B.C. recognized 19 local crime fighters today with Community Safety and Crime Prevention awards, including an 88-year woman, a police officer who started a youth wrestling program, and a doctor who teaches students about sexual exploitation.

 

Attorney General and Minister of Justice Suzanne Anton congratulated the winners at the 16th annual Ministry of Justice Community Safety and Crime Prevention Awards, held in Burnaby. Each year, the awards are given to people and organizations for their courage to stand up to crime and exemplary leadership in community safety and crime prevention.

Nick Herbert MP gives the keynote speech of the day.

  

Police Minister Nick Herbert has told a national conference in Greater Manchester how restorative justice - being delivered by such forces as GMP - is a key element of the Government’s ‘Big Society’ programme.

In a speech to the ‘Restorative Justice, Policing and the Big Society’ event held at Manchester’s Ramada Jarvis Hotel yesterday (Wednesday 16 February), Mr Herbert told representatives from police forces, criminal justice agencies and other organisations: “I am very encouraged by the way restorative justice is being applied. At least three-quarters of police forces are using it was part of their neighbourhood policing.

 

“Offending must always have consequences, but those consequences should not just be punitive, but also about making good, about repairing and paying back to the victim and to society. That is what restorative justice can deliver - a criminal justice service that never stops thinking about the interests of the victims.

“In recognising the interests of the victims and the power of the community to effect restoration, and in some cases reparation too, we are describing what the Big Society is about.”

Restorative justice puts victim satisfaction at the heart of resolving incidents, making offenders directly accountable to victims of crimes such as criminal damage, minor assaults and shoplifting. Working with police and community-based organisations, victims can decide whether the offender should be subject to the traditional arrest and charge approach or asked to put matters right in a way the victim suggests. Examples have included vandals cleaning up graffiti, written apologies, compensation and even visits to police cells to show how harsh life behind bars is.

Since its launch in May last year, GMP officers have been involved in making more than 1,000 restorative justice disposals.

Assistant Chief Constable Garry Shewan, who is also ACPO lead on restorative justice, opened the conference, saying: “In Greater Manchester there is too much pain and misery created through cycles of crime and antisocial behaviour. We have to do more to reduce the level of re-offending, but, importantly, we have to do more to involve and empower our communities. Restorative justice has been shown to work…it helps restore the confidence of victims and communities.”

The one-day conference was jointly staged by the Association of Chief Police Officers and the Restorative Justice Council.

Innovative Restorative PT for Soldiers on profile

YONGSAN GARRISON - Two Soldiers on Camp Humphreys have developed a program for use by Soldiers on profile.

 

Sgt. 1st Class Darin Elkins and Sgt. 1st Class Ryan Murphy, physical therapy technicians with the 65th Medical Brigade, have identified several exercises and created routines that enable just about every Soldier who has a physical limitation to perform Restorative Physical Readiness Training (RPRT).

 

Elkins had observed several profiled Soldiers who were unable to perform many of the exercises due to the way the profiles were written.

 

Starting in June, Elkins started pulling those Soldiers aside and talking with them and identifying what they could do within the limitations of their profiles and then initiated a regular Restorative Physical Readiness Training Program. Since then, he and Murphy have been working to grow the Restorative Physical Readiness Training to the entire brigade, with a goal of implementing the Restorative Physical Readiness Training Program Armywide.

 

“As physical therapy technicians, we are familiar with modifications to movements to maximize the use of extremities and core stability. Thus, it was natural to recognize these exercises as rehabilitative exercises,” Elkins said.

 

The Restorative Physical Readiness Training addresses acute injuries by addressing the three phases of healing: Inflammatory, proliferation, and remodeling. Since the phases of healing are addressed at the onset of the program, Elkins and Murphy can make a good assessment of the profile and modify some of the basic movements to help with healing and get all Soldiers moving in the direction of physical readiness.

 

The focus of the 65th Medical Brigade Restorative Physical Readiness Training is to address acute inflammation, increase range of motion, build strength, increase cardiovascular endurance, and prevent further injuries. All of this is being achieved without having to run in ability groups from one point to another or to count repetitions of a specific exercise.

