El Gobernador César Duarte Jáquez, acompañado por la Presidenta del DIF Estatal, Bertha Gómez de Duarte y autoridades legislativas encabezó el acto protocolario donde el Presidente del Comisión Estatal de los Derechos Humanos (CEDH), José Luis Armendáriz González, rindió ante el Pleno del Congreso del Estado su Informe de Actividades durante 2014.

 

Al dirigir un mensaje a los asistentes, Duarte Jáquez reconoció y destacó el trabajo del titular y consejeros de la CEDH, para hacer que esta instancia cada día tenga mejor presencia, mayor cobertura y mayores resultados en su gestión, como una institución que cada día tiene mayor capacidad de atención al reclamo de los ciudadanos en materia de derechos humanos.

 

Resaltó que el Informe presentado hoy, del cual dijo que llena de satisfacción y compromiso al Gobierno de Chihuahua, porque al transformar su marco y función legal, la CEDH mantiene una evolución positiva en la atención de diversos retos.

 

En materia penitenciaria los avances logrados por la administración pública estatal en funciones han sido con la aportación, acompañamiento y sugerencias que la CEDH al Ejecutivo del Estado para transformar el Sistema Penitenciario, disminuyendo de manera drástica y absoluta las condiciones en que vivía cada uno de los reclusos en los distintos penales estatales y municipales, dijo Duarte Jáquez.

 

Esto ha cambiando, faltan retos por vencer, como los reclusorios que albergan a los menores infractores, agregó Duarte Jáquez, por lo cual solicitó la participación de los Poderes del Estado para asumir con estricto apego al marco jurídico y tratados internacionales la transformación del Sistema Penitenciario en esta entidad federativa.

 

Destacó el caso de la Nueva Penitenciaria de Guachochi como un ejemplo inédito a nivel nacional para recibir exclusivamente a indígenas infractores, con atención más adecuada a su cultura, mayor asesoramiento en su lengua para la defensa, costumbres y cercanía geográfica con sus lugares de origen.

 

En otros centros penitenciarios del país, los indígenas viven condiciones de violencia a sus derechos humanos, a veces hasta por falta de una manera adecuada de comunicación en su propia lengua, aseguró.

 

“Si logramos la transformación de los centros penitenciarios como el de Juárez, Cuauhtémoc, Casas Grandes, en Chihuahua el Creso 1 y el 2, el de Parral y habiendo cerrado la Cárcel Municipal de Delicias, hoy nos permite plantarnos de manera más rápida y eficaz como atend rlos espacios donde eficaz los espacios donde son recluidos

 

Convocó a los Poderes del Estado y a la CEDH a buscar como ejemplo a nivel el trato que se da a los procesados menores infractores en nuestro estado. “Este es un reto que habremos de asumirlo y yo espero que este mismo año lo tengamos resuelto”, agregó el mandatario estatal.

 

Sin embargo, conforme a observación de la propia CEDH, el Gobierno del Estado debe ser respetuoso con cada uno de los Ayuntamientos de Chihuahua en lo referente al respeto y vigilancia de los derechos sociales.

 

Dijo sentirse motivado porque la justicia en Chihuahua toma un nivel cada vez mayor de eficacia, es garante de los derechos de los reos en los procesos judiciales, además incluye la participación de las organizaciones de la sociedad civil.

 

Mencionó y resaltó el trabajo de la CEDH en cuanto a prevención de delitos y cultura de la legalidad entre la sociedad, estudiantes y jóvenes. “No es sencillo decir, que en Chihuahua los retos que hemos logrado vencer juntos para enfrentar la ola de violencia, y que optamos por fortalecer las instituciones y no atender la violencia con más violencia, y mucho menos violentando los derechos y garantías individuales de los ciudadanos, puntualizó.

 

A su vez el Presidente de la CEDH, José Luis Armendáriz, clasificó su Informe Anual de Actividades 2014 en ejes de funciones preventiva, protectora, supervisora, el estado que guardan los derechos humanos y transparencia.

