Note, written on a piece of cloth and tied to a green bike that's been rusting on the bike rack for about 2 years.
The note explains that the bike isn't abndoned, the lock is just frozen. The other bike that the frozen lock is holding can be thrown away, but the owner will "fix up" the green one, presumably after someone else removes the lock.
The chain and other moving parts on this green bike are rusted into one solid piece.

March 27, 2014 - Mezzo Soprano of the University Choir and Orchestra Tiffany Lanning, left, and 1st Soprano of the University Choir Morgan Brown, right, belt out the last note of their duet, "Way Back Into Love" as made famous by Hugh Grant and Drew Barrymore in the motion picture "Music and Lyrics". The two phenomenal singers are also close friends and had vowed to sing this song together since their freshman year at the liberal arts college. Both were brought to tears after the music faded out.
