Al igual que otras “pukarás” o fortalezas, construidas a lo largo del Desierto de Atacama, Pukará de Quitor fue hecha de piedra, y estaba situada en una rocosa ladera rodeada de acantilados y cañones que serían casi impenetrables por los enemigos invasores.
El “Ayllu” de Quitor, personas que ocuparon el pukará, era un grupo pacífico y en gran medida sedentario, que hablaba la lengua Kunz y que cultivó hábilmente el áspero desierto hasta la conquista de los españoles en el siglo 16.
A pesar del ingenio arquitectónico de sus diseñadores nativos, Pukará de Quitor fue derrotado por los españoles en 1540 en una de las batallas finales de los atacameños.