 

La función preventiva comprende acciones relativas a promoción, difusión y enseñanza de los derechos humanos, ligadas a la educación de las personas. En el año en mención fueron capacitadas 158 mil 319 estudiantes de 730 instituciones educativas en 200 localidades de la entidad. Asimismo, 22 mil 339 servidores públicos, entre ellos 7 mil 415 docentes, recibieron capacitación en materias relacionadas, relató Armendáriz.

 

En función protectora 7 mil 181 personas recibieron asesoría jurídica. Además, fueron investigados, por el método de queja por oficio, 71 asuntos detectados en medios de comunicación y fueron solicitadas 37 medidas cautelares como medida de protección de las victimas durante el proceso.

 

En función supervisora, fueron registradas 669 visitas a 9 centros de reinserción social, así como a los tres centros de reinserción social para adolescentes infractores, entrevistando a 3 mil 335 internos.

 

En lo relativo al estado que guardan los 18 derechos humanos con mayor reclamo social, se emitieron propuestas consideradas para contribuir a garantizar una mayor protección, ejercicio y disfrute de esas prerrogativas de ley.

 

En transparencia, el Informe destaca que fueron atendidas en tiempo y forma la totalidad de las solicitudes planteadas a la Comisión, organismo que recibió calificación de 100/100 por el Instituto Chihuahuense par las Transparencia.

Le quatrième arc-en-ciel en deux jours! - The fourth rainbow in two days! On July 1, on at least three occasions there was sunshine while it rained. I saw three rainbows, the first around 6:15pm, the second around 7:05pm and the third around 8:35pm, each time lasting several minutes. The next evening, at around 7:30pm on July 2, there was again a rainbow for about 15 minutes! This time, I went outside to get better views. -- Le 1er juillet, à au moins trois occasions il a fait soleil pendant qu'il pleuvait. J'ai vu trois arcs-en-ciel, le premier vers 18:15, le deuxième vers 19:05 et le troisième vers 20:35, durant plusieurs minutes à chaque fois. Le soir suivant vers 19:30 le 2 juillet, il y a eu encore une fois un arc-en-ciel durant une quinzaine de minutes! Cette fois-ci, je suis sortie dehors afin d'avoir des meilleures vues. I'm still mostly lurking these days - life is busy. Sorry I haven't been by your streams much lately. I have just over a week left of work - that is so hard to believe...

 

I was tagged by my friend xAIAKx.

 

1. What I like to photograph the most:

Apparently lately I like to photograph trees, flares and cemeteries. But I'm surprised to find I don't actually know how to answer this question. I guess I like to photograph life in progress...

 

2. What I like to photograph the least:

strangers - although I do kind of wish I wasn't so shy and could do this

 

3. Photography Pet Peeves:

I'm going to have to copy xAIAKx and say noise. Except when it's part of the effect. I'm not sure what else - I'm starting to like all sorts of styles and see different things I like in most shots I see.

 

4. What I admire from other photographers:

Their unique ways of showing their world through their lens. (I know - such a corny answer, but that really is what I'm liking lately.)

 

5. What I'd like to learn better:

Most everything. Lately I'm trying to make my photos look clean and crisp - if that makes sense. That's what I'd currently like to learn more about.

 

Okay - so now it's my turn to tag (this is the part I don't like as much - don't feel pressured to do this if you don't feel like it...)

XAVIER HOSPITAL. Former health-care provider on Windsor Avenue. Opened in 1949, Xavier had 132 beds and was operated by the FRANCISCIAN SISTERS OF THE HOLY FAMILY. The facility had Dubuque's first intensive-care unit and first recovery room and cared for Dubuque's POLIO victims in the months prior to the announcement of a vaccine. In 1974 the hospital was honored for its twenty-five year membership in the Catholic Hospital Association. (1)

 

Xavier's census often exceeded 100%. Patients were "doubled-up" in rooms. Beds were occasionally placed in corridors as the hospital cared for polio victims in 1953-54.

