakage and with our changing climate, storms will be more frequent. This has led the city of Kent to call for an increase in flood protection at the Earthworks, Mill Creek Canyon Park.

How will this affect the half-a-century old ecosystem that has grown in this park?

"It doesn't make sense to take out an artwork of that success to suit our current needs," Kent's visual-arts coordinator, Cheryl dos Remedios said. “Things change. But whenever we have alternatives for preserving the original design, we should do so."

As a way to explore reducing future premiums on Delaware’s Health Insurance Marketplace, the Senate and House approved Senate Concurrent Resolution 6, which urges DHSS Secretary Dr. Kara Odom Walker and Gov. Carney to apply for a federal waiver to create a reinsurance program. Last week, Secretary Walker testified before the Senate and was in the chamber when the House took up the measure. SCR 6 passed both chambers and automatically went into effect.

 

If a State Relief and Empowerment Waiver under Section 1332 of the Patient Protection and Affordable Care Act is approved by the federal government, Delaware could create a program fund to provide capital to operate and administer a reinsurance program.

 

More than 22,000 Delawareans have coverage through the health insurance marketplace, and more than 80% of enrollees are eligible for financial assistance to help pay monthly premiums. But only one insurer sells plans on the marketplace, and Delaware has some of the highest premiums in the country, leading to many high-deductible plans and co-pays. Delawareans who are not eligible for federal financial assistance struggle even more to pay monthly premiums or they forego having coverage entirely.

 

Under a reinsurance program, reinsurance companies help insurers spread out their exposure to risk in the form of large medical claims. Insurers pay a part of the premiums they collect to the company, and the reinsurance company agrees to cover losses on claims above a certain high limit. That would help to bring down the cost of marketplace plans for everyone. To read Senate Concurrent Resolution 6:

Weston Bike Night 04 07 2013

 

This weekly Thursday meet during the summer is based at the sea front in the sea side resort of Weston Super Mare, North Somerset, UK.

 

It is organised by the Riders Branch of the British legion, all bikes donate £1 to enter and all proceeds go the charity "The Poppy Appeal".

 

This image can be obtained for a donation of £5 per image, the full image will then be e-mailed to you.
