The learned counsel represented for the applicant .This is an application for renewal of regular permit in respect of the S/C KL-33-E-5760 on the route Nedumkandam - Kottayam (Via)Thookupalam Kochara, Puttady, Kumily, Mundakayam, Ponkunnam, Kottayam, Gandhinagar as LSOS.The application for renewal of regular

 

permit was rejected by RTA on 21/03/2013 vide tem No.42 since the route length is above 140kms. Honorable STAT in MP No.577/13 in MVAA 186/13 has directed to reissue temporary permit until final orders are passed in this MVAA. So Temporary permit u/s 87(1)d was being issued by Secretary, RTA. The. Govt. has amended vide GO(P)

 

6/17 rule 2(oa) of KMV rule and as per the amended rule the maximum route length is 140 kms. So the permit holder has filed WP( C) and submitted interim order dtd.14/07/2017 of Honorable High Court directing to issue Temporary Permit

 

untrammeled by GO(P) 6/17 and 8/17. Hence Secretary RTA has re-issued the Temporary Permit for the period up to 13/03/2019. There is no changes in the existing

 

timings. Also filed for reconsider the renewal of regular permit in respect of this stage carriage the S/C KL-33-E-5760 for a period of 5 years.from 19/01/2015 to 18/01/2020.

   

RTA Idukki dated 29/01/2015 considered this application and sought concurrence from RTA Kottayam. There is no need for any concurrence from sister RTAs for renewal of permit In the light of the several judgment of Honarable High Court of Kerala( quashing the clause (4) of the modified scheme,8/2017 dated 23/03/2017) there is no legal impediment to renew this regular permit since it is issued prior to 09-05-2006 . Hence

The Bird Cage - c. 1910

 

Frederick Carl Frieseke (American, 1874 - 1939)

 

By the summer of 1910, when “The Bird Cage” was probably painted, the Friesekes had been summering for five years in the village of Giverny, forty miles northwest of Paris, and Frieseke had staked his claim on the subject of the female figure outdoors, nude, or in costume. When weather permitted, he painted on the bank of the small river Epte or in the garden of the two-story house he occupied next to that of the distinguished elderly painter Claude Monet. Although hardly in competition with the extravaganza of florals displayed next door, the Frieseke garden, enclosed on three sides by high walls, offered an array of roses, clematis, passion vines, and hollyhocks as backgrounds for the artist's subjects.

Frieseke's wife, Sarah, posed for him wearing one of the old costumes they bought at the Paris flea markets. It is Sarah Frieseke, wearing the same dress, who figures in a larger painting representing the theme of a woman and bird cage, “The Open Window” (private collection), which was widely exhibited in Europe and the United States, beginning with its appearance in the salon of the Société Nationale des Beaux-Arts in Paris in spring 1911.

 

The subject in The Bird Cage is probably Jeanne, a professional model who came from Paris to work for Frieseke and other American painters who summered in Giverny. The mores of Giverny would not have allowed for a woman from the village to model nude, that being a sophisticated urban phenomenon. Even the exposed shoulder of this model,whatever the design intention of the artist, proposes a degree of intimacy that, in 1910, hinted at the nude.

 

Design was indeed at the forefront of Frieseke’s intentions. “Repeated patterns of figural shapes, patterns on costumes, patterns on the curtains and coverings of furnishings, patterns of flowers and dappled sunlight were integral to his art” and placed his work squarely within the realm of Post-Impressionist aesthetics.(1) The choice of a square format serves to flatten the space depicted within its frame, further reinforcing the artist’s intention to treat the canvas as a series of shapes.

 

The brushwork is varied. Elongated strokes make up the lines of the gown, contrasting markedly with the daubs of yellow and blue in the background and the highly finished areas of the woman’s neck and arms. Only a slight profile of her face is revealed. The focus is her coiffure of side braids bedecked with flowers and her blue dressing gown accentuated by a sheer collar and cuffs. She represents a woman at home, surrounded by her beautiful but confining surroundings, much like the birds in the cage she holds.

 

By 1910 Frieseke's initial difficulties with painting outdoors, not the least of which are the racing changes in the subject as the sun moves, had been resolved. He approached the many design problems offered by his subject with absolute confidence. In “The Bird Cage” the drawing is graceful and accurate; the shimmering colors of turning leaves are vivid and convincing. Within this dazzle of color and the anomalous planes of fabric and foliage, the strength and volume of the model's body are inferred, while the viewer's eye is led to the tender details of sun spots, captive birds, and the transparent crimson of the fingers on her right hand as it touches the top of the hanging cage.

 

Even though Freiseke showed regularly in important group exhibitions in his own country, his commercial success in the United States lagged well behind the notice his work received in Europe. He had captured many prizes on both sides of the Atlantic and had been featured at the Eighth International Biennale in Venice in 1909, but it was not until 1912 that Frieseke was taken on by Macbeth Gallery in New York. “The Bird Cage”, consigned to Macbeth in January 1913, figured in the gallery's second Frieseke exhibition.