 

In 1957 the hospital installed a radio receiving station which operated on a closed circuit frequency and had the call letters: W-E-L-L. The station provided day-long programming of the hospital's choice with an option of six commercial stations for patients use. W-E-L-L's own program included relaxing music, regular prayers, Holy Mass, and announcements. Xavier was thought to be the second hospital in Iowa to install such a station with the other in Sioux City.(2)

 

The use of the hospital began to decline in 1965. This was clearly evident in 1979 when admissions dropped from 2,142 to 1,701 in the first six months. There were no layoffs, but hours were cut, and some vacant positions were not filled. In November 1981, the obstetrics department was the first to be closed. (3)

 

In 1970 the Dubuque County Medical Society purchased for $8,142.72 a multi-media instructional system of films, filmstrips and audiotapes for the continuing education of physicians and nurses working in coronary care units. Benefiting from the purchase were Finley Hospital, MERCY MEDICAL CENTER, and Xavier Hospital which would share the materials. Each hospital purchased its own projection equipment. (4)

 

In 1980 Dubuque was described by the Iowa Health Systems Agency as having thirty-two more hospital beds than necessary. The same year the SISTERS OF MERCY and the Sisters of St. Francis announced the merger of Xavier and Mercy Hospital. Xavier was to continue in operation with a combined management and no layoffs. (5) Occupancy at Xavier, however, continued to decline. In November 1981, the last baby was delivered at the hospital.

Sister Helen HUEWE was the CEO of Xavier in 1982 when it was closed one year after being purchased by MERCY MEDICAL CENTER. The nearly empty building cost Mercy $300,000 annually to maintain. (6) In 1983 the Iowa Health Facilities Council turned down a request by Mercy to convert the former hospital into apartments with limited nursing care for the elderly. In 1986 Mercy entered into an partnership with Arizona developer Alan Israel to renovate the building. Plans were made to convert the former hospital, at a cost of $8.5 million, into a retirement center complete with 163 apartments that would sell for between $30,000-$80,000, residential care floor, mini-mall, and performing arts center. By 1987 these plans had been dropped. (7)

 

The former hospital was saved from demolition in 1989. Windsor Park Retirement Center, the renovated hospital, was opened by Kennedy Construction Company which with the assistance of a City Council approved tax abatement arrangement. The grand opening was held on January 21 and 22, 1989. (8) The first administrator of the Center was Paul G. Gabrielson, the former administrator of BETHANY HOME for fifteen years.

Today was one of the hottest days this summer, the homeless in Ueno park were served cool orange iced drinks. This was part of my day hoping Second Day Harvest. I was in charge of Servering the Pasta and Bowls as well. I was so busy that I didnt take too many shots. i was very suprised to see so many homless from so many age groups. This shot was taken only after the Pasta ran out.

Predators and Threats

 

Habitat loss in an already restricted range is a serious threat to the endangered Grevy’s zebra. Additionally, it must compete with livestock for a limited water supply and is hunted by poachers for its striking hide. In the Samburu Heartland, AWF supports the Grevy’s Zebra Project. Its goal is to gain a better understanding of this animal’s population and distribution patterns to aid in the development of a viable conservation strategy.

Because the largest remaining population of Grevy's zebras is located within Samburu Heartland, AWF is taking action to research this endangered animal and help ensure its survival.

Il lago Trasimeno, o di Perugia, è con una superificie di 128 km² il più esteso lago dell'Italia peninsulare, quarto tra i laghi italiani subito dopo il lago di Como. Tale estensione si affianca ad una scarsa profondità (mediamente di 4,3 m), di modo che il Trasimeno rientra tra i laghi di tipo laminare

 

Nel lago Trasimeno sono presenti tre isole ovvero, in ordine di grandezza, la Polvese, la Maggiore e la Minore.

L'isola Polvese è situata nella parte sud-orientale ed è l'isola più estesa delle tre (69,60 ettari). Dal 1995 la Provincia di Perugia, che ne è proprietaria dal 1973, l'ha dichiarata parco scientifico-didattico e vi svolge attività di ricerca scientifica, di sperimentazione e di didattica ambientale. Nella parte orientale e meridionale è presente una vasta zona umida con canneti che danno rifugio a varie specie di uccelli ed anfibi.

L'isola Maggiore è l'unica isola abitata in maniera stabile, conta infatti 35 abitanti (dati Istat, 2001) ed ha una superficie di 24 ettari, racchiusa in un perimetro di 2 km. L'isola è collegata con la terraferma da un servizio di traghetti verso i paesi di Tuoro sul Trasimeno, Passignano sul Trasimeno e Castiglione del Lago. Una fitta rete di sentieri copre l'isola intera, dipanandosi attraverso una macchia di ulivo, leccio, pino, cipresso, pioppo ed altre varietà mediterranee.