 

“We are able to conduct aggressive interval training within the limits of the Soldier’s pain tolerance by focusing on proper body mechanics,” Elkins said. “The idea is to allow the Soldiers to see how the exercise should be performed nd then make modifications from that exercise to achieve a good rehabilitative and therapeutic workout.”

 

The plan is to open this Restorative Physical Readiness Training Program to as many Soldiers that can attend. “Right now, we are focused on Yongsan, due to the limitation on qualified Restorative PRT instructors, but I envision a Train the Trainer Program and then we will set our sites on going Armywide,” Elkins said.

 

Restorative Physical Readiness Training sessions will be conducted on Field Number 5 from 5:30 a.m. to 7 a.m. on Mondays, Wednesdays, and Fridays.

SUDDEN DEATH.

A man named George Warren, a Polish Jew, died very suddenly yesterday evening. It appears that Warren was proceeding up Victoria-street, and when opposite Oxford Hotel he was observed to fall suddenly on the pavement. Some bystanders picked Warren up and carried him into the hotel. It was at once seen that the unfortunate man was suffering from a fit. As the man was evidently in a serious condition, a cab was forthwith procured and the man was driven to the residence of Dr. Hooper, in Hobson-street. Fortunately that gentleman was at home, and as the man was then too bad to move, Dr. Hooper went out to the cab and administered restoratives to him. The doctor also attempted to give the man some brandy in order to revive him, but the attempt was useless, and the unfortunate man died while yet in the cab. The body was then removed to the morgue, and as Dr. Hooper was not quite certain as to the cause of death, it was decided to hold a post mortem examination.

At 2.50 o'clock to-day an inquest was held at the Pier Hotel, when Dr. Philson officiated as coroner. Sergeant Kiely was present on behalf of the police.

An inquest was held on Saturday afternoon, at the Pier Hotel, Albert-street, before Dr. Philson, coroner, and a jury of whom Mr. Arthur Eyre was chosen foreman, concerning the death of George Warren, the man who died in a cab in Hobson-street, on Friday night last, while in a state of unconsciousness, the particulars of which we briefly published in our issue of Saturday last. The jury having been duly sworn, and viewed the body, the following testimony was taken:—

Patrick Rooney, sailor, deposed that he resided at the Blue Post, Auckland, at present, and had known deceased since Christmas. Deceased was a cook, witness believed. Could not tell what countryman deceased was, but deceased had told witness he belonged to the United States. Could not say what his age was, but thought about 35 years. Witness last saw deceased alive on Friday evening, June Ist, at about half - past seven o'clock, in Victoriastreet, opposite the Oxford Hotel, and then in the cab in front of Dr. Hooper's in Hobson-street. Deceased and witness were walking together along Victoria - street, when suddenly deceased fell. Witness heard his head strike the pavement, Deceased had uttered no complaint. Witness had been in deceased's company from two o'clock on Friday afternoon. They visited one or two hotels, and the Greyhound Hotel, in Queen-street, where they had a glass of beer each. They then parted. Witness next saw deceased again about five p.m. in Queen-street. Both then went toether to Mrs. Cox's boardinghouse, in Patterson-street, Freeman's Bay. They had tea there. After tea they left the house, and walked up Victoria-street, and when opposite the Oxford Hotel, on the other side of the road, deceased fell. Witness picked deceased up at once. Deceased was not able to stand. Witness sat him up on the pavement, and although witness spoke to deceased the latter never replied. Witness gave a boy sixpence to go across to the hotel and get a glass of brandy, and he did so. Witness tried to give deceased some brandy, but could not say whether he swallowed any. They then carried deceased across the street to the Oxford Hotel. Deceased breathed heavily. The landlord suggested that the man should go to the Hospital, and a cab was got, and witness put deceased into it. They started for the Hospital, but on the way witness told the cabman to drive to a doctor's. They went to Dr. Hooper's residence in Hobson-street. Dr. Hooper came out and went into the cab to him. It was dark at this time. Dr. Hooper said the man was dying, he thought. The police came up and took charge of deceased, with Dr. Hooper. Witness was sober, and so was deceased.