  

Born in Owosso, Michigan, to a family of recent German immigrants, Frederick Frieseke attended the Art Institute of Chicago from 1893 to 1896, at the time the city's World's Columbian Exposition was luring aspiring artists to Paris. After a brief period at New York's Art Students League, Frieseke embarked in 1897 for Paris, where he studied at the Académie Julian with Benjamin Constant and Jean-Paul Laurens and briefly at the short-lived Académie Carmen, established in 1898 by James McNeill Whistler. He began to exhibit at the Salon in 1899, and his early work, mainly of women posed in their dressing rooms, was soon being acclaimed in both Europe and the United States.

 

Although he visited the United States occasionally (for the last time in 1928), Frieseke made France his home. In 1900 he visited Giverny, the home of Claude Monet, where a colony of Americans,among them Theodore Robinson, John Leslie Breck, Willard Metcalf, and Theodore Butler,had explored landscape painting in the late 1880s. Frieseke soon became a prominent member of a circle of American painters there who shifted their focus from landscapes to figural themes. He married Sarah O'Bryan of Philadelphia in 1905, and the following year the couple purchased a house they called Le Hameau (the Hamlet) next to Monet’s immense house and gardens.

 

By 1905 Frieseke, under the influence of the French Nabis Pierre Bonnard and Edouard Vuillard, had turned to painting his models outdoors in brilliant sunlight. His figures retained their academically rendered solidity, but now his backgrounds adhered more to the French Impressionist manner of broken brushwork and dissolution of form. It was this style of decorative Impressionism that gave Frieseke and his colleagues Richard Miller, Louis Ritman, and Karl Anderson their niche in the American art world. Their first exhibition, at the Madison Art Gallery in New York, led critics to dub them the “American Luminists at Giverny.” Frieseke was particularly praised for his brilliant garden scenes and images of women in interiors, which began to take on a more monumental, somber air. He earned the grand prize at the Panama-Pacific International Exposition in San Francisco in 1915. He had already begun to exhibit with New York's Macbeth Gallery, which represented him for the remainder of his career.

 

In 1920 the Friesekes purchased a farm in Mesnil-sur-blangy, Normandy, where Frieseke lived, except for a short period in the 1930s, for the rest of his life. He continued painting domestic themes but also experimented with pure landscapes and still lifes.

Governor Josh Shapiro signed Executive Order 2024-04, creating the Pennsylvania (PA) Permit Fast Track Program to streamline the Commonwealth's permitting process for key economic development and infrastructure projects, increase transparency, and accelerate timelines to ensure state government delivers results quickly and efficiently. PA Permit Fast Track builds on Governor Shapiro's proven track record of improving the Commonwealth's permitting processes, reducing wait times for businesses, workers, students, and the general public - making Pennsylvania more competitive by ensuring the Commonwealth is moving at the speed of business.

 

The Executive Order directs the Office of Transformation & Opportunity (OTO) to lead the PA Permit Fast Track Program (Fast Track). OTO will be responsible for developing, managing, and coordinating permitting for complex and impactful economic development and infrastructure projects across government agencies and private partners in order to get project sponsors answers in a timely manner. The office will also work closely with project sponsors and oversee updates to the Fast Track dashboard, a publicly accessible online tool designed to ensure accountability for both state agencies and project sponsors. La gestión realizada a través de cooperación internacional y alianzas público – privadas ha permitido la movilización de recursos por más de $150.000 millones en los últimos seis años por parte de Prosperidad Social, los cuales han sido invertidos en acciones concretas para sumar esfuerzos hacia la superación de la pobreza en el país, por lo cual el Gobierno Nacional reconoció 11 iniciativas del sector público y privado que ejecutaron estas buenas prácticas.

 

Así se dio a conocer este miércoles durante el evento "Articulación para la prosperidad: intercambio de experiencias y buenas prácticas en estrategias conjuntas para la superación de la pobreza", en el que, a instancias de Prosperidad Social, se congregaron más de 100 representantes de los diferentes aliados que han desarrollado programas con la Entidad, y se realizó además un intercambio de experiencias sobre el trabajo conjunto.

 

Es así como, se han movilizado recursos de cooperación por más de $40.000 millones en 46 alianzas, convenios y planes de trabajo en los últimos seis años, a la par que se logró implementar el Mapa Social, herramienta innovadora que a través de una plataforma tecnológica permite conocer la oferta y demanda de un territorio específico para realizar inversión social eficiente. Las intervenciones han impactado las cinco dimensiones del Índice de Pobreza Multidimensional (educación, salud, niñez y juventud, vivienda y trabajo).

 

Así mismo, se han realizado 150 alianzas con el sector privado que han movilizado más de $110.000 millones desde 2014. En paralelo, se gestionaron recursos por $201.000 millones en donaciones que han llegado a 142 mil hogares en situación de pobreza, que han contribuido al mejoramiento de su calidad de vida.