L'isola Minore si eleva per circa 20 m dalla superficie del lago (a 258 m s.l.m.), ha la forma di una virgola con dimensioni di circa 450 x 260 m e una superficie totale di 0,05 km². L'isola è coperta da una fitta vegetazione boschiva, comprendente pini e lecci, che da rifugio ad una nutrita colonia di cormorani.

The Australian Bureau of Statistics isn't telling Urbanites anything surprising (see Links). Perhaps no other Church teaching is challenged so constantly in everyday life, especially for a young urban adult.

 

There's probably not a hit movie or TV show that doesn't portray cohabitation before marriage as a natural "next stage" in a relationship.

 

And most of us know, or even are part of, the many couples who live together before marriage.

 

Yet what's wrong with that, especially for those in their early 20s and early 30s without kids (most of us at Urban Theology)? Surely to live with someone is to know them? Especially since the rising divorce rate shows marriage these days isn't much more than a big wedding bill and a piece of paper ?

 

Of course, the intelligent Urban Theologian knows that the Church has a thoughtful and nuanced defence of the traditional nuclear family.

The cemetery wasn't huge, but once everyone went their own way snapping photos, I found myself walking along the rows of graves, trudging the dense and soft grass, lighting the headstones with my torch, reading the names and ages of those who lay there. The silence, the moonlight, the smell of the ocean, it was so serene. I didn't take many photos, after being awake for around 19 hours, the dawn at the cemetery felt funnily refreshing.

The Western Tiger Swallowtail is a common Swallowtail Butterfly of western North America, and is frequently seen in urban parks and gardens as well as in rural woodlands and riparian areas. It is a large, brightly colored and active butterfly, rarely seen at rest; its wingspan is 7 to 10 cm, and its wings are yellow with black stripes, and in addition it has blue and orange spots near its tail. It has the "tails" on the hind wings that are often found in swallowtails.

The eggs are deep green, shiny and spherical. They are laid singly, on the undersides of leaves. The caterpillars emerge about four days later. They are bright green, with a pair of large yellow eyespots with black and blue pupils. They can feed on the leaves of a variety of trees, and the predominant foodplant varies across their range; trees commonly used include cottonwood, willow, quaking aspen and many others. The caterpillars molt 5 times, eventually reaching a length of up to 5cm before pupating. In summer, the butterfly can emerge as little as 15 days after the caterpillar pupated, but when the caterpillar pupates in the fall, the butterfly will not emerge until the spring. The chrysalis is green in summer and dark brown in winter, and looks like a piece of wood. Butterflies emerge from winter chrysalids between February and May, the date depending on the temperature, so they are seen earlier in the more southerly and more coastal parts of their range. The adult females lay up to a hundred eggs in total. The males often congregate, along with other species of swallowtail at pools and along streams and rivers; they drink from the water and mud, extracting minerals as well as moisture.

The normal range of the Western Tiger Swallowtail covers much of western North America, from British Columbia to North Dakota in the north to Baja California and New Mexico in the south. Individuals occasionally turn up east of this range; however, in general, in eastern North America, it is replaced by the similar Eastern Tiger Swallowtail, Papilio glaucus.

Like the other tiger swallowtails, the Western Tiger Swallowtail was formally classified in genus Pterourus, but modern classifications all agree in placing them within Papilio.

Ok was asked by a friend to take some photos of her daughter and her new horse - now one or two issues with this - i dislike horses ok a fear and i have a wide angle lens so a few challenges .How to give it the wiffsmiff treatment .Well im glad to say they are happy with the result - poor light and dull skies added to my pressure .Oh and another horse gave me a right kicking in the field literally walked past me and kicked my shins - thank god for my hunters .This is by no means perfect and i have never tried this before .

 

now im wondering why i did not use filters to assist with the sky the sun was right above me to my left :-(

 

My friends daughter has only had the horse 6 weeks - poor horse must have been put off with me led on the gravel as he jumped the fence :-)