Sarah Cox deposed she was widow of the late John Cox, sawyer, and kept a boarding-house in Patterson-street, Freeman's Bay. Witness had known deceased about eight months. Witness believed, having heard it, that deceased was a native of Canada. He had no employment while at witness' house. He "looked" for work. He never complained of being ill appeared to be healthy ; ate his food well, and slept well. He had not paid for his board, but owed for it all. He told her he was expecting money that was owing to him for work done at Ohora. Witness last saw him at half-past seven o'clock on Friday evening, when he had tea with the last witness. He appeared well then. Both were perfectly sober at that time. He had no luggage in her house, but had left it at his former lodging in Grey-street, at Mrs. Williams'. He was a quiet man, and was a cook.

Sergeant Kiely stated he did not know deceased. About ten minutes to eight on Friday, June 1, witness was on duty in Queen-street, when he was informed that a man was dying in a cab outside Dr. Hooper's, and witness was wanted at once. Witness went to the place immediately, but on arrival there Dr. Hooper told witness the man was dead. Witness then took charge of the body, and took it to the morgue. He searched the body and found in the pockets 5s 3sd in money, a memo, book, and sundry bills and receipts. Witness also produced a pint glass flask, containing half a pint of brandy, which he stated he had been informed was taken from deceased's coat pocket at the Oxford Hotel. There was no smell of liquor on the body. There was only a small cut on deceased's chin. It seemed recent, but there was very little blood about it, and witness understood it was caused when deceased fell down on the footpath.

Dr. John Henry Hooper said deceased was brought to the door of his residence in Hobson-street on Friday evening about half-past seven. He was at that time quite insensible, and moaning a good deal. He was propped up in the cab with his head hanging back. He was accompanied by Patrick Rooney. Witness saw he was dangerously ill, and thought he was dying. There was no pulse at the wrist. Deceased was helpless. Witness tried to administer some brandy and water, but deceased could not swallow. Witness then got some strong ammonia and placed it under his nostrils, but without any effect. Witness stayed with him till he died, which was a little before eight o'clock. There was a small wound on the chin, but no other marks of violence on the body. Witness had made a post mortem examination of the body, which was very muscular and in good condition. There were no marks of violence on the body except the chin wound. Witness first opened the chest. Deceased looked like a foreigner or Portuguese. He was not a Jew. Both lungs were quite healthy, but the pericardium containing the heart was full of blood. This proceeded from the rupture of a small aneurism of the ascending artery close to the heart. The rupture was small, which witness thought accounted for his living so long as he did. The blood seemed to have oozed. The rupture was about an eighth of an inch in diameter. There were several patches on the valves, and the heart was of abnormal size. The other organs of the body seemed healthy. The stomach was full of half-digested food—meat, potatoes, onions, etc. Deceased had evidently had a good meal. There was no smell of alcohol. The liver was all right. Witness thought the cause of death internal hemorrhage from the rupture spoken off. In reply to a question from the foreman of the jury. Dr. Hooper said it was quite possible for him to go about with such a rupture and think himself in good health. Numbers of people walked about with larger ruptures and did not know anything was the matter with them, and they fell down dead suddenly.

The jury returned a verdict "That deceased had died from natural causes."

2016年8月3日,總統蔡英文向原住民道歉,並承諾要推動原民轉型正義。歌手巴奈回憶,兩年前蔡英文親自和她說,「我答應妳,如果現在法律不夠用可以再生」,既然這樣,為何再生一個保護原民權益的礦業法這麼困難?她兩年前天真地以為終於等到正義了,但為了等待蔡英文落實承諾,夜宿凱道524天,現在她要為蔡英文貼上騙子的標籤,「因為這兩年來我們又受騙了」。

轉眼已過了兩年,相比不當黨產委員會的豐碩成果,原民轉型正義成果幾近於零,原民團體 #凱道部落 今(31)日到總統府前的凱道抗議,怒批蔡英文是騙子,要求「原住民族歷史正義及權利回復條例」儘速通過、修正「原住民族土地及部落範圍土地劃設辦法」,及原民會主委夷將‧拔路兒下台。

巴奈表示,她的海嘯巡迴100場演唱會已來到32場,她會繼續告訴每個人,「蔡英文做不到的,我來做」,為什麼原民到現在還要被繼續犧牲,這不是平等、公義的國家該有的樣子,要還給原民正義,現在就要開始。