 

Al respecto el director de Prosperidad Social, Nemesio Roys Garzón, manifestó: "Desde Prosperidad Social, en alianza con actores privados, cooperantes, la academia y la sociedad civil, trabajamos por gestionar iniciativas que propendan por la generación de capacidades y oportunidades en los beneficiarios y participantes. Sabemos que la población no está esperando proyectos que le apunten al asistencialismo pues ellos quieren ser protagonistas de su propio desarrollo".

Goose, duck, coot, and moorhen hunting is permitted on designated areas of the Refuge Complex subject to the following conditions or as may otherwise be posted. In addition, pheasant and snipe hunting is allowed on designated portions of the San Luis NWR.

 

- Hunters may possess not more than 25 federally approved nontoxic shotgun shells after leaving parking lot (the Merced NWR is 25 shells per day).

- Vehicles may stop only at designated, assigned parking areas.

- The dropping of passengers or equipment or stopping between designated parking areas is prohibited. - All permits must be returned to the check-stations immediately upon completion of your hunt, before using any tour routes or leaving the refuge vicinity.

- Use or possession of alcoholic beverages while in the field is prohibited.

- Hunters must possess valid hunting licenses, stamps, and area permits while in the field.

- Access to individual blinds and zones may be limited to those holding location-specific permits.

- Hunters are restricted to their assigned blind or zone, except to retrieve downed birds, place decoys, or to travel between the blind and the assigned hunter parking area.

- Loaded weapons are prohibited outside of assigned blinds within the spaced blind areas.

- At all times on the refuge, weapons must be unloaded (no ammunition in the magazine or chamber) when in a boat under power, in a vehicle, or on a bicycle.

- Within the free roam area, hunters may use only portable blinds, temporary blinds constructed of natural materials, or existing concrete barrel blinds.

- The construction of permanent blinds is prohibited.

- The cutting/breaking of woody vegetation is prohibited.

- All portable blinds, decoys, and other personal equipment must be removed from the refuge each day.

 

En un ejercicio que le ha permitido acercarse a 36 comunidades indígenas para ayudarlas a mejorar su calidad de vida en un marco de respeto por su cultura y sus costumbres, la Estrategia Unidos adelanta el acompañamiento a 2.296 hogares en Amazonas, de los cuales cerca de 2 mil, equivalentes a un 88 por ciento del total, corresponden a grupos étnicos asentados en los municipios de Puerto Nariño y Leticia.

 

Así se indicó en el marco de la visita de seguimiento que realizó el director general de Prosperidad Social, Nemesio Roys Garzón a la capital del departamento, en la que se reunió con el equipo regional de Prosperidad y cogestores de la Estrategia Unidos, que en Amazonas prevé dar la máxima cobertura a 4.211 hogares focalizados que están recibiendo la oferta social del Estado y mejorando sus logros en la búsqueda de la superación de sus condiciones de pobreza.

 

"Estamos haciendo el máximo esfuerzo para llegar a todas estas comunidades. Es así como en el Amazonas, a pesar de las distancias y las difíciles condiciones de acceso, estamos llegando con la estrategia de atención integral que les permita paso a paso, ir mejorando sus condiciones de vida", explicó el director Roys Garzón.

 

La Estrategia Unidos en Amazonas, cuenta con 23 cogestores, 15 de los cuales proceden de las etnias de las comunidades Tikunas, Witoto y Boras. Esta característica del modelo étnico ha sido especialmente importante no solo en este departamento sino en todo el país, para facilitar el contacto y hacer más efectiva la acción con las comunidades que por sus características y situación histórica hacen parte de los sujetos de especial protección en sus derechos - indígenas, afrodescendientes y rom -.

Our second state park the weekend before last was a Morrison-Rockwood State Park, about 20 miles north of Prophetstown and the neighboring community of Morrison. This is a standard Illinois reservoir park built mostly around fishing, though you can also rent paddle boats, and there are a few trails.

 

I took this picture at the dead end spur off the main park road as it ran along a little ridge above the reservoir below. I was glad to see the park so open to people who wanted to fish, though this would require one hell of a cast.

Dunque: da chi e in base a che cosa viene stabilita la nostra riconoscibilità nel mondo, considerando il fatto che siamo in grado di adattarci perfettamente ad altri tipi di contesti?

Qual è la nostra vera appartenenza?

 

“Permit of stay” è una serie di riproduzioni del permesso di soggiorno gettate a terra alla rinfusa, lungo due rampe di scale che lo spettatore è obbligato a percorrere. Il permesso di soggiorno è un simbolo forte dei limiti entro cui ognuno si muove, è un elemento attuale che disegna attorno ad un straniero una linea di confine ben precisa, dalla quale è difficile dire se si possa o no uscire.

 

Non solo possiamo osservare attentamente l’opera, da spettatori, ma interagiamo con essa, calpestandola, toccandola, raccogliendola e proprio allora ci rendiamo conto di essere entrati nella privacy dell’artista, di aver scoperto i suoi dati più personali invadendoli con la nostra presenza.

L’artista ci invita a riflettere sulle problematiche della convivenza sociale, sia a livello mondiale che personale.
