There appears to be no handlebar and stem on this bike but if you look closely you will see a black stem emerging upwards from under the fork crown attached to a pair of inverted bars.

Innovative or what! Remember these were the days before TT , Cinelli, ITM made special sets for lo-pro bikes and custom-builders/constructeurs just had to adapt what was available.

Later versions of this type of frame would have supports/stems either bolted into the crown itself..or brazed on to it.
